Federation of American Scientists & AURP Release New Report on Research Parks & Place-Based Investments

The U.S. is making new place-based investments to develop globally competitive technology clusters across different regions of the country through a suite of recent federal legislative efforts, including the EDA’s Build Back Better Regional Challenge and the soon-to-come NSF Regional Innovation Engines and EDA Regional Tech and Innovation Hubs programs.

These initiatives, according to a new report from the Federation of American Scientists (FAS) and AURP, will help seed new "areas of innovation" and bolster existing ones. Science and Tech Parks can be "a critical node" of the innovation ecosystems these programs are seeking to promote.


The new report, Megatrend for U.S. Science, Tech Parks, and Clusters of Innovation: Diversifying Anchor Institutions, Creating Regional Partnerships and Exploring New Geographies, is authored by the FAS's Melissa Roberts Chapman and Ryan Buscaglia and AURP's Brian Darmody.

The NSF has announced a $5 million novel entrepreneurial training and mentoring program for academic researchers. This new program will arm early-stage entrepreneurs with the information and confidence they need to launch a startup to commercialize their technology. This entrepreneurial training aligns with the goals of the CHIPS and Science Act of 2022 and aims to accelerate the translation of research and increase the successful commercialization of key technology areas. The University of South Florida (home to the USF Research Park) is leading an effort to win U.S. EDA designation of the Tampa Bay region as a Cybersecurity and Technology Innovation Hub. With USF as the lead applicant, the Greater Tampa Bay Regional Technology Hub Consortium has applied to become one of 20 designated tech hubs across the U.S. that will receive approximately $15 million in funding from EDA to accelerate the development of its future tech hub. The consortium represents 45 partner organizations from Hillsborough, Pasco, Pinellas and Hernando Counties. Read more.

NC State's Centennial Campus is now home to Reds and Whites, a public art display by world-renowned artist Larry Bell. The piece, commissioned by the Centennial Campus Public Art Committee, was recently installed at the bottom of The Oval, adjacent to Hunt Library. Construction on the surrounding plaza is expected to be complete later this fall. Reds and Whites is the first piece of public art on Centennial Campus. It consists of large, sculptural glass cubes and triangles and will be surrounded by a plaza with seating and trees. Read more.

Sage Glass's Peter Worstall and Saint Gobain's Jennifer Vorberger visited AURP's DC Headquarters with Brian Darmody last month to discuss enhanced partnering opportunities to benefit the AURP community.

With AURP's new Clean Energy and Building Resiliency Caucus, discussions centered on the many avenues to advance sustainability in building efficiencies, plus partnerships in the space and bio industries. AURP BIO Health Caucus co-chair Rich Bendis (and BioHealth Innovation CEO); Amy Adams (AURP Board Member and Executive Director, Institute for Biohealth Innovation, George Mason University); Children's National Innovation Campus's Kolaleh Eskandanian; Astra Zeneca's Lucy Alexander (an AURP sponsor), and AURP's Brian Darmody all are serving on the organizing committee for the 9th Annual BioHealth Capital Region Forum, September 19-20, 2023, at US Pharmacopeia in Rockville, MD. The University of Texas at El Paso (UTEP) was recently named one of 16 finalists in the NSF’s Regional Innovation Engines (NSF Engines) competition. If selected for the award, UTEP and partnering organizations could receive up to $160 million over 10 years. In its NSF Engines application, UTEP proposed a regional hub for advanced aerospace and defense manufacturing known as the Paso del Norte Innovation for Defense and Aerospace Engine. Read more.

AURP, the The University Financing Foundation (TUFF) and Ancora presented at SSTI’s 2023 Annual Conference in Atlanta (Sept. 6-8).


AURP's Brian Darmody, TUFF's Kevin Byrne and Ancora's Ursula Powidzki led a panel discussion on new federal incentives to build communities of innovation; historical planning precedents in Atlanta helping fuel the building of one of the nation’s most dynamic tech hubs; and challenges and opportunities in funding new tech hubs in New England.
