AAI Program Director Jennifer McCullough Tours Germany to Learn About Apprenticeship Models

AAI Program Director Jennifer McCullough recently joined a delegation of workforce professionals from New York and Michigan to visit the German cities of Bonn and Cologne to explore their apprenticeship and workforce models.

The States of New York and Michigan joined in partnership to travel to Germany to explore the innovative policies and practice which have made German apprenticeships a key feature of education, employment and the economy.

Through an international knowledge exchange entitled “Apprenticeships: Policy and Practice with Impact,” the two States collaborated with their international counterparts in Germany to broaden their knowledge about how to deliver high-quality apprenticeships in the economy of today and tomorrow.

The visit to the Cities of Bonn and Cologne took place during November 10-16, 2019, and coincided with two major US events highlighting workforce development, international knowledge exchange, and apprenticeship policy and practice:
International Workforce Development Week in Washington, DC (November 5-8, 2019) supported by the National Association of State Workforce Agencies (NASWA), the National Association of Workforce Boards (NAWB), the World Association of Public Employment Services (WAPES), the Organization for Economic Cooperation and Development (OECD), and the Inter-American Development Bank (IDB), and
National Apprenticeship Week (November 11-17, 2019), a country-wide celebration giving businesses, communities, and educators the opportunity to showcase their apprenticeship programs.

"The objective of the visit to Germany was to 'go to the source' of this workforce development model admired around the world, asking questions on behalf of our respective State workforce systems," said AAI Program Director Jennifer McCullough.

"This was a learning process, rooted in understanding the parts of our State systems which are already achieving results, and in identifying areas for improvement. 

"Our visit began in Bonn, home to the German Federal government departments with responsibility for overseeing public policy and government-initiated research on apprenticeships throughout the country. Here, we also visited with the Institute of Labor Economics, the hub of a global network of research on labor economics. We then traveled to Cologne, to discuss the economic case for apprenticeships, the country-to-country transfer ability of credentials, the education and certification elements of apprenticeships, and perspectives from the City of Cologne and local businesses as employers."

Background:

In early 2019, spurred by New York Governor Cuomo’s and Michigan Governor Whitmer’s emphasis on the expansion of apprenticeships in each State, NYATEP and MWA joined together to initiate an international knowledge exchange visit to Germany. 

The New York Association of Training and Employment Professionals (NYATEP) is New York’s State-wide workforce development organization representing the State’s 33 local workforce development boards, the State and City community college systems, literacy providers, community-based organizations, local governments, labor unions, economic development agencies, and career and technical education providers. 

The Michigan Works! Association (MWA) provides services and support to Michigan’s workforce system. Michigan Works! represents the first State-wide, unified workforce development system in the United States, and today serves as a model that has been emulated based on the long-standing success of the system.

Together, these State-wide organizations represent innovation, progress and leadership on public policy and program delivery on behalf of their members.

Raymond Corporation Recognized

The Greater Binghamton Chamber of Commerce recently selected The Raymond Corporation for its 2019 Corporate Citizen Award.

Raymond, headquartered in Greene, New York, was recognized for providing philanthropic support to more than 150 nonprofit and educational organizations through monetary contributions, forklift donations and volunteer participation. National Summit on Women In Apprenticeship

As part of National Apprenticeship Week activities, the U.S. Department of Labor recently hosted more than 200 stakeholders from around the country at the National Summit on Women in Apprenticeship at the Department's headquarters in Washington D.C.

Sponsored by the Department's Women's Bureau, the summit – which brought together apprenticeship sponsors, employers, educational institutions, foundations, labor unions, policymakers, researchers, trade and industry groups, women and girls' advocacy groups and workforce agencies – explored the challenges and emerging opportunities in recruiting and retaining women in apprenticeship programs. They also outlined some best practices to help them succeed in apprenticeship and non-traditional careers.

Who We Are
In Central New York, The Herkimer, Madison, Oneida (HMO) Workforce Development Board's (WDB)  American Apprenticeship Initiative (AAI) Grant  is building a  new sustainable regional workforce pipeline  specific to  advanced manufacturing  including nanotechnology, cybersecurity and unmanned vehicle systems.

AAI helps companies  registered in the apprenticeship program recruit, train, retain and develop a diverse workforce of skilled employees .

Apprenticeships create a pipeline of skilled workers to help employers prepare for the “grey tsunami,” mend the skills gap and bring their companies to the next level. AAI can also help businesses set up an apprenticeship program .

AAI helps high school and college students, disconnected youth, unemployed adults, minorities and veterans  prepare for and secure apprenticeship opportunities. There is no charge to enroll in the program.

We provide opportunities to participants for:
  • On-the-Job Learning
  • Job Related Technical/Classroom or Online Instruction
  • Pre-Apprenticeship Training

This program is available to residents and businesses located in the following New York counties: Broome, Cayuga, Chemung, Chenango, Cortland, Delaware, Herkimer, Jefferson, Lewis, Madison, Oneida, Onondaga, Oswego, Otsego, Schuyler, St. Lawrence, Steuben, Tioga and Tompkins.
