Medicare Part D Enrollment and Costs for 2023


A recent KFF brief found that, in 2023, more than half of people with Medicare Part D coverage are enrolled in a Medicare Advantage Plan that has a Part D prescription drug coverage benefit (MA-PD plans), and that enrollment in these plans continues to outpace enrollment in standalone Medicare Part D (PDP) plans. Enrollment in MA-PD plans grew by 47 percent between 2019 and 2023 while PDP enrollment fell by 12 percent. The top three Medicare Advantage programs (UnitedHealth, CVS Health and Humana) enrolled 60 percent of Medicare Part D enrollees in 2022 and 2023.

CMS Announces New Dementia Experience Model


The Biden-Harris administration, through the Centers for Medicare & Medicaid Services (CMS), rolled out a new Medicare pilot program—the Guiding an Improved Dementia Experience (GUIDE) Model—aimed at supporting and improving the quality of life for people living with dementia and their unpaid caregivers. Under the GUIDE Model, people will have access to training and services, including clinical and non-clinical services such as meals and transportation. CMS will accept letters of interest for the GUIDE Model testing through September 15 and will release a GUIDE Request for Applications for the model in fall 2023. The model will launch on July 1, 2024, and run for eight years. 

CMS Updates Overall Hospital Quality Star Ratings

to Include VA Hospitals


For the first time, the Centers for Medicare & Medicaid Services’ Overall Hospital Quality Star Ratings will include Veterans Health Administration hospitals. The Ratings are updated yearly and summarize data from existing measures on the Care Compare website. The Care Compare website provides consumers with information on more than 100 quality measures.

Issue Brief Outlines the Immediate Need for

Economic Dignity and Health Supports for Women of Color



Women of color face deep inequities and biases in the workforce, economy, housing and health care systems. A new issue brief, The Economic Security and Health of Older Women of Color, co-authored by Justice in Aging and the National Women’s Law Center, analyzes employment, income and health data of older women of color, and calls attention to targeted policy solutions to support them. The brief includes data showing how the COVID-19 pandemic disproportionately impacted older women of color.

Measuring Unmet LTSS Need and Service Use

Among Adults with Disabilities 


The Long-Term Quality Alliance (LTQA) has been leading an effort to address the lack of data on the need for long-term services and supports (LTSS) among adults with disabilities ages 18-64 since 2018. During this multi-year effort, LTQA launched a pilot study to test a new data collection and analysis model for this population in Washington State. Now, a new report and blog post shed light on the pilot study, including its methodologies and spotlighting the LTSS needs of this diverse group.

Through its 25 contracts with health plans, Western New York Integrated Care Collaborative’s (WNYICC) more than 50 members help reduce barriers faced by older adults and people with disabilities in accessing medical care by addressing the health-related social needs of individuals living in western New York through a variety of programs and services, such as nutrition and diabetes self-management programs.
