Update from the Executive Director

Dear AmCham,

Last week, Vietnam intensified efforts to resolve trade tensions with the US ahead of looming tariff hikes. Party General Secretary To Lam is planning a US visit to finalize a trade deal, while ministerial-level virtual talks were held to push forward a reciprocal trade agreement. The US initiated investigations into nearly 100 Vietnamese plywood exporters, heightening pressure. Despite these challenges, Deputy PM Nguyen Hoa Binh reported positive progress in tariff talks and projected 7.6% GDP growth in Q2. Domestically, Vietnam extended its VAT reduction to 2026, unveiled a $7B financial hub in HCMC, and pushed for high-quality FDI. HP also announced increased investment. 

On June 20, 2025, AmCham hosted the Mid-Year Market Survey 2025, a brand new style of event – 9 speakers. 9 sectors. 9 minutes each. We shared results from AmCham’s Business Survey, showing cautious optimism about the economy. Advocacy Update

We thank all members who recently shared their comments on draft legislation currently being discussed: 


  • Draft Law on prevention of diseases: Comments and recommendations have been submitted to Ministry of Health, the Vietnam Administration of Disease Prevention, Department of Science, Education, Culture and Social Affairs – Office of Government, Vietnam Chamber of Commerce and Industry and Central Committee of the Vietnam Fatherland Front on June 12, 2025. 


  • Draft Decree regulating the responsibilities for recycling products and packaging, as well as the obligations for collecting and treating waste by manufacturers and importers (Draft EPR Decree): AmCham are gathering feedback from members to submitted to Ministry of Agriculture & Environment and Office of Government.

Members are encouraged to bring forward any advocacy needs or related questions to the relevant Committees, or by email to advocacyaction@amchamvietnam.com.


Similarly, we invite members experiencing instances of administrative delays and challenges to share details via email to communications@amchamvietnam.com. We are compiling this information on behalf of our members.

[Bloomberg] Vietnam’s Top Leader Plans US Trip as Tariff Deadline Looms. Vietnam’s Communist Party Chief To Lam is preparing to travel to the US in coming weeks as the two sides look to clinch a trade deal before President Donald Trump’s higher tariffs kick in, according to people familiar with the matter.

[Vietnam Investment Review] Vietnam making headway in US tariff talks. At the National Assembly meeting session on June 20, Deputy Prime Minister Nguyen Hoa Binh revealed the prospects for tax negotiations with the US are positive, and the government is doing the utmost to avoid a 46 per cent tax rate.

[Việt Nam News] Việt Nam, US push for ministerial-level talks on reciprocal trade. Việt Nam and the US held an online ministerial-level negotiation session to resolve outstanding issues in the ongoing talks for a bilateral agreement on reciprocal trade between the two countries.

[VOV.vn] Nearly 100 Vietnamese plywood exporters face US trade probe. The US Department of Commerce (DOC) has initiated anti-dumping and anti-subsidy investigations into hardwood and decorative plywood products imported from Vietnam, the Trade Remedies Authority of Vietnam said.

[VOV.vn] Vietnam, US hold virtual ministerial talks on reciprocal trade. Minister of Industry and Trade Nguyen Hong Dien on 19 June held simultaneous online talks with US Secretary of Commerce Howard Lutnick and Trade Representative Jamieson Greer, as the two countries continue negotiations towards a reciprocal trade agreement.

[Vietnam Briefing] Vietnam Government Extends 2% VAT Reduction on Specific Goods and Services till End of 2026. On June 17, 2025, Vietnam’s National Assembly approved a new resolution on VAT reduction, officially prolonging the cut rate to December 31, 2026. The resolution will take effect from July 1, 2025.
