Affordable Housing and Sustainable Communities Program

Notice of Funding Availability


The California Department of Housing and Community Development (HCD) in partnership with the Strategic Growth Council (SGC) are pleased to announce the release of the Affordable Housing and Sustainable Communities (AHSC) Notice of Funding Availability (NOFA) for approximately $750 million


The HCD AHSC Application Portal will be available beginning January 30, 2023. Applicants must upload application materials electronically by

4:00 p.m. Pacific Time on April 4, 2023


HCD and SGC are holding four in-person NOFA Application Workshops and one Zoom webinar. Please register for these workshops through the hyperlinks below.

Background: The AHSC program builds healthier communities and protects the environment by increasing the supply of affordable places to live near key destinations like schools, stores, childcare, transit, and other daily needs. Many AHSC projects include affordable housing and transportation improvements that encourage walking, bicycling, and transit use resulting in fewer passenger vehicle miles traveled. The decrease in vehicle miles traveled will achieve greenhouse gas reductions and benefit disadvantaged communities throughout California.


AHSC is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment - particularly in disadvantaged communities.
