Nebraska Recycling Council Announces
New Executive Director

Nebraska Recycling Council’s Board of Directors is pleased to announce the appointment of Haley Nolde as Executive Director effective 06/13/2022. Nolde has been serving as interim Executive Director since March and brings a passion for recycling and sustainability, community and education, and has a wealth of experience working within various roles at Nebraska Recycling Council since 2019. Nolde is from Ogallala, NE and has a degree in Environmental Studies from the University of Nebraska- Lincoln.
Under the leadership and direction of Ms. Nolde, the Nebraska Recycling Council will continue to:
- Provide public education, resources, and technical assistance on recycling to citizens, businesses, municipalities, schools and institutions across the state of Nebraska
- Promote responsible use of Nebraska’s wasted resources through waste reduction, re-use, recycling and composting
- Promote the development of programs and markets that encourage sound recycling and composting initiatives
- Advocate for local and statewide policies that improve outcomes in recycling programs

I look forward to continuing the mission and vision of NRC while building and maintaining statewide relationships. This endeavor would not be possible without the Board of Directors, staff, and community. Thank you to everyone who has supported our organization. It’s an exciting time to be involved with the Nebraska Recycling Council!” says Haley Nolde, Executive Director.

EPR and Recycling Public Policy

Targeting waste and it’s source has often been a barrier to recycling. However, recently extended producer responsibility, or EPR, has been an answer to this issue. By placing the responsibility of materials on the producer, several states believe that the rate of recycling or sustainable materials will increase.
EPR has been a major topic of discussion in environmental news recently and states such as Colorado and Iowa have made strides toward introducing these laws that intend to target and minimize waste. In Colorado, Governor Jared Polis recently signed into law 22-1355, a bill particularly aimed at producers of printed paper and packaging.
Similarly, Iowa’s bottle bill reform was sent to Governor Kim Reynolds on May 23, with 30 days to be signed. The bottle bill as it stands allows consumers to return drink containers to retailers to get a 5 cent deposit. The reform bill would change a 1 cent handling fee to 3 cents, change the enforcement against those that refuse to redeem similar containers, and require stores to continue the redemption programs.
In New York, several bills to address EPR and recycling infrastructure have stalled in recent sessions. The call for recycling infrastructure continues at the federal level. Calls for a national bottle bill, escalating the tax on virgin plastic resins, and EPR bills have been introduced, such as the Ocean Based Climate Solutions Act (OBSCA) and National Beverage Container Deposit Act, however no movement has been made. Nebraska’s surrounding states have also seen an increase in interest at local level policies including pushes for consistent measurement and assessment, education and outreach, universal recycling, disposal bans, and bundled inclusive recycling.

Tidbit: Disposal of Fireworks

Nebraska Recycling Council urges residents to properly and safely dispose of their fireworks while celebrating Independence Day! See tips and reminders below.
- Firework debris is NOT recyclable, even cardboard tubes and casings must be treated as garbage and sent to the landfill.
- Unexploded fireworks should not be placed in regular trash bins or recycling bins.

If you are a resident of Lincoln, unused fireworks and ammunition may be taken to a free collection event hosted by the Bureau of Fire Prevention from 9 a.m. to noon, Tuesday, July 5 in the east parking lot at Oak Lake Park, North First and Charleston streets. Oak Lake Cleanup
Responsibly disposing of this material will keep waste haulers and landfill staff safe while protecting waterways and wildlife!
