What Does Shelter in Place Mean
for the Home Building Industry?
The City of Austin, Travis County and Williamson County have ordered “shelter in place” Orders, requiring individuals to shelter in place starting at 11:59 pm, March 24 until at least April 13, 2020. 
Although Williamson County’s Order explicitly allows for residential construction to continue, the City of Austin and Travis County interpret their Orders as prohibiting residential construction, except for certain essential services . The City of Austin also issued a Guidance Document specifically for construction
As of now, Hays, Lee and Caldwell Counties have not yet issued a shelter in place Order. The HBA will stay in contact with these jurisdictions and update our members accordingly.
For jurisdictions that still allow for residential construction, members must ensure that 10 or fewer people are on job sites at all times and that 6 feet of distance is maintained.
