A Note From Our Chief Executive Officer

Dear 4Cs Community,

This month marks one year since I stepped into the role of Chief Executive Officer at 4Cs of Alameda County — and what a year it has been. I arrived with deep admiration for this agency's legacy and an eagerness to listen and learn. One year in, I remain in awe of the families we serve, the providers we support, and the board and staff who show up every day with heart and expertise.

A few highlights from the year:

  • Strategic planning underway. We are actively shaping our next strategic plan, and we're doing it the right way — with broad stakeholder engagement. Staff, board members, child care providers, parents, funders, and community partners have all been invited into the conversation. Their insight is sharpening our focus on strengthening organizational infrastructure and technology, and on elevating our narrative, visibility, and partnerships. For the families and providers we serve, this work means a 4Cs that is easier to reach, faster to respond, and better equipped to connect you to the care and resources you need — and a stronger voice advocating for Alameda County's children at the tables where decisions get made. We look forward to sharing the plan when it's complete.

  • Record fundraising and program momentum. Thanks to generous funders and partners, we achieved our strongest fundraising results to date, allowing us to sustain and expand services amid an uncertain funding landscape. These partnerships allowed us to serve more than double the families in our RISE Resource Centers from the previous year.

  • Advocacy that matters. We showed up in Sacramento and here at home — and it is paying off for the workforce and the families who depend on it. Locally, Measure C implementation is finally moving dollars into the field: the county's five-year plan establishes a wage floor of at least $25 per hour and raises pay for an estimated 3,000 early educators, with more than $53 million already distributed to Alameda County child care and preschool providers. At the state level, the newly approved 2026–27 budget expands access with more than 20,000 new subsidized child care spaces statewide. Better wages help keep skilled educators in our classrooms and homes; more slots mean more Alameda County children with a safe, nurturing place to learn — and we will keep pressing to defend the public investments that make both possible.

None of this happened because of one person. It happened because of a team that believes children and families deserve our very best.

A fond farewell

This month also brings a bittersweet milestone. After twelve and a half years of service, Joni Chantigian, Director of Operations & Human Resources, is retiring. Joni has been a steady hand behind nearly every chapter of our growth, and in my first year she was one of my most trusted guides. Joni, thank you — you leave us stronger than you found us.

Please read our Community Spotlight further down in this newsletter to learn more about Joni's remarkable career and join us in congratulating her.

With gratitude,

Takija T. Gardner

Staff Spotlight

Joni Chantigian

Retiring Director, Operations & Human Resources

In March 2013, Joni Chantigian joined 4Cs of Alameda County staff as an Executive Assistant. Twelve and and half years - and two promotions - later, the agency is preparing to wish her well as she enters retirement this September.

Joni grew up in Hatboro-Horsham PA, near Philadelphia and is a die-hard Eagles fan. She started her career as an office manager and bookkeeper, then, as a young mother of four, Joni ran an in-home child care for newborns to five-year-olds followed by a teaching career in a Christian school for eight years before the family moved to California. After relocating to the Bay Area, she resumed her career in nonprofit management where Joni worked for Volunteer Center of Napa Valley and for Napa Valley Product Services & Industry group (PSI) as the office manager, HR Representative, and financial assistant at both organizations.

Since joining 4Cs of Alameda County, she was part of the agency's significant growth - including supporting 4Cs' VITA free tax preparation and filing program, navigating significant staffing increases, opening additional facilities, and supervising HR & Operations team growth. Joni’s husband Mike recently retired as a Pastor of a local Baptist church and the proud grandparents plan to relocate soon to be closer to their growing family. She enjoys Facetiming with her family, reading books (all genres), walks, fixing up her house, and attending church on Sundays.

Joni's team members describe her as committed, thoughtful, dedicated, compassionate, empathetic, compassionate, and authentic - all traits that the 4Cs team will miss as Joni begins her next chapter. Please join us in congratulating Joni and thanking her for many years of service to 4Cs and the Alameda County community.
