Welcome to our new subscribers, we are so excited that you have decided to join us! To our regular subscribers, thank you for continuing to read Council's Legislative Spotlight.


Council held a Special Meeting on Wednesday, March 8th at 4:00 p.m. This week's spotlight was intentionally delayed in order to include legislation from that meeting.


Each week will share highlights from Council's legislative agenda from the previous Monday's Committee and Council meetings. We also feature the definitions of and information about commonly used terms and acquaint you with council-related facts.

Legislative Highlights From Monday, March 6th, 2023

 

ORDINANCE NO. 54-2023 authorizing the Director of Public Service to submit an application and enter into an agreement with the Summit/Akron Solid Waste Management Authority for a Community Recycling Access Grant, in furtherance of Mayor Horrigan’s objectives of supporting new and existing community recycling projects; authorizing the use of the funds if awarded; and declaring an emergency. This is an annual grant application. The Public Service Department is looking at new initiatives, including a drop-off facility. Vote: 12-0 (Connor absent)


RESOLUTION NO. 55-2023 expressing support for the mission of Akron Waterways Renewed (AWR) to invest in Akron’s environmental future by building infrastructure for the next century that will protect public health and maintain water of the highest quality in the most cost-effective manner while providing local jobs for the citizens of Akron; expressing support for the proposed Third Amendment to the 2014 Consent Decree as lodged by the United States with the United States District Court for the Northern District of Ohio in Case No. 5:09-cv-00272 on February 13, 2023; and declaring an emergency. This will result in an estimated savings of around $66 million in tunnel costs without altering the deadlines in the Consent Decree. Vote: 12-0 (Connor absent)


Operating Budget

The following pieces of legislation were read in and referred to the Budget and Finance Committee:


RESOLUTION adopting an annual operating budget for the fiscal year 2023, and declaring an emergency.

 

ORDINANCE to make the annual appropriation for the current expenses, other expenditures, and the capital outlays of the City of Akron for the fiscal year ending December 31, 2023; and declaring an emergency.


An overview will be given at the March 13th Budget & Finance Committee held at 3:00 p.m. Operating Budget Hearings will be held March 14th, 15th, and 16th at 3:00 p.m. in Council Chambers. Legislative Highlights from Special Meeting Wednesday, March 8, 2023


RESOLUTION NO. 56-2023 approving and confirming the appointment by Mayor Horrigan of Beverly Richards, Tristan Reed, and Shawn Peoples, to the Akron Citizens’ Police Oversight Board, as established by Charter Section 68a; and declaring an emergency. Vote: 12-0 (Connor absent)


RESOLUTION NO. 57-2023 approving and confirming the appointment by Akron City Council of Donzella Anuszkiewicz to the Akron Citizens’ Police Oversight Board, as established by Charter Section 68a; and declaring an emergency. Vote: 11-0 (Connor absent; Malik did not vote) Councilman Malik joined the meeting via videoconference. He lost connection during this vote, though indicated when he returned that he planned to vote in favor.


RESOLUTION NO. 58-2023 approving and confirming the appointment by Akron City Council of Kemp Boyd to the Akron Citizens’ Police Oversight Board, as established by Charter Section 68a; and declaring an emergency. Vote: 11-0 (Connor was absent; Neal abstained due to a conflict of interest)


RESOLUTION NO. 59-2023 approving and confirming the appointment by Akron City Council of Caitlin Castle to the Akron Citizens’ Police Oversight Board, as established by Charter Section 68a; and declaring an emergency. Vote: 12-0 (Connor absent)


RESOLUTION NO. 60-2023 approving and confirming the appointment by Akron City Council of Robert Gippin to the Akron Citizens’ Police Oversight Board, as established by Charter Section 68a; and declaring an emergency. Vote: 12-0 (Connor absent)


RESOLUTION NO. 61-2023 approving and confirming the appointment by Akron City Council of Diane Lewis to the Akron Citizens’ Police Oversight Board, as established by Charter Section 68a; and declaring an emergency. Vote: 12-0 (Connor absent)

Special Meetings

(Charter Section 33 and Council Rule 1.2)


The Mayor, the President of Council, or any four Council members may call special meetings of the Council. At least twelve hours notice shall be sent by electronic mail to each member's City of Akron email address and by telephone to each member's City of Akron cell phone or other designated phone number and shall state the subject (s) to be considered at the special meeting. Only the subjects stated in the notice shall be discussed and/or acted upon.
