ICS announces recipients of technical assistance to support Pay for Success financing of innovative early childhood interventions
ICS is pleased to announce the selection of its second cohort of jurisdictions to receive technical assistance from ICS under the Social Innovation Fund's Pay for Success program. This technical assistance will help jurisdictions move towards implementing Pay for Success (PFS) financing to improve outcomes for young children. Learn more on our

The City of Evansville, Indiana
, working to expand high-quality preschool education;
The City of Tempe, Arizona
, working to improve early childhood experience through universal preschool, home visiting, and family supports;
The Children and Families Commission of Orange County, California
, working to improve child welfare outcomes through its innovative Neighborhood Resource Network;
The Tennessee Commission for Children and Youth
, working to expand evidence-based early childhood home visiting.

Join Megan Carolan (ICS Associate Director for Policy Research) and Sara Ryder, M.D. (Greenville Health System Departments of Pediatrics and Family Medicine) on May 4th from 8:30am-10:00am for "Turning The Page: The Next Chapter in Early Literacy Interventions." From state standards to the American Academy of Pediatrics, early literacy skills are having a moment in the spotlight. As school districts place a focus on improving reading proficiency, research is revealing far-reaching benefits of improved early literacy, ranging from parent-child interactions to finding that the brain "lights up" when we read to children. This workshop will provide an update on recent research on literacy and pre-literacy skills, particularly highlighting findings of a recent Institute for Child Success cost-benefit analysis of the Reach Out and Read program as well as innovative literacy outcomes outside of the classroom for young children and families.

ICS was represented at the Blueprints for Healthy Youth Development Conference in Colorado. Blueprints' standards for certifying model in early childhood education offers a promising programs that are widely recognized as the most rigorous in use. ICS's Megan Carolan presented with Sara van Driel,
Triple P
Implementation Consultant, on taking evidence-based practices to scale and financial sustainability, focusing on the possibilities of Pay for Success financing and ICS's feasibility study on Triple P in Connecticut.

White House blog gives shout out to ICS!
Last week, Cecilia Munoz, Assistant to the President and Director of the White House Domestic Policy Council, and Shaun Donovan, Office of Management and Budget Director, featured ICS in
a White House blog post along with our fellow SIF PFS grantees.

Megan Carolan, Associate Director for Policy Research, and Joe Waters, Executive Vice President, authored a guest post on the
Urban Institute's blog
about ICS's upcoming PFS conference in Denver. They also detailed the addition of an evaluation track funded by the John and Laura Arnold Foundation, which will be new to this year's conference.

Paper by ICS reveals larger economic loss with declining preschool seats in Los Angeles
A report recently released by lCS looked at the impact of declining funding for pre-school seats in Los Angeles County. The report was covered by KPCC, Southern California Public Radio.
"The cost of cutting high quality pre-K in Los Angeles county will exceed the program dollars saved," said ICS Executive Vice President Joe Waters.

Five years of ICS - a reason to celebrate!
Together with close friends, ICS celebrated five years of propelling systems-level change in early childhood, by hosting a dinner at Thornblade Country Club. The attendees were able to reflect on the past five years while looking forward to the next with renewed purpose, passion, and vigor. The gathering featured a brief video entitled,
Success for Every Child,
highlighting the ongoing work of ICS.
Tami McKnew handed over the board chair's gavel to Linda Brees. ICS is also pleased to welcome two additional members to our Executive Committee, Ted Hendry and Liz Winer. We thank Tami for her service and are excited about this next chapter under Linda's leadership.

ICS on the Carolina Business Review
ICS President, Jamie Moon, appeared on Carolina Business Review on April 8th. Along with other guests, he was able to discuss the importance of early childhood within the context of the current, sometimes divisive, political climate in North and South Carolina. For the full discussion go here.

What would financial stability mean for working poor families?
Earlier this month, ICS co-hosted along with
Children's Trust of South Carolina
a panel on the impact of the Earned Income Tax Credit for working families. The Earned Income Tax Credit is the most effective anti-poverty and pro-work tool in our economic policy toolkit, and is demonstrated to improve the academic, financial, and life success of children whose parents take advantage of the credit.
