Update from the Executive Director

Dear AmCham,

Last Friday, AmCham held a meeting with all the Committee Co-Chairs and leaders to collect input on issues facing American business. AmCham has created a Taskforce in partnership with AmCham Hanoi and is in discussions with many US and Vietnamese stakeholders. We are finalizing a position paper which outlines the concerns of American businesses and our recommendations, which will then be widely disseminated. 


I still would appreciate any feedback from our Members concerning tariffs, particularly how they would impact American consumers (you can reply to this newsletter or contact me directly). The international press appreciates concrete stories, so please help me raise awareness of the situation.

On April 17, AmCham hosted a forum on "Navigating Trade & Tariffs Landscape” drawing nearly 200 business leaders to discuss the future of US–Vietnam trade. Experts from KPMG Vietnam and BakerHostetler addressed key concerns around new US tariffs, including transshipment risks, 20% US content thresholds, and non-tariff barriers.


With total duties on some imports potentially doubling or tripling, businesses face rising costs and shrinking margins. Experts urged companies to act now—review origin documentation, strengthen supply chain transparency, and use tools like the KPMG Tariff Modeler to assess risks and optimize compliance during the 90-day grace period.

On April 18, our ESG and Manufacturing Committees, in partnership with AmCham Hanoi’s Environment and Climate Action Committee, organized a focused and engaging roundtable discussion. The event brought together corporate leaders, sustainability experts, and political risk analysts to explore how companies are evolving their ESG and sustainability strategies in response to an increasingly complex global landscape.

Vietnam’s government is currently restructuring, and this will have long-lasting impacts. I believe that it is one of the most important issues to be watching out for, and on Thursday evening, we will examine how the new restructuring is impacting critical business sectors. I’m excited to welcome five senior business leaders representing a variety of sectors – manufacturing, tax, consumer goods, logistics, and finance – and hear their advice to the private sectors as we all learn to deal with this reshuffling. Finally, on Friday, I encourage all HR professionals to join our event on the new social insurance law which will go into effect on July 1, 2025. This event will be in Vietnamese, and it will be extremely useful to understand the changes that will be coming. Register here to attend.

Advocacy Update

We thank all members who recently shared their comments on draft legislation currently being discussed.


Contributions to the Draft Law on Special Consumption Tax (Amended): Comments and recommendations have been submitted to His Excellency Pham Minh Chinh, Prime Minister, Mr. Tran Thanh Man, Chair of the National Assembly and Mr. Nguyen Hong Dien, Minister of Ministry of Industry & Trade on April 21, 2025.

Members are encouraged to bring forward any advocacy needs or related questions to the relevant Committees, or by email to advocacyaction@amchamvietnam.com.


Similarly, we invite members experiencing instances of administrative delays and challenges to share details via email to communications@amchamvietnam.com. We are compiling this information on behalf of our members.

[Vietnam Investment Review] Ho Chi Minh City: A modern urban metropolis after 50 years of reunification. Fifty years after national reunification, Ho Chi Minh City has undergone a dramatic transformation, emerging as Vietnam’s leading economic and cultural hub. The city’s urban landscape has become increasingly modern, symbolised by iconic structures such as the Thu Thiem Tunnel, Landmark 81, Metro Line 1, the Thu Thiem New Urban Area and many more.

[Dan Tri News] Vietnam stays on course for 8% growth despite tariff risks. Despite escalating global uncertainties and the looming threat of reciprocal tariffs from the US, Vietnam remains committed to its ambitious GDP growth target of 8% for 2025.

[Viet Nam News] Vietnamese exporters reinvent solutions on US’s 90-day pause on reciprocal tariffs. Amidst the US’s decision to delay new import tariffs for 90 days, Vietnamese businesses are taking advantage of this opportunity to implement both short-term and long-term solutions to minimise potential negative impacts.

[Vietnam Briefing] Vietnam’s Government Introduces Official Plan for Provincial Mergers. Vietnam’s government has introduced its proposed plan to build a two-tie local government model, reducing the current centrally governed cities and provinces to 34 units. With the restructuring plan finally forming, the government sets its goals to clear bureaucratic hurdles, streamline administrative procedures, and provide a bedrock for sustainable growth targets.

[Vietnamnet] HCM City seaport master plan approved with $3B investment. The plan includes new transshipment hubs and 94 wharves, aiming to process over 250 million tons of cargo by 2030.

[The Investor] Vietnam PM asks Warburg Pincus to invest 'further and faster'.  Prime Minister Pham Minh Chinh has called on Warburg Pincus to invest "further and faster" in Vietnam, especially in an expressway project it proposed in the south.

[The Investor] Qualcomm eyes building its third largest R&D center in Vietnam. Qualcomm on Wednesday said the U.S. tech giant wants to build its third largest R&D center in Vietnam, specializing in AI.
