Update from the Executive Director

Dear AmCham,

From June 9–12 in Washington D.C., Vietnam and the U.S. held the third round of Reciprocal Trade Agreement negotiations, reporting positive progress and narrowed differences, though key issues remain. Despite recent U.S. tariff hikes, Vietnam continues to attract global manufacturers thanks to policy incentives and its rising strategic role in supply chains diversifying from China. Meanwhile, the U.S. is reportedly urging Vietnam to reduce its reliance on Chinese technology, as major tech firms like Apple and Samsung expand operations in the country. The talks reflect both nations’ efforts to deepen economic ties amid shifting geopolitical and trade dynamics.

Advocacy Update

We thank all members who recently shared their comments on draft legislation currently being discussed: 


  • Draft Law on prevention of diseases: Comments and recommendations have been submitted to Ministry of Health, the Vietnam Administration of Disease Prevention, Department of Science, Education, Culture and Social Affairs – Office of Government, Vietnam Chamber of Commerce and Industry and Central Committee of the Vietnam Fatherland Front on June 12, 2025. 


  • Draft Decree regulating the responsibilities for recycling products and packaging, as well as the obligations for collecting and treating waste by manufacturers and importers (Draft EPR Decree): AmCham are gathering feedback from members to submitted to Ministry of Agriculture & Environment and Office of Government.

Members are encouraged to bring forward any advocacy needs or related questions to the relevant Committees, or by email to advocacyaction@amchamvietnam.com.


Similarly, we invite members experiencing instances of administrative delays and challenges to share details via email to communications@amchamvietnam.com. We are compiling this information on behalf of our members.

[VnEconomy] Vietnam-US third round of reciprocal trade negotiations yeilds positive results. The third round of negotiations on a reciprocal trade agreement between Vietnam and the US, held in Washington D.C. from June 9-12, made positive progress, narrowing differences across all areas under discussion, according to the Ministry of Industry and Trade.

[Vietnam Economic News] Vietnam and US advance bilateral trade talks in third round of negotiations. From June 9 to 12, the third round of negotiations for the bilateral Reciprocal Trade Agreement between Vietnam and the United States was held in Washington D.C., as scheduled and agreed upon by both parties.

[Nikkei Asia] Vietnam attracts global manufacturers despite US tariff increases. Despite steep U.S. tariffs, Vietnam continues to attract strong foreign investment – especially in manufacturing and industrial real estate – driven by policy incentives, improving infrastructure and it strategic role in the global supply chain move away from China. 

[The Business Times] US pushes Vietnam to decouple from Chinese tech: sources. The South-east Asian nation is home to large manufacturing operations of tech firms such as Apple and Samsung, which often rely on components made in China

[The Business Times] Vietnam says ‘narrowing the gap’ in US trade talks. Vietnam said on Sunday it was “narrowing the gap” in trade talks with Washington, but key issues remain unresolved as it tries to head off US President Donald Trump‘s threatened 46 per cent tariff.

[VnExpress] Vietnam ready to further open market for US exports: minister. Vietnam is ready to further open its market and offer additional incentives for U.S. exports, and hopes for corresponding steps from the U.S. side, said Minister of Industry and Trade Nguyen Hong Dien.

[Việt Nam News] Việt Nam seeks to draw more FDI inflows into semiconductors, AI. Global tech giant Qualcomm has just launched an Artificial Intelligence (AI) Research & Development (R&D) centre in Việt Nam, which is expected to help position Việt Nam as a leading AI R&D hub in the region and the world.

[Vietnam Investment Review] Permit issues could hinder talent access. The inconsistencies in the issuing of work permits for foreign workers in Vietnam have created barriers in attracting skilled professionals and high-level workers to this country, particularly in new fields.
