TEC Parochial Reports; Office of the Bishop congregation information forms due March 1, 2020
Each year, every congregation in The Episcopal Church is required to complete an online Parochial Report for the prior year. The Parochial Report helps The Episcopal Church plan for mission by collecting church-wide data. Each congregation was mailed a parochial report packet. Instructions and forms on how to complete your report are available here. You may begin filing your report on Jan. 2, 2020.

Each year, the Office of the Bishop asks each congregation to fill out the Congregation Information Form. We do this to update our records so we have current, accurate, information from our key leaders in each congregation in case of an emergency.

Both the online Parochial Report and the 2020 Congregation Information Form (CIF) are due March 1, 2020. You may download the CIF here; please submit the form to michelle@norcalepiscopal.org.
Imputed Income - Action required
All church institutions are reminded to contact their payroll service provider to inform them that imputed income information may need to be added to their annual W-2 Wage and Tax Statements for 2019.

W-2s should not be processed until the church institution receives a letter from the Office of the Bishop disclosing the amount of imputed income for each employee.These letters are expected to be mailed out from the Office of the Bishop by Dec. 23, 2019.

What is Imputed Income? -- When the value of employer-provided group term life insurance coverage exceeds $50,000, there is imputed income related to this insurance that needs to be determined and reported. Learn more here.
Housing Allowance Reporting
As we approach the end of the year, it is time again for the Vestry or Mission Committee of each congregation to approve a housing allowance for their clergy. Any changes that need to be made must be enacted by Dec. 31, 2019 to be effective for the upcoming year, as housing allowances are not effective retroactively. 2020 Congregational Range Sheet
The 2020 Congregational Range Sheet is created through an analysis of a number of factors from each congregation's 2018 Parochial Report, which is filed with The Episcopal Church. These factors include Sunday attendance, operating expenses and outreach. 
The Congregational Range Sheet serves several important purposes, two of which are:
  1. Lay Delegates for Diocesan Convention - As specified in Article V. Section 5 of the Constitution of the Episcopal Diocese of Northern California, each congregation is allowed to bring a specific number of lay delegates to Diocesan Convention. The number of lay delegates is based on the congregational range, which is published each year. Each congregational range is assigned a letter, "A" through "G", which corresponds to a specific number of lay delegates.
  2. Compensation Ranges for Clergy - Each congregational range lists base, midpoint and high compensation range amounts as related to clergy working at congregations in the ranges. The 2020 compensation ranges listed include a 2.0% COLA for 2020.
