Mid-Year CEO Update by Joel Dougherty

As we enter the second half of 2025, I want to thank you for the critical role you play in helping us deliver on our mission at All Care Health Center. In the spirit of transparency and accountability, I’m sharing a mid-year update on how we’re progressing toward our three core goals:


  1. Providing access to more individuals who need our services.
  2. Helping patients become healthier through high-quality care.
  3. Making All Care an even better place to work and receive care.

Mid-Year Highlights (Jan–June 2025)

  • 25% increase in patients served
  • Significant quality gains, especially for diabetes, hypertension, and depression
  • Staff turnover sharply down, with our strongest retention trend in five years

Workforce & Patient Experience

If current trends continue, we’re on track to make 2025 our strongest year yet for retaining our team.

Double Your Impact- Help Us Reach a $20,000 Match for Homeless Healthcare

All Care Health Center’s Homeless Healthcare Program is a lifeline for some of the most vulnerable members of our community. Our team delivers compassionate medical, dental, and behavioral health services to individuals experiencing homelessness—whether they visit our main health center, the Florence M. Lakin Health Center located next to MICAH House, or receive care at our clinic within New Visions Homeless Services.


This year, we have a powerful opportunity to expand that impact. Thanks to a generous 1:1 match from the Rupert Dunklau Foundation, every dollar donated to support the Homeless Healthcare Program—from individuals, civic organizations, churches, and auxiliaries—will be matched up to $20,000. That means your $50 gift becomes $100. A $500 gift? Doubled to $1,000.

Homeless healthcare is vital because it delivers critical, life-saving services to people who are often excluded from traditional care. Individuals experiencing homelessness face heightened risks of chronic illness, mental health challenges, and substance use disorders, but often lack the resources to access care, including transportation, insurance, or even the trust that they will be treated with compassion.


Without consistent care, treatable conditions worsen, leading to emergency visits, hospital stays, and needless suffering. Our Homeless Healthcare Program meets people where they are—on the streets, in shelters, or at community clinics—and connects them not only to treatment but also to dignity, stability, and the resources they need to rebuild their lives.


In short, it’s not just about health. It’s about equity, compassion, and the belief that everyone deserves a chance to be well.

Be Part of the Mission- Join Us for the Special Ambassador Tour During National Health Center Week

All Care Health Center invites you to experience community healthcare in action—and discover how you can become an All Care Ambassador—during a special behind-the-scenes tour hosted as part of National Health Center Week.


On Wednesday, August 6, All Care Ambassadors (new and old) and elected officials will come together for a guided experience highlighting how All Care serves individuals and families experiencing homelessness, and how our neighborhood health centers are positioned to meet the needs of low-income residents.

The event will include:

  • A tour of All Care’s clinic at New Visions Homeless Services
  • A visit to the Florence M. Lakin Health Center, located adjacent to MICAH House
  •  Lunch & conversation at our main campus
  • Optional tour of our main clinic

Cookies & Conversation: Share Your Voice & Celebrate Community on August 5th

All Care Health Center invites patients, families, and community members to join us for Cookies & Conversation on Tuesday, August 5, from 11:00 AM to 2:00 PM at our main location: 902 South 6th Street, Council Bluffs.


This interactive, come-and-go event is a chance to share your voice, explore community resources, and celebrate what makes us all unique.

Patients are invited to participate in focus groups where they can share their experiences and ideas to help shape the future of care at All Care.

Welcoming Marina Luna: Expanding Access to Culturally Responsive Behavioral Health Care

All Care Health Center is pleased to welcome Marina Luna, MSW, LISW, LIMHP, CMSW, to our growing behavioral health team. As a bilingual Licensed Mental Health Therapist, fluent in Spanish and English, Marina brings over a decade of experience supporting children, adolescents, adults, and families across a wide range of care settings—including schools, integrated clinics, and community health organizations.


Marina is passionate about making behavioral health care more accessible for Spanish-speaking patients. Her presence at All Care strengthens our ability to provide culturally responsive therapy in a language patients feel most comfortable expressing themselves. Marina creates a welcoming, judgment-free space where healing begins with understanding.

Marina joins us with a deep commitment to improving community wellness through high-quality, compassionate care. She is now accepting patients and is excited to serve families in Council Bluffs and the surrounding areas.

Summer Made Simple: Sports Physicals & Immunizations- All Care's Mobile Tour Continues

Summer's moving fast—but there’s still time to check off those must-do appointments before the school year begins! All Care Health Center’s Mobile Medical Clinic is on the road, making it easy for busy families to get sports physicals and essential immunizations—right in your neighborhood.


The sports physical and immunization clinics are from 8am-12pm.


New and returning patients should bring completed sports physical and consent forms, available online.


Students with completed forms may attend alone or with a parent/guardian.


At All Care, we believe healthcare should meet you where you are. That’s why we’re visiting schools and community locations across the region—to provide affordable, high-quality care to every family, right when it’s needed most.

Making a Difference in Patient Lives: Maria's Story

When Health Navigator Jazmine made a routine call to check in on a patient’s medication adherence, she didn’t expect to uncover a deeper concern. “Maria,” a longtime patient at All Care Health Center, admitted she was struggling to afford her prescriptions, even with insurance.


Jazmine immediately stepped into action, walking down the hall to speak with All Care’s pharmacy team. Together, they reviewed Maria’s medications and discovered that while most had no out-of-pocket cost, one came with a moderate copay, and two essential inhalers were priced far beyond what Maria could manage.

Before Jazmine could even finish explaining the situation, the pharmacy staff was already searching for solutions. Thanks to a combination of in-clinic resources and the Health Equity Assurance Pharmacy Fund, they were able to cover the cost of all prescriptions—including the expensive inhalers—without delay.


Funded in part by generous Giving Tuesday community donations, the Health Equity Assurance Pharmacy Fund empowers our team to respond in real time when cost becomes a barrier to care. It turns concern into relief, and uncertainty into access. Perhaps you gave a gift to that fund. If so, Maria and our team at All Care thank you.

Maria was overwhelmed with gratitude and surprised at how quickly everything came together. She hadn’t expected this level of support to be available, let alone delivered with such speed and care.


Jazmine’s quick thinking and the pharmacy team’s dedication reflect what makes All Care Health Center different. Together, they ensured that a patient didn’t have to choose between breathing easy and affording her next meal.
