Notes from the Executive Vice-Chair

Welcome to the June edition of our newsletter.

 

On June 23rd, countries across the world mark UN Public Service day to celebrate the value of public service to their communities, highlight the contribution of the public sector to the development process and recognise the work of public servants.

 

Our work at the Foundation is fully aligned with these objectives and so we were honoured to participate in the Nigerian Civil Service Day celebrations in Abuja on June 23rd and to show our support for civil servants by sponsoring cash prizes of N500,000 each for the top performing civil servants who were recognised during the ceremony.

 

This month also marked the launch of the Federal Civil Service Strategy Implementation Plan 2021-2025 (FCSSIP25). As part of our partnership with the Office of the Head of the Civil Service of the Federation, we provided input into the development of the plan and are working with the office on the implementation of key reform initiatives. Peter Drucker famously stated that culture eats strategy for breakfast and so an important aspect of our work is supporting the Head of Service and her team to build an organisational culture that will enable the success of the reform initiatives. Applications for the 7th round of AIG Scholarships open on July 29th, offering an exciting opportunity for exceptional Nigerians currently working in the Nigerian public sector to attend the University of Oxford for one year and undertake a Master’s in Public Policy degree. 2022 NIGERIAN CIVIL SERVICE DAY CELEBRATIONS 

Every year, countries around the world set aside the 23rd of June to recognise the values of public service to the community and to reward civil servants who have excelled in their roles. In Nigeria, Civil Service Day was celebrated in Abuja with a grand ceremony during which 41 top performing civil servants were recognised. These civil servants were rewarded with cash prizes of N500,000 each, funded by the Aig-Imoukhuede Foundation.

 

During the celebrations, our Chairman Aigboje Aig-Imoukhuede stressed the importance of collective action in continuing the transformative work of the Head of Service and her team to drive lasting change across the public sector. He stated that  with collective action, we can build a public sector that is well-positioned to spearhead the constructive transformation that the nation needs for development. Announcing the cash prizes for top civil servants, Aigboje Aig-Imoukhuede revealed that the Foundation would be creating an endowment fund to provide prizes for all civil servants who are recognised on Civil Service Days going forward. This would be an added incentive for civil servants to strive to exhibit professionalism and excellence in their work.

     LAUNCH OF FCSSIP25 AND CULTURE CHANGE VIDEO

The Civil Service Day also featured the launch of the Federal Civil Service Strategy Implementation Plan 2021 – 2025 (FCSSIP25) and the premier of a video depicting the culture and values of the New Civil Service.

 

The FCSSIP25 is the strategic document that will guide the reform initiatives of the civil service until 2025. As part of our partnership with the OHCSF, we are pleased to have provided input into the development of FCSSIP25 and to be working closely with the office on the implementation of the key priority areas for reform including digitalisation and performance management.


Critical to the success of these reform efforts is an enabling organisational culture and to this end, we have been supporting the culture change plan of the OHCSF, including providing funding and production support for the Culture Change video which was launched on Civil Service Day. ANNOUNCING THE RECIPIENTS OF THE 2022/2023 AIG SCHOLARSHIPS

Since 2017, we have offered annual scholarships to emerging public sector leaders, to pursue a Master of Public Policy (MPP) degree at the Blavatnik School of Government, University of Oxford. We are pleased to announce that this year's AIG scholars are Taiwo Olawole and Ayodele Awi. 


Taiwo Olawole is a diplomat, who is passionate about negotiation, sustainable development and public policy. She is currently posted to Nigeria’s Permanent Mission to the African Union in Addis Ababa, where she serves as the country’s expert on peace and security in Africa, health, women and trade development on the continent.


Ayodele Awi is a hydrologist with extensive public service experience in hydrology and water resources management, water and sanitation hygiene, climate change and environmental engineering. He works as a Hydrologist with the Nigeria Hydrological Services Agency.


Congratulations to our 2022 AIG Scholars, who will commence their degree programmes in October of this year.

AIG SCHOLARSHIPS 2023/2024

                                              APPLICATIONS NOW OPEN

The Aig-Imoukhuede Foundation invites applications for the 7th round of the AIG Scholarships, which offers an exciting opportunity for exceptional Nigerians currently working in the Nigerian public sector to attend the University of Oxford for one year and undertake a Master’s in Public Policy degree. 

 

Since 2017, twenty-nine scholarships worth over £50,000 each have been awarded to an outstanding group of young people who are working to drive change and make a positive difference in the country. 

 

AIG Scholars spend the year at the University of Oxford, gaining knowledge and skills from an outstanding academic faculty with expert practitioners, and interacting with other future public sector leaders from around the world. After completing their degrees, scholars return to Nigeria and use their learnings to bolster policymaking, support reforms and contribute to the nation’s development. 

 

Programme Details 

  • Financial Support – Funding will be provided for tuition, living expenses, and a stipend for a summer project. 
  • Coaching and Mentoring – Extensive coaching and mentoring will be offered to help scholars navigate their time at Oxford and make the most of the experience. 
  • Career Development – AIG Scholars will receive full support to map out their career development paths and access opportunities that are aligned with their areas of interest and that leverage the knowledge gained at Oxford.
  • Work Experience – AIG Scholars will embark on summer placements during which they will gain additional knowledge and experience in their areas of interest and build their global networks. 

 

Eligibility Criteria 

  • To be eligible for this award you must: 
  • Be a Nigerian currently working in the public sector (Ministries, Departments, Agencies & Parastatals) at either Federal or State levels. 
  • Be between 25 and 45 years old. 
  • Have a minimum of seven (7) years work experience. 
  • Have a bachelor's degree with a minimum of second-class upper qualification. 

