Update from the Executive Director

Oil prices and fuel continue to dominate the headlines here in Vietnam. The government has temporarily reduced environmental protection and excise taxes on fuel to 0% from March 26 to April 15, 2026, to stabilize prices and ease cost pressures, despite an estimated monthly revenue loss of 7,200 billion VND. These measures, along with additional funding for the Fuel Price Stabilization Fund, have driven sharp declines in domestic fuel prices, helping to control inflation and stabilize market sentiment amid global oil price volatility.


Rising global energy prices still pose risks, however, as they could widen Vietnam’s trade deficit and put depreciation pressure on the dong, especially alongside a strengthening U.S. dollar. Despite this, currency depreciation is expected to remain moderate in 2026, supported by stable capital inflows, strong macroeconomic fundamentals, and the potential for increased foreign investment if Vietnam advances toward emerging market index inclusion.


On Thursday, April 2, AmCham is hosting an event entitled “Vietnam’s Energy Landscape: Key Regulations and Market Trends”, which will bring together CEOs and business leaders from across oil, solar, LNG, and the manufacturing sector to talk through what’s happening on the ground. The conversation will connect the current global volatility with Vietnam’s evolving policy landscape, including updates to the Electricity Law, DPPA framework, and the rollout of Power Development Plan VIII, and what it all means for investors and large energy users. Next week, on April 9, AmCham is hosting Members Night and Meet the Consulate General Team, which we haven’t organized in a year and a half. Thank you to everyone who came to last week’s Connect and Cocktails at Sofitel Saigon Plaza! We welcomed over 130 people from 90 companies, which was one of our biggest turnout in a few years. I want to thank Lamy, Mr. Nguyen Anh Tuan, and Sofitel Saigon Plaza for sponsoring our Lucky Draw. I love these networking events because there is zero pressure – it’s just a fun place to come, meet interesting people, and leave with new connections. It was great hosting the Asean+3 Macroeconomic Research Office (AMRO) at AmCham! We had a lively discussion on export performance, the U.S. market outlook, business sentiment, and trade policy—from tariffs to compliance—covering both Vietnam and the broader region. AMRO plays an important role in supporting economic stability and financial resilience across ASEAN+3 through research, technical support, and regional cooperation.

Advocacy Update

We would like to thank all members who recently shared their comments on draft legislation currently under discussion:


  • AmCham submitted comments on the Draft National Environmental Standard to the Vietnam Standards and Quality Institute on March 17, 2026.


  • AmCham submitted comments on the Guidelines for the implementation of the Chemical Law 2025 to the Ministry of Industry and Trade and the Vietnam Chemicals Agency on March 18, 2026.


  • AmCham submitted a position paper expressing major concerns regarding Circular 11/2026/TT-BCT on food traceability under the management of the Ministry of Industry and Trade. The paper was sent on March 23, 2026 to Mr. Le Manh Hung, Acting Minister of Industry and Trade; the Prime Minister’s Advisory Council on Administrative Procedure Reform; the Ministry of Justice; and the Vietnam Chamber of Commerce and Industry.


  • AmCham submitted comments on the Draft amendments and additions to certain articles of the Customs Law to the Ministry of Finance and Vietnam Customs on March 26, 2026.
