YOUTH IN GOVERNMENT DAY - TUESDAY, OCTOBER 20 - DOUGLASS COMMUNITY CENTER & LOUDOUN GOVERNMENT CENTER
Loudoun County’s Teen Services will host its annual Youth in Government Day on October 20, providing high school juniors and seniors with an opportunity to gain firsthand insight into local government and public service.
The event will include a panel discussion with staff representing multiple Loudoun County departments, provide participants the chance to explore career opportunities in local government, and speak with their voting district representatives, both supervisor as well as aids, over lunch. Participants will attend a live Board of Supervisors meeting with a chance to sit on dais with selected board members.

LOUDOUN COUNTY FIRE & RESCUE CELEBRATES FIRE PREVENTION MONTH WITH OPEN HOUSES IN OCTOBER
The Loudoun County Combined Fire and Rescue System (LC-CFRS) is teaming up with the National Fire Protection Association (NFPA) to celebrate October as Fire Prevention Month. The 2026 campaign theme “Charge into Fire Safety: Safe Charging Is a Superpower” serves to teach community members how common lithium-ion batteries are and the importance of using these batteries correctly to prevent fires.
As they kick off Fire Prevention Month, many of the volunteer fire and rescue companies will host in-person open house and community outreach events. You can find a few of the open house information below. LC-CFRS will also be sharing virtual fire prevention information on their social media channels with a special focus on lithium-ion battery safety.

LOUDOUN SYMPHONY ORCHESTRA KICKS OFF ITS 35TH SEASON!
Loudoun Symphony Orchestra celebrated its 35th anniversary at this season's opening concert last week, featuring the glorious Beethoven Symphony No. 9, and performed in collaboration with the Master Singers of Virginia and Loudoun Lyric Opera. While Beethoven's Symphony No. 9 is one of the most frequently performed symphonies in the world, this was the first time it was performed in Loudoun County.

| | Recap of the GW Campus Community Town Hall | | |
Last night, my office hosted a Community Town Hall at George Washington University to discuss the latest developments surrounding Amazon's proposed redevelopment of the GW campus in the Algonkian District. Thank you to GW for welcoming us, to County staff for helping to answer questions and explain the complex zoning and land-use history of the site, and to the dozens of community members who joined us and shared their perspectives on the future of this university campus.
During the town hall, we provided an update on Amazon's proposal to redevelop the property with approximately 805,000 square feet of data centers across four buildings. Amazon has submitted a revised site plan application that was formally accepted for review by County staff this week. Importantly, formally accepting an application for review does not grant an applicant vested rights or grandfathering, and it does not guarantee that the application will be approved.
The GW campus sits within the Route 28 Tax District, which has allowed certain properties to remain governed by the older 1972 Zoning Ordinance. In 2000, a Zoning Administrator advisory opinion concluded that data centers could be developed by-right as office uses on properties governed by that ordinance. In July 2026, however, the County’s Zoning Administrator issued a revised advisory opinion finding that data centers are not permitted as a principal or primary use under the 1972 Zoning Ordinance.
The final payment on the Route 28 Tax District will be made this December, after which the County will proceed with rezoning the remaining properties still governed by the 1972 ordinance - including the GW campus - to the current 2023 Zoning Ordinance. Under the current ordinance, data center applications must seek Special Exception approval, including public hearings and a final vote by the Board of Supervisors.
It is important to note that while the Board voted on September 15 to advance my proposal for a temporary 12-month pause on Board consideration of certain legislative applications for data centers so the County can continue its review of data center policies and standards, the pause does not impact Amazon's current administrative application.
I will continue to keep the community informed as these processes move forward.
| | Visit to the Loudoun Child Advocacy Center | | |
I'm glad I was able to stop by the Loudoun Child Advocacy Center Open House earlier this week. The Loudoun CAC works in a multi-disciplinary team to provide a supportive, child-centered space for victims to receive advocacy and mental health services during their time of need. The center coordinates a strong, collaborative response as a team in order to support the whole family and focus on the child's wellbeing.

| | Loudoun Celebrates Completion of Crisis Receiving & Stablization Center in Leesburg | | |
Loudoun County is celebrating the completion of the construction of its Crisis Receiving and Stabilization Center, a new facility that will enhance behavioral health care in Loudoun and the region by providing around-the-clock care for adults who are experiencing a behavioral health crisis. While I was unable to attend, I'm glad that my colleagues, County staff, state and federal representatives, and members of the community were able to gather for a ribbon cutting ceremony on Saturday, September 19th to mark the milestone. The center is expected to open to the public in October.
The 20,500-square-foot center will offer three core services under one roof 24 hours a day, 365 days a year:
- Urgent psychiatric care
- A 24-hour crisis assessment and stabilization unit
- A short-term stay crisis stabilization unit

