AURP: "Hi Larry! Hope winter in Winnipeg isn't too cold! What's a new project or development at Smartpark Research & Technology Park?"
Larry: "The Southwood Circle community is adjacent to the University of Manitoba. This community will grow and transform the University of Manitoba campus into a world-leading “UniverCity” where 65,000 people will live, work, study or play. It will be Manitoba’s first complete campus community and the largest residential mixed-use infill project ever embarked on in Winnipeg. Southwood Circle will be a city within a city, the second largest in Manitoba once fully built out, and one of the most sustainable cities on the planet."

AURP Members Gather for Charlie D'Agostino Memorial Service
A number of AURP Past Presidents gathered in Baton Rouge earlier this week to celebrate the life and legacy of Charlie D’Agostino, who passed away in December. Charlie, a distinguished and highly respected AURP Member and peer, served as Executive Director of the LSU Innovation Park for over three decades. He was Past President of AURP (2015-2016), and received many of AURP's top award recognition including the AURP Career Achievement Award (2018), Emerging Research Park Award (2013) and the inaugural Excalibur Award (2006). All of us with the AURP Community of Innovation are grateful for Charlie's life and dedication to his family and his work.

Proposed Rule Would Impact University-Based Research Parks, Innovation Districts and Tech Hubs
The National Institute of Standards and Technology's (NIST) recent proposal to give federal agencies the right to “march in” under specific circumstances related to accessibility of federally funded inventions is "a stark departure from a long-standing interpretation of the Bayh-Dole Act," says AURP's Brian Darmody in a new AURP Blog post.

More importantly, this policy change applies to ALL technologies funded by the federal government at universities and small businesses, including SBIR and STTR-funded companies using patents funded by government sources. This proposed move casts a long shadow over those trying to build communities of innovation in the U.S. and compete with countries such as China," Brian writes.

READ the NIST interagency RFI (draft).
Send your public comments to NIST's proposal HERE by Feb. 6, 5:00pm ET.
Your comments should be brief (one or two sentences) but should include details on the possible deleterious impact of this rule on your operations or funding. (It is also recommended to send copies of your comments to your state's Congressional delegation.)

NSF Establishes 10 Inaugural Regional Innovation Engines Across the U.S.
The National Science Foundation (NSF) has announced its first-ever NSF Regional Innovation Engines (NSF Engines), selecting 10 teams across 18 states, with each NSF Engine to receive initially up to $15 million for two years. The NSF Engines program centers its investments in place-based research and development – focusing on science and technology leadership as the central driver for regional economic competitiveness. Hillsborough County (FL) Seeks Master Developer for Land Surrounding Museum of Science and Industry Near the University of South Florida
The Board of Hillsborough County (FL) Commissioners has approved a Request for Proposal asking developers to submit their plans for the redevelopment of the 67-acre site surrounding the Museum of Science and Industry (MOSI), located near the University of South Florida (USF) campus. Hillsborough County is seeking creative and competitive proposals from experienced and qualified master developers with a track record of mixed urban projects. Submissions are due in late February 2024. The Board plans to select the top-ranked master developer in Summer 2024. Learn more.

Thomas (Tommy) Luginbill has accepted the position of Executive Director of the Pinkney Innovation Complex for Science and Technology at Montgomery College. In this role, Luginbill will continue to advance the development of this innovative science and technology hub in collaboration with academic, corporate and government partners. Luginbill has a master’s in Entrepreneurship & Accounting from the University of Maryland Robert H. Smith School of Business and a bachelor’s in Corporate Finance from the University of Delaware. Carnegie Mellon University (CMU) broke ground last month on construction for its Robotics Innovation Center (RIC), a cutting-edge facility that will expand CMU’s physical space for research, development and testing for robotics, including related fields such as AI and automation. Located just east of CMU’s existing facility within Mill 19 in the Hazelwood Green development in Pittsburgh, the RIC will add 150,000 square feet of research space for robots that will operate on land, in water, in the air and perhaps even beyond Earth. Jeff Hébert has been named the new CEO of HR&A Advisors. As a senior city and state leader, nonprofit executive and Partner at HR&A, Jeff has diverse experience spanning the civic, philanthropic and private sectors on issues of public policy, economic development and climate resilience. Jeff was named HR&A’s President in 2020, and has played a key role in HR&A’s growth since joining the company in 2019. He has supported the development of the firm’s largest business lines, including Broadband and Digital Equity, Inclusive Cities and Equitable Governance and Housing Affordability. Read more. | |

Arizona State University (ASU), home to ASU Research Park, will be the first higher education institution to collaborate with OpenAI, the AI research and deployment company behind ChatGPT. This collaborative effort introduces the advanced capabilities of ChatGPT Enterprise to ASU, empowering faculty and staff to explore the potential of generative AI to enhance teaching, learning and discovery, while also ensuring increased levels of privacy and security. Tiffany Wilson, President and CEO of the University City Science Center, published a column in Philadelphia magazine on "3 Ideas To Make Philly’s Life Sciences Boom Benefit All of Philadelphia." Wilson's 3 steps are: Building an Inclusive Economy Starts Early; Shoring Up the Life Sciences Talent Pipeline; and Creating a Culture of Homegrown Entrepreneurship.
