Dear Community Leaders and Members of Anne Arundel County,

Community engagement is how we make progress in this county, and the hard stuff only gets done when our residents speak up.

I’m asking you to take a look at a resolution before the County Council that could do more to engage residents in the process of selecting our leaders and shaping our future than any we’ve proposed before.

On Monday, February 7, the County Council will vote on whether to put before the voters in this year’s election a proposal to create a small donor campaign finance system. It’s Resolution 1-22.

If five of our seven Council members allow the voters to consider the question, and a majority of voters approve in November, candidates for the County Council and County Executive who do not have personal wealth or alliances with deep-pocketed corporate interests will be able to opt into a system whereby their small donor dollars are matched with public funds once they have shown broad-based support in the community. They’ll have a fighting chance to represent you.

This is not a new concept, and it’s not to benefit one party over another. It’s the system that Larry Hogan used to become Governor, and it’s being used in Howard County by a Republican candidate for County Executive who opposed creating the program when it was first proposed there. It’s also been used by Democrats in jurisdictions where it’s allowed.

If you’d like to see this proposal on your ballot in November, let the County Council know. And thank you for helping to make Anne Arundel County the best place for all.

Here is how you can support: 

  1. Attend the Virtual Rally: On February 7 at 6:00 pm, prior to the Council hearing, leaders and advocates will host a virtual, live-streamed rally. Watch the rally live on Facebook.com/AACoExec and share it with other supporters. 
  2. Fill out the public survey: Let us know your position on Campaign Finance Resolution 1-22 by filling out our community survey.
  3. Give Public Testimony: Make a call to action to members of the Council by signing up to testify during the in-person County Council meeting on February 7 at 7:00pm. The registration deadline for public testimony is 3pm on February 7, 2022. Visit the County Council's meeting participation page for information on accommodations and how to view the hearing.
  4. Submit Written Testimony: Submit a letter to the Council online expressing your position on the proposed legislation. Visit the County Council's meeting participation page for information on where to mail or drop off written letters. Letters must be submitted by 11 am on February 7, 2022.

Explore the Civil Rights Era in Anne Arundel
In celebration of Black History Month, Anne Arundel County’s Cultural Resources Section is excited to unveil a new virtual tour that explores the Civil Rights Era in Anne Arundel County, MD.

This online story map features more than 50 oral history interviews collected from residents across the County and is presented as a tour of local places, people, and everyday experiences during a time of segregation. It documents spaces of leisure and recreation, where people of color could gather and enjoy solidarity and empowerment; places like stores, ball fields, beaches, juke joints, movie theaters, beauty salons, and barbershops.

Poplar Trail Extension - Feasibility Study
The final technical report for the Poplar Trail Extension to South Shore Trail Feasibility Study has been posted and is available online for you to view. The focus of the study is to evaluate three alternative route alignments to close a gap in the existing trail network and provide a link between western Annapolis, Parole, and points to the north.

County Executive Pittman Announces Inclusion of Gender-Affirming Services in New County Employee Medical Benefits 
Anne Arundel County Executive Steuart Pittman announced that Anne Arundel County’s new employee medical benefits, offered through Aetna, will include gender-affirming health services for employees and dependents. The new employee medical benefits went into effect on January 1, 2022 after internal announcements and employee informational sessions.

Inspections and Permits Announce Permit Center and Licensing Office will be Temporarily Closed to the Public during Land Use Navigator (LUN) Migration
The Department of Inspections and Permits announced today it will temporarily close the Permit Center and the Licensing Office to the public on February 23rd, 24th and 25th as the department transitions to the Land Use Navigator (LUN) permitting platform. Monday, February 21, 2022 all county government offices will be closed in observance of Presidents Day.

Grant Opportunities
County Executive's Community Support Grants Program
Application deadline: February 21, 2022

Anne Arundel County Executive Steuart Pittman and Arundel Community Development Services, Inc. (ACDS) announced today that the application period is now open for Community Support Grants. The community grant programs offers FY 2023 funding for eligible nonprofit organizations that provide vital services to county residents.

Laurel Race Course Impact Fund 
Application deadline: February 16, 2022

The Laurel Race Course Impact Fund provides grants each year for services and facilities that benefit communities within three miles of the Laurel Race Course. Applications are open now through February 16, 2022 for FY23 grants.

Arts Council of Anne Arundel County Grant Opportunities
Application deadline: February 10, 2022

The Arts Council of Anne Arundel County invests in the local arts community through grantmaking. The Community Arts Grant is their capstone program and provides general operating funds to the county’s 501(c)(3) nonprofit arts organizations. Twice a year, they offer Mini Grants to a broader range of organizations, with the goal of supporting high-impact projects that reach new audiences or fill a gap within the community.

Anne Arundel Women Giving Together
Application deadline: February 11, 2022

AAWGT is particularly interested in proposals that support women and families and also prioritize issues of diversity, equity, and inclusion (DEI) to address the underlying causes of hardship and/or come from organizations with annual gross receipts of less than $100,000.

Opportunities for Public Comment
Walk & Roll Anne Arundel!
Anne Arundel County Executive Steuart Pittman and the Office of Transportation released a new interactive web map that will allow residents to submit input for the County’s Pedestrian and Bicycle Master Plan (PBMP), Walk & Roll Anne Arundel! This initial opportunity to provide input on Walk & Roll Anne Arundel! will be available to the public from Jan. 25 through March 1, 2022.

Walk & Roll Anne Arundel! will encompass the entire County and support the objectives of the approved Move Anne Arundel! transportation functional master plan. Move Anne Arundel! calls for safe, accessible and equitable mobility alternatives to motor vehicles in order to relieve traffic congestion, protect the environment, improve health and create a more attractive place to live, work, learn and play.

Vision Zero
Anne Arundel County Executive Steuart Pittman and the Office of Transportation announced the release of the Draft Anne Arundel County Vision Zero Plan. An opportunity for the public to provide comments will begin Jan. 25, 2022 through March 1, 2022. 

Vision Zero is a multidisciplinary strategy and collaborative effort aimed at eliminating traffic related deaths and serious injuries, while increasing safe, healthy, and equitable mobility for all. After having observed success in Sweden where it was mandated by their parliament in 1997, Chicago became the first in the Country to commit to Vision Zero in 2012. Since then, many other jurisdictions have followed, including the State of Maryland, which implemented Toward Zero Deaths in 2016 through its Strategic Highway Safety Plan (SHSP), and then adopted Vision Zero through legislation in 2019. In 2014, the MDOT Secretary urged all local jurisdictions to adopt a local SHSP. Prince Georges, Montgomery, Harford, Cecil, Howard, Carroll, and Baltimore County have done so.

The Department of Recreation and Parks will host two virtual Town Hall meetings to present the draft 2022 Land Preservation, Parks and Recreation Plan (LPPRP) and receive citizen comments. The Plan evaluates the demand for parklands and recreational facilities based on need, proximity, and equity and outlines goals and priorities for the next five, ten, and fifteen years.
