This Week at City Council

“Barack Hussein Obama Way” on Wabash Avenue

Alderman Reilly introduced an ordinance (O2026-0026293) to install an honorary street sign on the east side of North Wabash Avenue, between East Wacker Drive and East Kinzie Street. This ordinance, if approved, will install signs on the Wabash Avenue Bridge and near 401 North Wabash Avenue. A site map of the proposed change is below. Alderman Reilly’s ordinance will now go to the Committee on Pedestrian and Traffic Safety for consideration.

Office of Legislative Counsel (OLC)

Alderman Reilly and Alderman Beale (9th Ward) re-introduced an ordinance (O2026-0026320) to establish the Office of Legislative Counsel (OLC) for members of City Council. Aldermen would be allowed to consult the OLC for unbiased advice on parliamentary procedure and legislative matters within City Council, the same guidance currently provided to the Mayor by the Department of Law. This matter was previously shot down by Mayor Johnson despite its support from the Better Government Association and League of Women Voters. Alderman Reilly’s ordinance will now go to the Rules Committee for consideration.

Sweepstakes Machines

Alderman Reilly voted with 14 of his colleagues in favor of SO2026-0024076, an ordinance that would have prohibited the installation and use of sweepstakes machines in Chicago. Sweepstakes machines are electronic games that offer non-cash prizes. Supporters of the ordinance argued that these machines function similarly to slot machines, while avoiding the necessary approval required by the Illinois Gaming Board. The ordinance would have authorized the seizure of unlawful machines, imposed fines of $5,000 per device, and allowed for the revocation of business licenses for repeat offenders. Unfortunately, the measure failed 15-33, leaving sweepstakes machines unregulated.

Penalties for Teen Takeovers, Drag Racing

Alderman Reilly voted to pass O2023-0005298, which established fines for parents or guardians who are responsible for minors who participate in the following actions: flipping cars, teen takeovers, drag racing, public intoxication, and solicitation. The ordinance would have required counseling and community service for offending minors. Although Alderman Reilly voted to pass the ordinance, the ordinance ultimately failed by a vote of 16-32.

Alderman Reilly Attends Ribbon-Cutting for SOAR Farmers Market

The market is open every Tuesday from 8am - 2pm outside the Museum of Contemporary Art (220 East Chicago Avenue) until October 27. Alderman Reilly was joined by Alderman Hopkins (2nd Ward) at the ribbon-cutting, where all attendees received a complimentary slice of Eli’s Cheesecake, a Chicago staple.
