It is time to submit the FHWA Annual EEO Report (Form FHWA-1391) in LCPtracker for all FHWA federal-aid contracts. This report summarizes a contractor's project labor force for the final full pay period ending in July 2026.
Submission Deadline: Friday, August 28, 2026
Who Needs to Report?
Any Prime Contractor and subcontractor (regardless of tier) must submit a report if they meet all of the following criteria during that final full pay period of July 2026:
- They performed on-site work on active CDOT FHWA Federal-Aid Highway Construction projects.

The value of their individual contract or subcontract is $10,000 or greater.
Who is Exempt?

Projects that are solely state-funded (this report is only required for projects receiving FHWA federal funding).

Organizations performing only professional services with no on-site labor.
How to Submit Your Report:

For CDOT Projects: Reporting is completed via LCPtracker. Only projects marked as FHWA 1391/1392 projects by your Administrator will appear on the FHWA Additional Data Entry screen.

For City and County of Denver Projects: Manual reporting is required (not through LCPtracker). You will receive separate instructions for these projects.
