Please see the below processes that are an effort to reduce theft and vandalism with appliances occurring within single-family residences prior to occupancy.
HVAC systems and Water Heaters MUST be installed prior to final inspection.
Please see the following processes:
City North Las Vegas, Boulder City Nye County, and the City of Henderson will NOT be requiring appliances to be installed at the time of the final inspection.
Clark County is NOT requiring the installation of appliances, but you MUST fill out the 901 Form

The 901 form states, "The undersigned licensed electrical contractor accepts sole responsibility for connection of the specifically listed electrical appliances. The licensed electrical contractor shall be responsible for connecting the appliances and meeting all minimum National Electrical Code requirements."
As a developer, you are responsible for whether you have this form or not, as that is a required form the NSCB as a licensed residential contractor.
