Legislative Highlights From Monday, March 6th, 2023
ORDINANCE NO. 54-2023 authorizing the Director of Public Service to submit an application and enter into an agreement with the Summit/Akron Solid Waste Management Authority for a Community Recycling Access Grant, in furtherance of Mayor Horrigan’s objectives of supporting new and existing community recycling projects; authorizing the use of the funds if awarded; and declaring an emergency. This is an annual grant application. The Public Service Department is looking at new initiatives, including a drop-off facility. Vote: 12-0 (Connor absent)
RESOLUTION NO. 55-2023 expressing support for the mission of Akron Waterways Renewed (AWR) to invest in Akron’s environmental future by building infrastructure for the next century that will protect public health and maintain water of the highest quality in the most cost-effective manner while providing local jobs for the citizens of Akron; expressing support for the proposed Third Amendment to the 2014 Consent Decree as lodged by the United States with the United States District Court for the Northern District of Ohio in Case No. 5:09-cv-00272 on February 13, 2023; and declaring an emergency. This will result in an estimated savings of around $66 million in tunnel costs without altering the deadlines in the Consent Decree. Operating Budget
The following pieces of legislation were read in and referred to the Budget and Finance Committee:
RESOLUTION adopting an annual operating budget for the fiscal year 2023, and declaring an emergency.
ORDINANCE to make the annual appropriation for the current expenses, other expenditures, and the capital outlays of the City of Akron for the fiscal year ending December 31, 2023; and declaring an emergency.

RESOLUTION NO. 56-2023 approving and confirming the appointment by Mayor Horrigan of Beverly Richards, Tristan Reed, and Shawn Peoples, to the Akron Citizens’ Police Oversight Board, as established by Charter Section 68a; and declaring an emergency. Vote: 12-0 (Connor absent)
RESOLUTION NO. 57-2023 approving and confirming the appointment by Akron City Council of Donzella Anuszkiewicz to the Akron Citizens’ Police Oversight Board, as established by Charter Section 68a; and declaring an emergency. Vote: 11-0 (Connor absent; Malik did not vote) Councilman Malik joined the meeting via videoconference. He lost connection during this vote, though indicated when he returned that he planned to vote in favor.
RESOLUTION NO. 58-2023 approving and confirming the appointment by Akron City Council of Kemp Boyd to the Akron Citizens’ Police Oversight Board, as established by Charter Section 68a; and declaring an emergency. Vote: 11-0 (Connor was absent; Neal abstained due to a conflict of interest)
