National Disability Awareness Month Kicks Off at the Capitol
October is National Disability Awareness Month, and this week, Governor Kathy Hochul issued a proclamation launching New York's first annual Disability Rights and Employment Awareness Month (DREAM) Symposium. The full-day event featured a vendor fair, workshops, entertainment and award presentations. Next Tuesday, October 11, the DREAM events continue with an online job fair aimed at highlighting the state's commitment to supporting the rights of people with disabilities in the workplace.
The Arc New York, NYSARC Trust Services, Schenectady Arc, AHRC NYS, and Warren-Washington-Albany Arc were all in attendance at the symposium vendor tables. Lexington Arc’s very own FLAME the Band filled the Plaza with their world-famous sound and received specific mention in the governor’s press release!

In conjunction with the DREAM Symposium, we are pleased to announce that Governor Hochul signed legislation championed by The Arc New York and stakeholders:

S.7578-C (Mannion)/A.8549-C (Burdick) updates New York’s Preferred Source program (PSP), which enhances employment opportunities for people with disabilities. The Arc New York’s letter of support can be found here and further advocacy efforts with a coalition of stakeholders can be found here.

S.7746-B (Mannion)/A.8915-B (Burdick) directs OPWDD to establish a voluntary training and certification program for employers that have taken the OPWDD EmployAbility Pledge. The Arc New York’s letter of support can be found here.
In addition, an exhibition on disability rights and employment awareness is on display in the Governor's Reception Room on the New York State Capitol's second floor until Nov. 4. The exhibit honors the rich history, challenges, and accomplishments of the disability rights movement, and the protections, services and supports that have been achieved in New York State.
The Arc US Launches National PSA Campaign
Last week, The Arc US launched three new public service announcements (PSAs) across the Comcast NBCUniversal national cable network. The creation of these spots was informed by their work with Harris Poll to learn about the general public’s perceptions and knowledge of people with I/DD, their families, and issues. The three spots are titled Say Hi!, Say Yes! and It's Possible!
Say Hi! addresses the hesitations people in the general public have about interacting with people with disabilities, Say Yes! illustrates how people with I/DD contribute to the workforce, and It’s Possible! combats misperceptions around education, work, social life, love, and relationships. The Arc US created a new landing page that will be house these commercials, plus additional content to help the general public get to know people with I/DD and their families.

Tibi Guzman Honored with National Award at The Arc US Convention
The National Conference of Executives of The Arc (NCE) Awards honor the professional excellence and achievement of NCE members who make significant contributions to strengthen their Chapters’ service to people with I/DD. Tibi Guzman, Executive Director and CEO of The Arc Westchester will receive the NCE Distinguished Professional Achievement Award for Executive Excellence at The Arc of the United States annual convention this year.
Laura Kennedy to Be Next President of The Arc US

Laura Kennedy is slated to be elected as the next President of The Arc of the United States during the annual business meeting. Kennedy is a parent of a woman with a developmental disability, and has been active in The Arc at the federal, state, and local levels for more than three decades. In addition to her time as President of The Arc New York, she served as President of AHRC NYC, the New York City Chapter of The Arc of New York, and will now lead the Board of the national organization.
Amicus Brief Filed in U.S. Supreme Court Case Emphasizes Harms to People with Disabilities
The Arc of the United States joined five other leading disability advocacy organizations in filing a “friend-of-the-court” brief in the U.S. Supreme Court in support of the estate of Gorgi Talevski, who alleges civil rights violations through abuse and neglect while in a nursing home.
The amicus brief explains why it is important that individuals, particularly those with disabilities, have the ability to sue state and local governments when their civil rights are violated under Medicaid and other public programs. The case, Health and Hospital Corporation of Marion County, Indiana v. Talevski, is scheduled to be heard on November 8, 2022.
Kim Dodson, the Chief Executive Officer of The Arc of Indiana wrote an Op-Ed, which goes into further details on the case in question and why it is important for disability advocates to take note. The full press release from The Arc of the US can be found here.
Register for the Next Year of Willowbrook Event
The next Year of Willowbrook event, "Photography, Advocacy, and Consent: Revisiting the Willowbrook Exposés," will take place on October 13, 2022 at 3-4:30pm. Faculty members from the College of Staten Island/CUNY will discuss the work of photojournalist Eric Aerts (1935-2021) and his Willowbrook images. Register for this free online event here.
