It’s been an extremely busy week with the government. On July 1, Vietnam launched a sweeping governance and economic reform agenda. The country implemented a two tier government system in 34 provinces—eliminating district-level administrations to streamline decision-making, enhance public service delivery, and support digital transformation, consolidating approximately 10,000 communes and wards into 3,321 larger units. Concurrently, new tax and VAT rules and e ID mandates came into effect—introducing corporate electronic IDs and stricter VAT/transfer pricing compliance under Decree No. 69/2024/ND CP. Prime Minister Phạm Minh Chính also established a task force on administrative reform and decentralization via Decision No. 1417/QĐ TTg. Additionally, the Ministry of Public Security launched a 50 day campaign to issue digital identity accounts to foreign residents. These combined actions mark a major stride toward modernized, efficient, and inclusive governance.

On Saturday, we proudly hosted our signature event– the Independence Day Celebration & Community Picnic – in Thao Dien.

Now in its 30th year, the event brought together nearly 900 attendees for a festive afternoon featuring live music, an array of food and beverage kiosks, exciting raffle prizes, and important traditions including the Presentation of Colors by the U.S. Marine Color Guard, the singing of the National Anthem, and the presentation of a 4th of July birthday cake. It truly felt like an American 4th of July!

[VietnamNet Global] PM heads government task force on administrative reform and decentralization. On June 30, Prime Minister Pham Minh Chinh signed Decision No. 1417/QD-TTg to establish the Government’s Steering Committee on Administrative Procedure Reform and Decentralization.

[VietnamNet Global] A new era begins as Vietnam launches two-tier local government system. On July 1, Vietnam officially implemented its two-tier administrative model across 34 provinces and cities, marking a historic milestone in streamlining public service delivery.

[DanTri Internation] Campaign launched to issue identity accounts for foreigners in Vietnam. The Ministry of Public Security has launched an intensive 50-day campaign to issue Level-2 digital identity accounts to foreign nationals living in Vietnam.

[Vietnam Briefing] Vietnam to Require Corporate e-ID for Digital Procedures from July 1, 2025. On June 25, 2024, the Vietnamese government released the final version of the Decree on Regulations for Electronic Identification and Authentication (Decree No. 69/2024/ND-CP), which regulates procedures for registering foreigners’ electronic identification (“e-ID”). This e-ID allows foreign individuals and entities, including companies, representative offices, and branches of foreign traders, to provide verified information on themselves when conducting online tasks and procedures.

[Vietnam Briefing] Vietnam’s Tax and Transfer Pricing Compliance: New Regulations in VAT Law. Vietnam’s new Law on Value Added Tax (VAT), set to take effect on July 1, 2025, introduces significant changes to the country’s VAT regime. This law, accompanied by the latest updates following the conclusion of the 9th session of the 15th National Assembly (NA), is set to significantly alter the VAT treatment in Vietnam, requiring enterprises to make considerable effort to maintain compliance.

[Vietnam Investment Review] Vietnamese businesses navigate US tariffs. As US tariffs continue to pressure global trade, Vietnamese businesses are undergoing a comprehensive transformation, from supply chains and production to markets and services, to adapt and stay competitive.

[VnEconomy] PM instructs continued efforts to address US concerns regarding trade and tariffs. Vietnam will continue to promote cooperation with all partners, including the US, to achieve growth target, according to the PM.
