American Recovery Program Act (ARPA)
Child Care Stabilization Grant Reporting 
Because you were approved for and have received an American Recovery Program Act (ARPA) Child Care Stabilization Grant, you are required to report back on how your program used, OR plans to use the grant funds. The ability to report on grant fund uses and your program’s operational capacity will be made available in Pennsylvania Key Professional Development Registry in March 2022. You do not need to take any action right now, however, we recommend you review the information in this email to be better prepared when you are notified that it is time to report.

It is important to note that your program does not need to have all grant funds spent when you report back. The terms “used” and “plan to use” could include fund already spent and funds not yet spent, but are dedicated for a specific purpose. 

You must report the amount used or that you plan to use in each defined category. As a reminder, use of funds must be reported in one or more of the following categories:
  • Personnel costs, staff benefits, premium pay, recruitment and retention
  • Rent or mortgage payments, utilities, facilities maintenance, and insurance 
  • Personal Protective Equipment (PPE), cleaning and sanitation supplies/services, and training/professional development related to health and safety practices
  • Equipment and Supplies; purchases of or updates to equipment or supplies to respond to COVID-19
  • Goods and services necessary to maintain or resume child care services
  • Mental health services for children and staff
  • Paying/Reimbursing for past COVID-19 related expenses; Costs incurred after 1/31/2020. 

In addition, when completing the reporting requirements, you will be asked to provide your program’s operational capacity. This means listing the total number of infants, toddlers, pre-school and school-age children your program is currently able to serve.
This is an added federal reporting requirement for providers that received ARPA Child Care Stabilization Grants.
