2022 End of Year Review

GRANT PROGRAMS

 

Microbusiness

COVID-19 Relief Grant


The grant provides $2,500 to eligible Kern County Microbusinesses (0 4 full time equivalent employees) who have been affected by the COVID 19 pandemic



  • The grant has been extended to May of 2023
  • As of early December, 214 business have been approved and 22 are currently pending




COVID-19

Supportive Services Assistance Grant


WIOA Dislocated Workers Funds for underserved COVID 19 impacted individuals. Supported services included: Housing, Utility, Transportation, and equipment to Telework


  • 88 participants benefited from this program



 Disaster Recovery COVID-19 Temp Jobs Grant


The program provides temporary jobs with public and non profit agencies (humanitarian and clean up work), for participants who have been temporary or permanently laid off due to COVID 19.


  • 22 participants and the Grant ended in March of 2022


 Cal Fresh Employment & Training - SNAP Program


ETR receives referrals from DHS Staff of general assistance customers receiving food stamps. ETR then provides an initial assessment and direct job placement, JSA workshops and possible OJT and unpaid work experience.


  • 700 Referrals and 339 attendees as of 10/01/2021



3rd graduating class of the MC3 pre apprenticeship program.


High Roads Construction Career Grant


Multi Craft trade unions pre apprenticeship training program with Valley Build (MC3)


  • 47 participants have graduated from the program and a new cohort will be starting in February of 2023


National Health Emergency OPIOID Grant


CSUB Accelerated Drug & Alcohol Studies Certificate Training Program


  • Classes ended in April and we had 10 Participants.


Public Safety Realignment (AB109)


Planned services this year include training in forklift, safety and welding. GED testing and work experience


  • In PY 2021 2022 we had 61 participants. Currently have 25

participants in PY 2022-2023


Prison to Employment Grant


Paid work experience, OJT training, career planning, job placement, job search, and referral to training


  • This grant ended in June and we had 7 participants in Grant 2286

and 13 participants in Grant 2287



FARMWORKER GRANTS


National Farmworker Jobs Program


  • 437 enrolled clients i n PY 2021 2022
  • 223 enrolled clients in the first quarter (July September of 2022) and 63.6% were above the minimum wage



Agricultural Industry Dislocation 25% AA


  • 16 enrolled clients In PY 2021 2022


La Cooperativa -Dislocated Ag


  • 5 enrollments thru September 2022


La Cooperativa -Housing Grant


  • 22 enrollments thru September 2022


SHORT TERM JOB READINESS

& TRANSITIONAL JOBS

Bitwise Industries


Pre Apprenticeship Web Development Program (13 Weeks) Covers

computer basics, internet/web, HTML/CSS fundamental, and coding


• 8 participants for the year and a new cohort will start in January

CityServe


Re-Entry Employment Success (6 Months) The program is targeted for

formerly incarcerated ex offenders to get training in a warehouse


• 15 participants in this program that started in August of 2022

Café 1600 Culinary Arts Program participant.

Kern High School District


Café 1600 Culinary Arts Program (6 Months) Provides participants the opportunity to learn both the front and back operations in a

working restaurant setting


• 14 participants for the year and a new cohort will start training in the next semester

Laborers of the Harvest


Food Recovery & Distribution (6 Months)

Offers job training to help candidates obtain a well paid job while they help feed hungry families


• 17 participants graduated from the first cohort and we have 13 in our second cohort that started in September.



Mexican American Opportunity Foundation


Office Occupations (Open Entry / Open Exit) Program with a combination of self paced and instructor led activities


• 2 have completed the office occupation training


* 26 participants currently in the bookkeeping/accounting training

Proteus, Inc.


General Office Clerk (14 Weeks)

This program helps participants

develop the vocational and soft skills needed for employment in the

clerical field


• 12 participants for the year in the general office clerk training


* 35 participants for Energy Efficiency Renewable Energy (EERE) technician and truck driving training



Recycling Lives



Warehouse / Logistics (13 Weeks)

Through a unique partnership between Bakersfield Adult School, BARC, County of Kern, and Kern Alliance of Business, Recycling Lives offers a classroom training program that provides adult learners with the principles of the recycling process, including entrepreneurship and business fundamentals


  • To date we completed (6) cohorts and had (59) participants