 

Additional Information 

  • Due to high volumes of applications, only applicants shortlisted for the next stage of the selection process will be contacted, and any inquiries regarding individual application status will not be responded to. 
  • Only applications submitted via the online application portal will be considered.
  • Candidates who emerge as finalists in the selection process will be required to apply directly to the Blavatnik School of Government, University of Oxford, for admission. Full support will be provided throughout the application process. Finalists offered admission to the Master of Public Policy will then be considered for the AIG Scholarship. 

 

Applications open on Friday, July 29, 2022 and close on Friday, September 9, 2022.

BOOK RELEASE – “ECONOMIC DIVERSIFICATION IN NIGERIA”

 “Economic Diversification in Nigeria” the latest book by Dr Zainab Usman, member of the Aig-Imoukhuede Foundation Leadership Council, was published in June.


Reviewing the book, Aigboje Aig-Imoukhuede, stated,  “This scholarly work by a brilliant young Nigerian explores the impact of natural resource endowment on the people and politics of Africa’s most populous nation. The author leaves us in no doubt that Nigeria’s ruling elite have failed to deliver the dividends of economic development to its citizens, but goes beyond the typical blame game to proffer 5 building blocks which Nigeria should pursue in order to address the challenge of economic transformation. My wish is that sooner than later Zainab finds herself in a position of power and influence where she can contribute to changing the trajectory of Nigeria’s growth and progress.”

WILTON PARK INTERACTIVE DIALOGUE

On June 20th 2022, Aigboje Aig-Imoukhuede spoke at the opening session of the interactive dialogue between Wilton Park, Global Business Coalition for Health, Malaria No More, Health Finance Coalition and Amref Health Africa. The session explored the future visions for health in Africa and what is needed to close the financing gap and accelerate the attainment of public health goals.

 

The dialogue sought to strengthen networks, forge new partnerships, and outline the actions needed by different actors to transform Africa’s health financing landscape.

ALUMNI UPDATE

My name is Nkwoji Tochi Claire, I currently work as the Lead, Contract Development, Supply Chain Management Division, NAPIMS, NNPC.

 

I applied for the AIG Public Leaders Programme to enhance my leadership skills. Leadership of any sort is often a difficult task, however, being an effective and successful leader in public service is even more difficult as your decisions have a far-reaching impact on society. Therefore, my desire was to gain the skills that will drive personal effectiveness and professional excellence, as well as serve as a guide to the sustainability of personal integrity in the course of my career as a public servant. I must say that PLP exceeded my expectations in all the aforementioned areas and was also a fantastic opportunity for networking and learning from peers across the civil service.

 

The programme was a very engaging and excellent learning opportunity; I particularly enjoyed the in-conversation series with renowned public servants and industry experts like Uche Orji (MD NSIA),Dr. Folashade Yemi-Esan (Head of Service), Sanusi Lamido Sanusi (SLS) and Bola Adesola of Eco Bank. Their experiences and perspectives on how to address challenges they have faced in the course of their careers were quite relatable and provided good insights on how to handle similar challenges. Also, the teaching faculty and teaching assistants were amazing, the teaching methods ensured impactful learning.

My capstone project was on the automation of the inventory management/exchange and asset disposal processes. NAPIMS  operated a manual inventory management and asset disposal system which gave rise to inefficiencies, revenue leakages, lack of oversight of inventories, excess inventories, and lack of collaboration among operators. The project was aimed at delivering an application that provides an e-warehouse/Inventory management solution, an inventory exchange platform and an automated asset disposal and e-auction system. The application is ready to use and was launched by the GMD of NNPC on the 1st of April 2022. We are currently at the implementation phase.

 

One key takeaway I got from the entire experience was that be an effective leader, you must understand the context and culture of your institution, this will help ensure you adopt the right strategy for success and value delivery. I cannot overemphasize the importance of the programme to the civil service and those aspiring toward public leadership. It will definitely cause a paradigm shift in the Public Sector.

PSHAN WELCOMES PPPHEALTH4ALL AS A STRATEGIC PARTNER 

The Private Sector Health Alliance of Nigeria (PSHAN) has entered into a strategic partnership with PPPHealth4All with the purpose of promoting societal, economic, and environmental benefits of healthcare projects that are in line with the Sustainable Development Goals (SDGs).


This agreement represents PSHAN’s desire to collaborate with companies that share its vision of establishing Public-Private Partnerships to improve the healthcare system.

PROJECT UPDATE: THE ADOPT-A-HEALTHCARE-FACILITY PROGRAMME (ADHFP)

The primary goal of ADHFP is to establish Primary Healthcare Centers (PHCs) across Nigeria’s 774 Local Government Areas and apply market-based reforms to provide affordable quality healthcare to the poor and vulnerable. This initiative will ensure better health outcomes for everyone living in Nigeria.

 

PSHAN has announced that three of its distinguished patrons, have made significant contributions to improving health outcomes in Nigeria as follows:

 

Mr. Aig-Aigboje Imoukhuede through the Aig-Imoukhuede Foundation is adopting 23 PHCs across all the Local Government Areas in Edo State.

 

Mr. Aliko Dangote (GCON), through the Aliko Dangote Foundation, has committed to adopting 44 PHCs in Kano State, Nigeria.

 

Mr. Herbert Omyewumbu Wigwe through the Herbert Omyewumbu Wigwe Foundation has adopted 23 PHCs across all the Local Government Areas in Rivers state.