| | Loudoun to Host Training Session for Nonprofits on Human Services Grant Program - October 8 | | |
Loudoun County invites local nonprofit organizations interested in applying for the Fiscal Year 2028 (FY 2028) Human Services Nonprofit Grant Program to attend a training session Thursday, October 8th from 10AM - 12PM. The meeting will be held in person in the Dulles Room on the first floor of the Loudoun County Government Center with an online option for those who wish to attend remotely. Log-in information is posted online at loudoun.gov/NonprofitGrants.
The training is intended to help prospective FY 2028 Human Services Nonprofit Grant Program applicants develop clear, realistic and measurable program targets that align with their activities and intended outcomes. Participants will learn how to use the “Outcomes Framework Guide” to identify appropriate outcomes, performance measures and data sources, and how to apply these concepts to their FY 2028 application.
The purpose of the county’s Human Services Nonprofit Grant Program is to strengthen the county’s collaboration with nonprofit partners and ensure opportunities for local funds to be leveraged in an effective manner for services that assist vulnerable and disadvantaged individuals and families in meeting a critical need for safety, health, security and independence.

| | Loudoun Launches Street Lighting Program; Hosts Public Information Sessions in October | | |
Loudoun County is launching a program to provide assistance to communities that would like streetlights to be installed where none currently exist.
For projects accepted into the program, the county will pay for capital costs for design and installation, and cover service and maintenance costs. The electric utility that serves the area, either Dominion Energy or Northern Virginia Electric Cooperative (NOVEC), will perform installation and own the streetlight.
Although the program is open to all neighborhoods with two or more adjacent parcels, the proposed streetlight location must meet certain requirements, including being located along roadways defined in the Loudoun County 2019 Countywide Transportation Plan as minor collectors, neighborhood collectors and local secondary roads.
The program promotes the use of lighting for convenience and safety while minimizing light pollution and helps the county meet its goals for street lighting that are outlined in the Loudoun County 2019 Comprehensive Plan.
The program manual (PDF) approved by the Board of Supervisors in January 2026 establishes eligibility for participation in the program, identifies technical criteria for streetlight installations and criteria for evaluating and prioritizing installation requests, including safety and equity factors. Applications for the program will open November 1, 2026.

| | Verdict Reached in Riptide Square Fire; County to Remove Structure in Coming Weeks | | |
I am relieved to see a guilty verdict was reached this month in connection with the devastating Riptide Square fire last October. This was a horrific tragedy that claimed the life of a community member, displaced residents, and deeply impacted the entire Lowes Island community. While nothing can undo that loss, I am grateful to see accountability.
Beyond the criminal case, the community deserves to see this blighted site restored as soon as possible, so that residents are no longer confronted daily by reminders of last October’s tragedy and can begin to move forward. I have been pressing for the County to get this resolved and brought forward an ordinance to the Board this summer authorizing the County to move forward with finally cleaning this site up. I am glad that the County is now acting to completely remove the remaining structure and debris ahead of the anniversary of the fire on October 24.

Amazon's Proposed Data Center Redevelopment at
George Washington University Campus

STATUS: IN REVIEW
In early 2026, Amazon purchased the 122-acre campus for $427 million. The company has since submitted an application proposing to redevelop the property with four data center buildings totaling approximately 800,000 square feet of development. The application has been accepted for review by County staff however it is far from a done deal. They are currently attempting to proceed through the by-right administrative process, meaning they would not be required to participate in public hearings or be subject to a final vote of approval by the Board of Supervisors. I am strongly opposed to this proposal and hosted a Community Town Hall at the GW Campus on September 24 to discuss the latest updates.

The Villas at Cascades

Approved in 2022, this application is for the development of 178 multi-family stacked residential units. A $160,000 school contribution has also been made with the expectation those funds will be used for the playground area at Meadowland Elementary.

Cascades Marketplace
STATUS: UNDER CONSTRUCTION
The revitalization of Cascades Marketplace is now underway. Phase one is moving forward with 180 units of stacked two-over-twos and traditional townhouses being constructed at the old Skyzone lot. Recent demolitions are making way for new construction.
New tenants have opened, including Shake Shack, Taco Bamba, Brasserie Royal, Lil Cakes and Creamery, Cosmo Nail Bar, Activate Games, and Chiko! The Starbucks is expected to move to a drive-through location.
The application was approved by the Board of Supervisors on December 13th, 2023.

Dogwood Farm Station
STATUS: APPROVED
A multifamily development to build up to 425 homes and a childcare center on the 19.33-acre site currently home to Blue Mount Nursery. I worked closely with the developer to improve open space and include an on-site childcare center, in addition to a significant number of affordable housing units.
The site plan for phase one of the development is under review by the county. The construction timeline is subject to approval of the site plan by the County.
The application was approved by the Board of Supervisors on November 15th, 2023.

University Center Lakeview
STATUS: APPROVED
A development of 597 multifamily homes located south of George Washington Boulevard off of Presidential Drive was approved at the April 18, 2023 Business Meeting. I worked closely with the applicant to discourage a proposed data center on the site. The applicant has also committed to constructing a traffic signal at the intersection of George Washington Blvd and Highland Vista Drive.
The site plan review process is ongoing. No construction timetable is available yet.
