Android versus Apple is a continual battle, and each company must take steps to stay ahead of the competition or catch up.  Android's Google Play store allows app developers to publish their applications under less restrictive guidelines than its counterparts at Apple.  This allows Android developers to get their applications out faster and start earning revenue, as well as put out a wider variety of apps.   
This comes at the cost of not all applications meeting the same level of security and safety settings that  Apple requires to be in their app store.   Android is looking to repair this issue by reviewing apps that go into the Google Play store.
A team of experts reviews each app and checks for violations of any developer policies that may have occurred during its creation.   Android has reported that the length of time it takes to get an application to market has not seen a noticeable change, which is good news for both consumers and developers.

Android will provide insight to app developers as to why their application has been rejected, allowing them to fix and re-submit, if the violations are minor.  This is a good first step for Android to take to help make the applications safer for all Google Play users.
