Tell Us How the White House Pause on Federal Grants and Contracting Will Impact Your Organization

Dear valued community members,


As you likely know, the White House Office of Management and Budget on Jan. 27, 2025 issued a directive to all federal agency directors to pause all federal grants and contracting effective Jan. 28, 2025 at 5 p.m. Eastern. This “temporary pause will provide the Administration time to review agency programs and determine the best uses of the funding for those programs consistent with the law and the President’s priorities,” according to the memo.


Today, a federal judge temporarily blocked the pause from taking effect. A coalition of organizations including the National Council of Nonprofits earlier today filed a Motion for Temporary Restraining Order in the U.S. District Court for the District of Columbia to block the White House Office of Management and Budget from pausing all agency grants and loans. The administrative stay pauses the freeze until Monday.


“This reckless action by the administration would be catastrophic for nonprofit organizations and the people and communities they serve,” said Diane Yentel, President & CEO of the National Council of Nonprofits. “From pausing research on cures for childhood cancer to halting housing and food assistance, shuttering domestic violence and homeless shelters, and closing suicide hotlines, the impact of even a short pause in funding could be devastating and cost lives. This order must be halted immediately before such avoidable harm is done.”


To help get a better sense of the real-world effects of the earlier-announced Executive Orders or the new freeze in federal funding, the National Council of Nonprofits set up a form on their website for nonprofits to share the effects on their missions and the people they serve.
