The HEB Chamber Supports the HEB ISD School Funding Referendum

The HEB ISD School Funding Referendum, also known as a Voter-Approval Tax Ratification Election (VATRE), was placed on the ballot by the HEB ISD Board of Trustees on August 11.


The HEB Chamber recognizes that strong schools are the foundation of a strong community, and HEB ISD continues to take a transparent, community-driven approach to ensuring the success of its students, educators, and programs.


If approved by voters, the School Funding Referendum would help provide the resources needed to improve teacher salaries, maintain and expand academic and job training programs, and enhance student safety initiatives—all vital to the continued success of our local education system. More than 600 districts across Texas, including most in our region, have already adopted similar measures to meet the growing needs of their schools.


The HEB Chamber encourages all residents to learn more about the facts of the referendum by visiting the HEB ISD website and to make an informed choice at the polls on November 4.

HEB Chamber of Commerce Supports Selected State Constitutional Amendments

These propositions align with the Chamber’s mission to promote a strong business climate, encourage workforce development, and protect the long-term economic vitality of Texas.


Each measure represents an important step toward strengthening the state’s foundation for business growth, job creation, and quality of life.


The HEB Chamber specifically supports the following amendments and encourages our members to study the facts and cast an informed vote this Election Day. These amendments represent key opportunities to uphold Texas values of innovation, opportunity, and responsible governance.


  • Proposition 1 (SJR 59) – Creates dedicated state funds to support infrastructure and equipment for the Texas State Technical College System (TSTC).
  • Proposition 2 (SJR 18) – Prohibits a tax on realized or unrealized capital gains.
  • Proposition 4 (HJR 7) – Dedicates a portion of state sales tax revenue to the Texas Water Fund.
  • Proposition 6 (HJR 4) – Prevents future taxation on securities transactions and financial market occupations.
  • Proposition 8 (HJR 2) – Permanently bans estate, inheritance, and gift taxes.
  • Proposition 9 (HJR 1) – Provides a property tax exemption for business equipment and income-generating tools up to $250,000 in value.
  • Proposition 14 (SJR 3) – Establishes the Dementia Prevention and Research Institute of Texas.
  • Proposition 16 (SJR 37) – Clarifies that only U.S. citizens may vote in Texas elections.

Special Election for State Senate, District 9

Former Senator Kelly Hancock resigned from the Texas Senate on June 19 to join the State Comptroller’s Office as Chief Clerk.


He stepped into the role of Acting Comptroller on July 1, as Glenn Hegar transitioned to serve as Chancellor of the Texas A&M University System. Hancock also announced his candidacy for Texas Comptroller in the upcoming election.
