Update from the Executive Director

Dear AmCham,

Last week, AmCham was honored to welcome the delegation from Ba Ria - Vung Tau Province as they visited and extended New Year greetings. The delegation also recognized AmCham’s contributions to the province’s economic and social development. This visit provided a valuable opportunity to exchange insights, explore potential collaborations, and discuss ways to further enhance the investment environment and business support.


We appreciate the open dialogue and engagement from Ba Ria - Vung Tau’s leadership and look forward to strengthening our partnership for sustainable growth and prosperity!

Last Friday, I had the honor of participating in a significant meeting between provincial leaders and various diplomatic agencies, associations, unions, and enterprises from Long An Province. This event, held annually to mark the beginning of the new year, served as a vital platform for strengthening relationships across sectors. The meeting not only celebrated the milestones reached in the past year but also fostered discussions about future opportunities and collaborations, further solidifying Long An's role as a key player in regional development.

In terms of advocacy, I would like to inform you that AmCham is seeking comments for three pieces of legislation: Draft Decree providing detailed regulations on a number of articles and measures to implement the Data Law; Draft Decree providing regulations on scientific, technological, and innovative activities and data products and services; Draft Decree providing regulations on the National Data Development Fund. If you are interested in more information about these topics, please contact advocacyaction@amchamvietnam.com.

We have some great events ahead over the next two weeks. Are you new to AmCham? Or are you a long-time member who just isn’t sure how to maximize AmCham and utilize your benefits? Come join me at our AmCham 101 on February 18 and learn more.


We will have three excellent committee meetings as well, and any member is welcome to join. Our Education and Training Committee as well as our Legal & VBF Liaison Committee will meet on February 12, and our Environment, Social and Governance (ESG) Committee will meet on February 13. Our committees provide excellent information about the sector and they’re only one hour, so it’s easy to join and then get back to work! You can join online or in-person but please make sure you register beforehand.

Advocacy Update

We thank all members who recently shared their comments on draft legislation currently being discussed.


  • We are seeking comments from members through February 14th for the following 3 draft decrees. Received comments will be compiled for review by the Digital Economy & Technology Committee, our Advocacy Panel, and will be submitted to the Ministry of Public Security (MPS) on March 2025:
  1. Draft Decree providing detailed regulations on a number of articles and measures to implement the Data Law
  2. Draft Decree providing regulations on scientific, technological, and innovative activities and data products and services
  3. Draft Decree providing regulations on the National Data Development Fund


  • Draft Law on Electronic Commerce: we are seeking comments from members through April 20th. Received comments will be compiled for review by the Digital Economy & Technology Committee, our Advocacy Panel, and will be submitted to the Ministry of Industry and Trade (MOIT) on May 2025.
  • The Amendment and Supplementation of Decree 15/2018/ND-CP about Food Safety: The comments were compiled and reviewed by the Digital Economy & Technology Committee and our Advocacy Panel, and were submitted on February 11 to the Minister of Health, Minister of Justice, Minister of Agriculture, and Minister of Industry and Trade.

Members are encouraged to bring forward any advocacy needs or related questions to the relevant Committees, or by email to advocacyaction@amchamvietnam.com.


Similarly, we invite members experiencing instances of administrative delays and challenges to share details via email to communications@amchamvietnam.com. We are compiling this information on behalf of our members.

[Supported] Vietnam's Outstanding Export Products Fair 2025

The HCM City Export Fair is where leading Vietnamese export enterprises converge, ready to meet the diverse purchasing needs of international buyers and fulfill domestic consumption with quality export products, promoting sustainable and eco-friendly exports.


With over 1000 booths, the fair brings together top Vietnamese manufacturing and export enterprises, foreign-invested enterprises in Vietnam, trade promotion centers of provinces and cities, and industry associations in key export sectors of Ho Chi Minh City. Among these sectors are agriculture, textiles, leather goods, wooden furniture and handicrafts, food and beverages, aquatic products, electronics, mechanical engineering, rubber-plastics, and other export groups and supporting services.


The HCM City Export Fair expects to attract around 50,000 visitors, with over 80% being industry professionals such as importers, traders, supermarket chains, retail chains in major markets like the US, Europe, Southeast Asia, China, Japan, and South Korea, along with buying offices and supply-seeking delegations in Vietnam, retail supermarkets, importers, and e-commerce platforms. The last two days of the fair will be open to domestic consumers for visits and shopping.

[Nhan Dan] Vietnam – US trade tops 11 billion USD in January. Trade revenue between Vietnam and the US exceeded 11 billion USD in January, with Vietnam enjoying a trade surplus of 8.5 billion USD, a year-on-year fall of 3.5%, according to the General Statistics Office of Vietnam.

[Vietnam Investment Review] Vietnam expects big FDI wave in 2025. More than 4.33 billion USD in foreign investment was registered in Vietnam in January, an increase of 48.6% compared to the same period last year.

[Vietnam Net] HCM City calls for investment in healthcare sector.
