Ho Chi Minh City is accelerating its push to attract investment and enhance competitiveness through sweeping administrative reforms. Under a newly introduced special mechanism aligned with Government Decree No. 96/2026/ND-CP, investment registration certificates in export processing and industrial zones will now be issued within just 15 working days. The initiative underscores the city’s commitment to digital transformation, streamlined procedures, and investor-friendly policies. Complementing these efforts, the city is launching a large-scale health screening campaign across 168 wards and communes, mobilizing more than 100 hospitals to improve workforce well-being and expand access to healthcare.
At the national level, Vietnam’s newly appointed Prime Minister, Le Minh Hung, has signaled a strong pro-business agenda focused on clearing long-stalled projects, simplifying administrative procedures, and accelerating digital transformation to support ambitious economic growth targets. The National Assembly has also approved the full cabinet for the 2026–2031 term, ensuring leadership continuity across key ministries. These policy priorities align with Vietnam’s broader growth trajectory, as evidenced by record international tourism arrivals of 6.76 million in the first quarter of 2026. Meanwhile, major infrastructure investments—including Vingroup’s US$5.6 billion high-speed railway connecting Hanoi and Quang Ninh—underscore the country’s commitment to enhancing connectivity and strengthening national competitiveness. Together, these developments signal a stable, reform-oriented environment with expanding opportunities for investors and business leaders.

In terms of AmCham’s advocacy efforts, I am pleased to share that we’ve submitted 12 position papers to the government over the last four weeks. This is an outstanding achievement that shows just how committed we are to supporting our members. These papers bring together industry feedback and offer practical advice on key issues like food safety, tax administration, chemical regulations, and customs law.
Each submission includes input from 10 to 12 member companies, which really shows the strength of our collective voice. Please keep letting us know about any challenges you’re facing—it’s what allows AmCham to advocate effectively for you. By working together like this, we can continue to improve the business environment and keep our seat at the table as a trusted partner to the government.

AmCham hosted a fantastic cocktail reception with the U.S. Consulate General in Ho Chi Minh City on April 9, 2026, at the Caravelle Hotel. The event welcomed the Consul General and a delegation of 14 Consulate staff, offering members a rare opportunity to gain deeper insights into the Consulate’s work in strengthening U.S.–Vietnam relations and supporting American citizens and businesses in Vietnam.
The evening featured introductions from the Consulate team, followed by dynamic networking with AmCham Governors, members, and distinguished guests. Widely regarded as one of the season’s premier networking events, the reception fostered meaningful dialogue, strengthened partnerships, and reinforced AmCham’s role as a vital bridge between the U.S. diplomatic community and the business sector in Vietnam.
