Calling All Advocates: Medicaid Advocacy in 2025

Medicaid funding is the backbone of services to people with developmental disabilities across the nation, and particularly in New York state. However, Medicaid supports remain at constant risk. Advocates across the nation are working tirelessly to keep people with intellectual and developmental disabilities (I/DD) at the forefront of policy decisions. Any effort to change or otherwise reform the Medicaid program must take into account the impact of such change upon people with intellectual and other developmental disabilities, in order to prevent unintended harmful consequence.


It is more important than ever that we mobilize our grassroots, engage our congressional delegation, and protect the supports and services needed for people with I/DD. The Arc of the United states has developed a robust set of materials and tools to both educate advocates and legislative leaders alike.


The President has vowed to, “Love and cherish Medicaid,” and it is our responsibility to hold him to that pledge through education and advocacy.


The Plan & Your Part In It

  • Participate in The Arc US Medicaid Day of Action on Social Media tomorrow by sharing posts from @thearcus, or posting resources from their toolkit.
  • Visit The Arc US Action Center to find easy ways to take action to protect Medicaid.
  • Use The Arc US Storytelling Toolkit for people with disabilities and advocates. It has resources to help you create and share your stories to encourage elected officials to change laws or policies.
  • Schedule meetings with your congressional representative either in person or virtually. Find your legislators here.
  • Use The Arc New York’s Medicaid Info Sheet to inform yourself and your representative of the dire need to support Medicaid in New York state.
  • Access The Arc US Medicaid Toolkit, which provides an array of resources and toolkits to aid your conversations with lawmakers
  • Join us in Washington, DC, for the Disability Policy Seminar to hear the latest on federal issues, and bring your voice straight to Capitol Hill with a day of meetings with Congressional representatives.

Right now, the care and services that people with disabilities rely on are at risk. Medicaid will be considered for cuts in the new Congress, and now is the time to come together to highlight the importance of this vital issue. Whether you're a seasoned advocate or just starting your advocacy journey, join us at this year’s Disability Policy Seminar to help cultivate new congressional champions and press for progress on critical disability rights issues!


The event ends with a day of advocacy on Capitol Hill with members of Congress. Philip Aydinian, The Arc New York’s Director of Governmental Affairs will be serving as a state captain to help coordinate appointments with congressional offices.


Join us for Our Legislative and Advocacy Forum February 10

The Arc New York, NY Alliance for Inclusion and Innovation and the Developmental Disability Association of Western NY (DDAWNY) will host our annual Legislative and Advocacy Forum On February 10, at the Hart Theater of the Egg.


In addition to information on New York state advocacy, the educational forum includes a session on the Potential Healthcare Impacts in New York Under the Second Trump Administration, led by Courtney Burke & Roland Poirier, Sachs Policy Group. Learn more and register for the forum here.

300 Organizations Urge New Congress to Protect and Strengthen Medicaid

The Arc of the United states joined 344 national, state and local organizations calling on Congressional leadership to protect, preserve and strengthen Medicaid, which covers 80 million Americans and is the backbone of the health system on which we all rely.

In the letter they noted, “Proposals to cap funding, reduce the federal share of Medicaid spending, establish block grants, institute work reporting and community engagement requirements, cut state revenue from provider taxes or otherwise undermine the fundamental structure of the Medicaid program all have the same effect: If instituted, Americans will lose access to lifesaving services, states will be strapped with massive budget holes, hospitals and clinics will lose revenues and be forced to scale back services, and American families and workers will be unable to afford essential care and get sicker — leading to a loss in productivity and the economy suffering as a result.”

The Arc US CEO Addresses Inflammatory Claims

Katy Neas, Chief Executive Officer of The Arc of the United States addressed President Trump’s comments that hiring people with disabilities were a factor in the horrific crash of a commercial flight and US Army helicopter on January 29.


Katy told to NPR, "To scapegoat people with disabilities for this tragedy just seems inconsistent with the facts…It's very sad that this stigma against people with disabilities continues to be used as a reason why qualified people can't be hired."
