Dear Orem Resident,
We care deeply about the well-being and success of our Orem business owners and their employees, especially during this challenging time amid the current COVID-19 pandemic. The City is working diligently to provide accurate and important information about helpful resources to all our businesses on our
website.
As we look for ways to help our Orem businesses navigate this difficult time, we would like to encourage residents to patronize our businesses through food delivery services and online purchases, as situations allow. Governor Herbert has encouraged everyone to eat out 3 times a week, if they are physically and financially able to. The increased patronage will help prevent further layoffs and help our hard working Utah restaurants.
Within the past week, the US Small Business Administration (SBA) announced a Low-Interest Loan Program to provide funding to help ease the financial strain for struggling businesses. The City also offers loans funded by the Economic Development Administration (EDA), Community Development Block Grant (CDBG), and the Business Loans of Utah (BLU) Fund to Orem businesses. . We are hopeful that the SBA Program and additional loans will provide some needed relief to those businesses that are affected by this economic and health crisis.
Additionally, the United Way of Utah County has started a Community Response Fund to help alleviate some of the economic impact many Orem families are facing. Funds will be used to help provide referral resources, rental assistance, food, and more. Call 2-1-1 for more information. We will update the business community as other resources become available.

The County’s Household Hazardous Waste Collection Day has been canceled due to concerns about COVID-19. The cancellation of this event came from Utah County, not the City of Orem. You can still take electronics to the

Rental Licensing & Utility Changes - Effective July 2020
|
|
In December 2019, the Orem City Council passed an ordinance requiring that the City of Orem utilities (water, sewer, street light, etc.) for all residential properties must be in the name of the property owner, even if said properties are being used as rentals (this does not impact your electric & gas utilities). In addition to the change for utilities, the City will begin requiring all residential properties being used as rentals to have a rental dwelling license. All property owners must be in compliance with these new policies by July 2020.
The cost of this license will be $50 per year, per property owner (it does not matter how many rental properties you own). At the end of July 2020, a bill for the rental dwelling license will be sent to the utility account holder, which should be the property owner. The bill will be due within 30 days of bill issuance. If the utilities are not in the name of the owner, they will be required to be put in the owner's name before a license will be issued.

is a comprehensive Guide explaining everything you need to know about the economic relief available to you from the CARES Act. Please read through the Guide and pursue any resource that applies to you and your business. The Guide has links that will take you directly where you need to go to apply. Some highlights of the CARES Act are that there are funds available to businesses to help them pay their employees instead of laying them off. Check the document above for more information.

The Utah Leads Together Small Business Bridge Loan Program
|
|
The Utah Leads Together Small Business Bridge Loan program
uses approximately $8 million in repurposed state economic development funds. Additionally, the Utah Department of Workforce Services has contributed $500,000 to the program. Loan amounts range from $5,000 to $20,000 with 0% interest for up to a 60-month period. Loans cannot exceed three months of demonstrated operating expenses. Loan payments are deferred for 12 months, and GOED will use at least 25% of the program funds to support rural Utah businesses.

Things are changing every day due to COVID-19. All activities, facilities, and programs are CURRENTLY closed, but we are optimistic that we will resume operations in the near future. We caution you when signing up to stay in touch, as dates and times might need some adjustments as more information and advice comes in from state and federal leaders. These programs are a priority for us, and we look forward to getting them back up and running as soon as possible.

The Central Utah Water Conservancy District is offering free landscaping classes as allowed for children and youth. Landscaping classes cover growing fruits and vegetables, sprinkler classes, planting bed design classes, and much more. Classes are free, but you must register online at

Fitness Center & Library Construction Update
|
|
|
The Fitness Center concrete tilt-up panel installation was recently completed. Structural steel and mechanical installation is well underway. The second story concrete floor was installed above the men’s and women’s locker rooms and will soon be poured over the family changing rooms within the next week. Roofing crews are scheduled to be on site soon. Work within the men’s and women’s locker rooms is progressing nicely with the completion of the rough mechanical, electrical, and plumbing equipment, as well as the ceiling support structure. The overall project is on schedule for completion at the end of January 2021.
Within the existing swimming pool building, the old spa was removed and a new spa is under construction. Floor drains that encompass the existing lap pool were replaced and work continues to install upgraded lap pool equipment. Interior paint, tile work, and spectator seating construction is up next.

The Library Hall is currently exhibiting a nice shade of yellow. This is an exterior waterproofing paint. Exterior brick and metal architectural panels are up next. On the interior of the structure, drywall installation is underway and mechanical, electrical, and plumbing work continues. Site work improvements are up next with sidewalk installation along State Street and Center Street. A new planter strip will be created along State Street that provides pedestrians a buffer from traffic. The project is scheduled for completion at the end of October, but the virus situation may impact schedule if the supply chain for materials is disrupted.
