Vietnam’s economy continues to show strong momentum. Foreign direct investment (FDI) disbursement reached US$3.21 billion in Jan–Feb 2026, up 8.8% year-on-year and the highest level in five years. Research from Harvard University and S&P Global highlights Vietnam as a leading global growth and manufacturing hub. In technology, Qualcomm and Viettel plan to collaborate on AI smartphones and future 6G equipment in Vietnam, reflecting the country’s rising role in high-tech supply chains.


Meanwhile, the government is considering 0% fuel import tariffs to secure supply amid global oil risks, while the unofficial USD/VND rate has exceeded VND 27,000 per dollar, indicating currency pressure.


AmCham is closely monitoring the latest global developments and will continue to keep our Members, particularly those in the logistics sector, updated. In fact, next Tuesday we are hosting a webinar (free for Members!) on the recent U.S. Supreme Court ruling that President Trump’s tariffs imposed under the International Emergency Economic Powers Act are unconstitutional, raising questions about how refunds will be implemented and who may be eligible to claim them. The discussion will also cover the new tariffs introduced under Section 122 of the Trade and Tariff Act of 1974, and what they could mean for their legality and for global supply chains. Trump Tariffs – What Comes Next

The US Supreme Court has recently ruled President Trump’s imposition of broad import tariffs under the International Emergency Economic Powers Act (IEEPA) to be unconstitutional. The ruling was clearly a victory for foreign producers/exporters and US importers but has left a host of unanswered questions. How will the ruling be implemented by the lower courts? Will there be refunds issued and how? What must Importers do to “claim” refunds or ensure they are issued and accounted for properly?



Do foreign producers/exporters have a right to any of the refunds that they paid directly, or absorbed via lower US import values? Do consumers or consumer groups have a right to collect refunds that were passed on by US importers?


To make matters more complicated, the Trump Administration has imposed a fresh wave of tariffs at 10% (climbing to 15%) under Section 122 of the Trade and Tariff Act of 1974. Are these new tariffs also unconstitutional? Should they be contested? How will they impact global sourcing decisions and supply chain management? Finally, are there ways to legally reduce or mitigate or avoid paying the Trump tariffs, including 232, 301 and 122 duties? How can transactions be structured or to reduce the impact of these duties.

What are the long-term implications of this Trump-inspired US “trade-tariff” policy?

[VietnamNet] Vietnam steps up cooperation with US businesses to attract international capital. Deputy Minister of Finance Nguyen Duc Chi has expressed his wish that the US-ASEAN Business Council (USABC) and its member companies will continue accompanying Vietnam in the development of its financial market, and foreign capital attraction.

[VOV.VN] Vietnam ranks among top five export markets for Washington apples. Vietnam has emerged as one of the top five export markets for Washington apples, reflecting the growing demand for imported fruit in the Southeast Asian country, according to the Washington Apple Commission (WAC).

[Nhan Dan] FDI disbursement in Jan–Feb reaches five-year high. Foreign direct investment (FDI) disbursed in Viet Nam during the first two months of 2026 is estimated at 3.21 billion USD, up 8.8% year-on-year and the highest level recorded for the period in the past five years, according to the National Statistics Office (NSO) under the Ministry of Finance.

[Dan Tri] USD/VND rate jumps as dollar strengthens. The unofficial USD exchange rate in Vietnam has surged past VND 27,000 per dollar, nearly VND 900 higher than bank rates, as many lenders list the currency at their ceiling prices.

IMF Managing Director Kristalina Georgieva on Monday warned of inflation risks from the Middle East conflict, saying a 10-percent increase in oil prices, if persistent through most of the year, would result in a 40-basis-point increase in global inflation.

Vietnam’s Ministry of Finance has proposed cutting import tariffs on several gasoline and petroleum products to zero percent to diversify supply and stabilize the domestic market amid rising tensions in the Middle East.

[Reuters] Vietnam to remove fuel tariffs amid supply disruption due to Iran war. Vietnam is planning to remove its import tariffs on ​fuels to ensure supplies amid disruptions ‌caused by the military conflict in the Middle East, the government said. The tariff removal ​is expected to last until the ​end of April, the government said ⁠in a statement issued late on ​Sunday, adding that a resolution is being ​prepared by the Ministry of Finance.

[VNExpress] Vietnam emerges as global economic growth leader: Harvard, S&P research. Vietnam is among the global bright spots in economic growth and manufacturing expansion, according to the latest studies, including from the U.S.’s Harvard University and U.S. economic analysis firm S&P Global.

[VnEconomy] Vietnam’s CPI up 1.14% in February. The growth mainly driven by higher prices for food, catering services and transport as consumer demand for shopping and travel surged during the Lunar New Year (Tet) holiday.
