The Illinois Secretary of State has made yet another adjustment to the titling process for wholesale purchases of used vehicles in Illinois.

** PLEASE READ IMMEDIATELY **
 

Beginning October 15, 2019, Illinois certificate of titles or rebuilt titles for vehicles sold in Illinois to non-Illinois dealers or wholesalers for less than $5,000.00 and weighing less than 12,000 pounds MUST BE MAILED to a non-Illinois address.
 
No titles may be hand-delivered or transferred at the time of sale; the title must be mailed to the non-Illinois dealer or wholesalers home jurisdiction address.
 
THIS NOTICE REPEALS ALL TITLE STAMPING REQUIREMENTS PREVIOUSLY ISSUED BY THIS OFFICE.
 
No non-Illinois dealer or wholesaler is permitted to sell direct to Illinois residents within the borders of Illinois. Any vehicle sold to a non-Illinois dealer or wholesaler that is subsequently sold directly to an Illinois resident by such non-Illinois dealer within the borders of Illinois shall be investigated for failure to obtain an Illinois dealer’s license.
 
Any dealer or wholesaler that is found violating the non-Illinois dealer title mailing process shall be found in violation of the Illinois Vehicle Code and may be subject to administrative action, such as a suspension or revocation of their license, or criminal penalties.
