For the Grand Canyon state with a population of 7.17 million, Arizona’s Head Start bridges a huge gap in needs among at-risk families. Despite being a mostly rural state where one-quarter of the land mass is made up of Indian reservations, two-thirds of the Head Start programs in Arizona are in the larger cities.

The Golden State ranks as the fifth largest economy in the world. But with California’s population of 39.5 million, there are more than a half million at-risk children under age five. Of those, only 38% of three-and four-year old had access to Head Start. And only 4% of children under three had access to Early Head Start.

Act on Advocacy in Hawai'i

The only state comprised entirely of islands in the United States, Hawaii is geographically considered part of Polynesia. Hawaii has a de facto population of more than 1.4 million, due in part to many military personnel—estimated at more than 42,000—and tourist residents.

In the state, there are just seven Head Start programs working hard to meet the needs of the children and a total enrollment of more 3,600 adults in adult education, workforce training, parenting and dual-language classes.
