Affordable Care Act (ACA) Deadlines

The ACA requires Applicable Large Employers (ALEs) to notify full-time employees whether they offered minimal essential coverage (MEC) that was affordable and that provided minimum value. Employers of any size with self-insurance plans also must report months of coverage for all individuals. The key 2024 tax year reporting deadlines for ALEs in 2025 are:



  • Paper Filing — Friday, February 28, 2025
  • Electronic Filing — Monday, March 31, 2025

The IRS requires electronic filing by employers that file 10 or more returns in a calendar year.

  • ACA Furnishing deadline — March 3, 2025

Organizations are required to provide 1095-C forms enrollment information to their full-time employees.

  • PCORI Fees Deadline — Thursday, July 31, 2025

Organizations that offer self-funded health insurance plans must also meet the Patient-Centered Outcomes Research Institute (PCORI) fee deadline.

ACA Reporting Legislation Reforms

Under the revised provisions of The Paperwork Burden Reduction Act (HR 3797), employers and health insurance providers are only required to send Forms 1095-B and1095-C to covered employees upon request. Employers and insurance providers who wish to provide paper tax forms only upon request are required to notify covered individuals of their right to request these statements in the manner and timeframe specified by the Secretary of the Treasury Department.


The Employer Reporting Improvement Act (HR 3801) was passed by the Senate on December 11, 2024. Most of the provisions are effective for returns that are due after December 31, 2024. This legislation:


  • Codifies Internal Revenue Service (IRS) regulations that allow an individual’s date of birth to be used as an alternative to a tax identification number (TIN) when a TIN is not available.
  • Allows employers to deliver reports electronically to employees who have previously given consent at any prior time to receive the statement in electronic form.
  • Requires the IRS to grant employers a minimum of ninety days to respond to 226-J letters, extending the previous thirty-day deadline, beginning for the 2024 tax year. 
  • Establishes a six-year statute of limitations for the collection of employer shared responsibility payments (ESRPs) proposed in 226-J letters.

National Birth Defects Prevention Month

National Birth Defects Prevention Month is designated to raise awareness of birth defects and promote strategies that reduce the risk of birth defects and their complications. Not all birth defects can be prevented, however research shows that certain behaviors and health choices can reduce the risk of having a baby born with a birth defect.


The QCARE Maternity Management Program is available to participating plans to help members enjoy a healthy pregnancy and deliver a healthy newborn. A Special Additions nurse acts as an advisor and guide, coaching the member and sharing information.
