BRIDGE Housing Breaks Ground on 75 Homes, First Regulated Affordable Housing in SW Beaverton

Washington County collaborates with non-profits, government agencies, and companies, including local minority owned businesses, to build the project.


On November 7 community leaders gathered to break ground on Goldcrest Apartments: 75 affordable homes BRIDGE Housing is developing in South Cooper Mountain. Financial partners of the county are the City of Beaverton, Metro, Key Bank, Oregon Housing and Community Services, and Energy Trust of Oregon. Portland-based minority-owned businesses Salazar Architect and Colas Construction are the project's architect and general contractor.


A mix of one to three-bedroom apartments, Goldcrest will be affordable extremely low and low-income families who earn less that 60% of median family income, currently $31,950 - $63,900 for a family of four in Washington County. Resident services will be provided by Hacienda and Goldcrest is targeting Earth Advantage Platinum certification. Embedded in a family friendly and accessible neighborhood, Goldcrest will ensure that permanently affordable homes are part of this inclusive community.

Washington County Chair Kathryn Harrington said, “Washington County is thrilled to collaborate with many partners to make this Goldcrest project a reality providing much-needed affordable housing here in our community. These beautifully and efficiently designed homes will provide dignity and livability for the future residents. By contributing County general tax dollars through our Housing Production Opportunity Fund, we expand the supply of affordable housing, providing housing stability for even more community members, and also make strides towards a future where homelessness is rare and short lived.”


“Goldcrest Apartments will be one of the first regulated affordable housing projects in Southwest Beaverton,” said Commissioner Nafisa Fai, Washington County District 1, “providing a chance for the hard-working people of my district, who are being squeezed out by sky-rocketing housing prices, to be able to be a part of this new community and therefore make it a truly inclusive and thriving neighborhood for generations to come.”

Second Annual Terrace Glen Turkey Drive Giveaway

On November 21, 2022, in Tigard at the Metzger Elementary School, Related Northwest and Washington County staff and officials celebrated the progress of the Terrace Glen Affordable Apartments project by handing out 1,414 pounds of turkey to community members for the second year. The turkeys were given to folks at the elementary school, Tigard High School and Good Neighbor Center.


Located in the heart of the Metzger neighborhood within the Washington Square District, Terrace Glen Apartments, will be an affordable, intergenerational development with 144 apartments for low and very low-income families and seniors. Three units will specifically be designated for homeless youth to be served by HomePlate. Terrace Glen Apartments is a public-private partnership with Related Northwest and the Housing Authority of Washington County. The project started in November of last year and aims to be completed in June 2023.

Winter Shelters Opening


As of November 1, winter shelter capacity is available, bringing up the total shelter capacity in Washington County to serve 320 households. The Winter Shelter launch added 80 shared space beds and 65 single room units through May 31, 2023. Washington County partners with Open Door HousingWorks, Project Homeless Connect, Just Compassion, Centro Cultural, and Boys and Girls Aid Society to provide winter shelter operations. Shelter assessments are completed by outreach providers and housing case managers to ensure shelter options are low barrier. A New Beginning in Forest Grove: Steve's Story


Three months ago, Steve was spending his nights in a field in rural Washington County. When his wife passed away from cancer seven years before, things started to unravel for him, leading to years of homelessness. A medical condition prevented him from working and he found it difficult to be around other people. “I spent a long time being by myself in the field, depressed.”


Then in one month, Steve’s life completely changed. It started with a visit to his adult son in Forest Grove. “’I don't want to be here anymore’” Steve told him. “I wanted to commit suicide. He made me realize how important was to be a father again.” Steve started visiting his son more regularly, until he decided to find a place to live in the area. He realized that finding a home was the first step in creating stability for himself and repairing his life.

Washington County Releases

Shelter Capital Fund Announcement


The county’s Department of Housing Services has posted a capital grant funding opportunity to support the creation of year-round permanent shelter sites in Washington County. The funding opportunity is part of the county’s plan to create 250 more shelter beds throughout the county and partner with property owners to create a diverse and geographically equitable sheltering system. The funding opportunity is available to property or landowners that 1) Own land or property within Washington County’s Metro Service district and 2) can be committed to use as a shelter for 15 years.


Question and proposal submission deadlines are December 9 & 16, 2022 respectively. An informational zoom meeting will be held today at 3 PM. To find out more click here.
