Administrative Appointments
Boise, ID -- (05/01/2017) -- Boise School District is pleased to announce the following administrative appointments, effective beginning the 2017-18 school year. 


Jason Hutchison - Principal, Dennis Technical Education Center

Jason Hutchison currently serves as Principal at Grace Jordan Elementary School (2014-2017). Before that he worked as an educator in California for 15 years.  During his public school career, Mr. Hutchison has served students as an elementary and secondary school teacher (7 years), elementary and secondary school assistant principal (2 years), elementary school principal (6 years) and  junior high principal (3 years).

Mr. Hutchison has participated in a number of public school leadership positions, including serving as Interim Director of Maintenance, Operations and Transportation; School Attendance Review Board Coordinator for the Richland School District; School Site Council Member; Principals' Council Member; English Language Development Committee Member; Athletic Coordinator and Discipline Committee Chairperson.

In 2008, Mr. Hutchison was named Co-Administrator of the Year by The Association of California School Administrators and nominated as a "Real Hero" of Kern County (CA) by one of his school's parents.  He was actively involved in a wide variety of community activities and associations in California and believes strongly in building strong school/community relations.

As a Principal and former Director of Maintenance, Operations, and Transportation, Mr. Hutchison is committed to academic and personal success for each student. He believes strongly in preparing each student for college, career and citizenship and has a history of effectively partnering with parents, community members and working with staff members to build a school culture of academic and social success.

Jason has a Bachelor of Art Degree in History from California State University (Bakersfield, CA) and a Masters Degree in Educational Administration from National University (San Diego, CA).

Mr. Hutchison will serve as Principal of the Dennis Technical Education Center beginning the start of the 2017-18 school year.

Chelsie Wilson - Assistant Principal, Dennis Technical Education Center

With over 14 years experience in the automotive and collision repair industries in both technical and management positions, Chelsie Wilson is highly experienced in the benefits of Career and Technical Education at the secondary level.  Having been a student at the Dennis Technical Education Center, Ms. Wilson knows first-hand the advantages of students enrolling in a Career Technical Education program. Ms. Wilson is a respected educator who believes Career and Technical Education provides students with the opportunity to learn both technical hands-on skills and soft skills which are transferable to their future careers, regardless of what arena they choose to enter.

Chelsie has served as Career Development Advisor and Industry Liaison for the Dennis Technical Education Center for the past four years. Her duties include ensuring students successfully transition into their career field of choice. Chelsie is a knowledgeable educational leader who is dedicated to the District's Vision of preparing each student for success in college, in career, and in life.  

Ms. Wilson's educational background includes an Associate of Applied Science in Auto Body Technology from the College of Southern Idaho, a Bachelor of Applied Science with emphasis in Communication and Gender Studies from Boise State University, and a Master of Education in Curriculum and Instruction with an emphasis in Career and Technical Education from the University of Idaho.

Ms. Wilson will serve as  Assistant Principal at the Dennis Technical Education Center, beginning the start of the 2017-18 school year.

Sean Kelly - Career Development Advisor/Industry Liaison, Dennis Technical Education Center

Mr. Kelly has served the children of the Boise School District since 1998. During his public school career as an education professional, he has worked for six years as a Peer Assistant where he served as a professional development instructor, new teacher instructor and instructional coach.  In addition, Sean worked twelve years teaching science, and fifteen years serving in various leadership positions within the Boise Education Association. Sean currently serves as a Career Technical Education Program Liaison at the Dennis Technical Education Center (2016-2017).

Mr. Kelly is dedicated to preparing each student for success in college, career and citizenship. He has extensive experience in serving alternative students, having worked as a science instructor at Frank Church High School (2008-2010) and at Fort Boise Mid High (1999-2008). Sean is a skilled and dedicated educator who is passionate about his profession. He is a positive, collaborative and approachable education leader whose first commitment is to the students and staff members of the Boise District.  He works well to ensure that students have every opportunity to succeed both in school and in life.  

Mr. Kelly earned an Associate of Science Degree from Blue Mountain Community College (Pendleton, OR), a Bachelor of Science Degree in Athletic Training from Boise State University, a Masters Degree in Curriculum and Instruction and graduates this May with an Educational Specialist Degree in Educational Leadership from the University of Idaho. Sean also holds an Idaho State Administrator endorsement in Professional Technical Education and an Advanced Occupational Specialist certification in Photography.

Mr. Kelly will serve as Career Development Advisor/Industry Liaison, Dennis Technical Education Center, beginning the start of the 2017-18 school year.


Joan Bigelow - Principal, Grace Jordan Elementary School

Joan Bigelow is a dedicated educator who has served students in the Boise School District since 1992.  She has worked in several capacities in the Boise School District including as a Title I Paraprofessional (1992-93); Fourth Grade Teacher (1993-2009, Mountain View & Hawthorne elementary schools); Special Education Teacher (Mountain View, Pierce Park & Hawthorne elementary schools); Administrative Intern (2004-05, Mountain View Elementary);  Extended Year Coordinator (2006-10); Intern Principal (2010-11, Grace Jordan and Riverside Elementary Schools); Title I Coach (2011, Morley Nelson and Jefferson Elementary Schools); Assistant Principal (2011-12, Morley Nelson and Whittier Elementary Schools); and Principal (Jefferson Elementary School - 2012 to present).  

Ms. Bigelow is a respected educational leader focused on providing the finest educational program tailored to the individual needs of each student. She believes that a collaborative school environment is the key to creating successful students and teachers. Ms. Bigelow is committed to building students' success both inside and outside the classroom.  She believes partnerships with parents and the community are essential to the healthy school environment.  Ms. Bigelow readily utilizes District resources to ensure students are prepared to go on to succeed in secondary education and ultimately achieve success in college, careers and citizenship.     

Joan graduated from Boise State University with a Bachelors Degree in Elementary Education with a Special Education Emphasis and graduated from the University of Idaho with a Masters Degree in Educational Administration.    

Ms. Bigelow will serve as Principal, Grace Jordan Elementary School, beginning the start of the 2017-18 school year.

Ted Totorica - Principal, Jefferson Elementary School

Ted Totorica has taught in Idaho schools since 1987.  During his 30 year education career he has served students as Assistant Principal (Timberline High School - 2015 to present); Principal (Koelsch Elementary School - 2010 - 2015); Assistant Secondary School Principal (Frank Church High School - 2009-10); secondary school Spanish Teacher (Frank Church and West Jr. High - 2008-09); Intern Principal ( Cole & Amity elementary schools - 2007-08; Cole & Shadow Hills elementary schools - 2006-07); Alternative Senior High Summer School Principal (2004-05); Elementary Summer School Site Coordinator (Whittier - 2003); Elementary Intern Principal (McKinley -  2002-03); Music Teacher (Borah High  - 1992-2006); Music Instructor ( University of Utah - 1990-92); and Spanish/Music Teacher (Meridian High - 1987-1990).

Mr. Totorca has extensive experience in working with diverse student populations and is focused on preparing each student for success beyond high school, whether it be in college, career or citizenship. His strong interpersonal skills, educational leadership skills and dedication to providing a positive educational environment from which each and every student can succeed will serve him well as Principal of Jefferson Elementary School.

Ted earned his Bachelor of Science Degree in Music from Boise State University, a Masters of Music Degree from the University of Utah and a Specialist Degree in Educational Leadership from the University of Idaho.  

Mr. Totorica will serve as Principal, Jefferson Elementary School,  beginning the start of the 2017-18 school year.
