Water and Wastewater Billing: New Rate Structure



The way Peel charges for water and wastewater service is changing. Instead of a single consumption charge, customer bills will have two parts: a service delivery charge and a consumption charge. Using a service delivery charge to cover fixed costs means that overall, the rate is now lower for basic consumption.

 

The consumption charge reflects the amount of water that was used during a billing period. The service delivery charge supports the more than 80% in fixed costs needed to bring water into and take wastewater out of your home. Fixed costs are expenses that stay the same throughout a specific period.

 

Single-unit residential customers will now have a rate with two levels for water consumption.

1.   Basic use rate: less than 50 cubic meters of water used is charged a lower rate.

2.   Higher use rate: above 50 cubic meters of water used is charged a higher rate.

 

Multi-unit residential customers will continue to have one water rate. Businesses (industrial, commercial, and institutional) will continue to have one water consumption rate. For more info, visit www.peelregion.ca/water.  

21-51 Queen St N Settlement Update



The City and Miss BJL Corp. participated in OLT-led mediation to arrive at a mediated settlement for this development. This was a very difficult development file to work on as we are being faced with more high density development proposals due to Provincial government housing legislation (i.e. Bill 23 More Homes Built Faster Act, Bill 109 More Homes for Everyone Act) that is requiring increased heights and densities as part of a plan to build 1.5 million homes in Ontario and 120,000 units in Mississauga. Given this Provincial housing policy and legislation and challenging development context, City Staff worked hard to achieve a more modest final development proposal than what would have been achieved if the OLT had decided this matter against the backdrop of Provincial mandates to build more homes. It is always better to have these development proposals dealt with at the City level to have a final proposal that is made-in-Mississauga and more compatible with our local communities.

 

Please find below a summary of the key points of the mediated settlement, for your information:

·        A 10 storey building height with stepbacks and 456 dwelling units, ranging in size from studio units to three-bedroom units.

·        A revised ground-floor layout, with appropriate site circulation, landscape buffer, at-grade amenity space, short-term parking spaces for the non-residential uses, and a primary entrance oriented to Queen St.

·        Significantly increased 9m side-yard setbacks to mitigate overdevelopment when future redevelopment on abutting properties occurs. To achieve this outcome, a partial 10th level is required, which contains the mechanical penthouse.

·        An improved unit mix, with a greater proportion of 1- and 2-bedroom units.

·        The development will include heritage elements, such as planters, benches, pavers and lampposts.

·        The development addresses the concerns described in the Planning Staff Recommendation Report (discussed at PDC on September 18, 2023), with respect to site layout and circulation along the north property line, compliance with fire route and access regulations, and protecting existing easements and restrictions.

·        Issues related to transportation and sun/shadow impacts on the amenity areas and public realm have been addressed.

2024 Traffic Calming Projects



Speeding and aggressive driving continues to be an issue in our city and community. Council and City Staff take this very seriously and have approved effective traffic calming measures and programs to ensure speed is managed and our roadways are safe. I am very pleased to report that the following traffic calming measures will be implemented in our community this year:

Physical Traffic Calming

Devices will be installed at these locations in spring to fall 2024:

·        Bancroft Dr, from Emerson Ln to Ivandale Dr (pedestrian crossover, speed cushions and flexile bollards)

Streetsville HCD Update



Heritage Advisory Committee and Council approved a Corporate Report that recommended that the Phase 1 Streetsville Heritage Conservation District Feasibility Study Background Report and recommendations be adopted and that the City proceed with preparing a Heritage Conservation District Plan. The HCD Plan will be developed, with the community engaged and will include policies and guidelines for the:

·        Demolition, alterations and additions to heritage buildings and structures.

·        Compatible new/contemporary development.

·        Scale, massing and density within a Major Transit Station Area, which must accommodate growth.

·        Lotting patterns, severances, setbacks, etc.

·        Maintenance and enhancement of significant views and vistas.

·        Landscape conservation.

·        Where density should be focussed.

·        Major transit areas and accommodating for growth while conserving heritage character.

·        Adding density in the downtown area appropriately.

·        Updated design guidelines for non HCD study area property.

Ward 11 Tree Planting



On Saturday, April 20th, 2024, I held my first Ward 11 Community Tree Planting event at Godwick Green Park. Although the weather was unseasonal, many neighbours attended and we all enjoyed planting many trees together, which will increase the city’s tree canopy and improve the environment, health and quality of life for all. I hope to see everyone at next year’s community tree planting!

Ismaili CIVIC Ramadan Food Drive Celebration



On April 13th 2024, I was very pleased to attend the Ismaili CIVIC Ramadan Food Drive celebration at the Meadowvale Jamatkhana. During the month of Ramadan, Ismaili CIVIC organized multiple food drive collection programs across Southwest Ontario and the youth of the community organized and presented the food collected to the Seva Food Bank. Congratulations on a very successful food drive and thank you for all you do in our community!

Hazel McCallion Walk for Health



On Sunday, June 2nd, Trillium Health Partners Foundation is hosting the third annual Hazel McCallion Walk for Health. This event features a 2 km and 5 km fundraising walk along the scenic Port Credit Waterfront Trail, and is raising funds to build Canada’s largest hospital, the future home of The Peter Gilgan Mississauga Hospital. Shared Micro-mobility Program



The City of Mississauga is partnering with Lime Technology, Inc. and Bird Canada to launch Mississauga’s first shared system of e-bikes and e-scooters this summer. For a fee, users will be able to rent e-bikes and e-scooters to get around the city. Users will have the flexibility to park their device at a bike rack or another designated location closest to their destination.

 

Up to 300 electric pedal-assist bicycles (e-bikes) and 900 electric kick-style scooters (e-scooters) and will be available for public use across Mississauga. The shared system will have parking located in Ward 11 and within the Streetsville BIA district. Once the parking locations have been approved by City Staff, more information will be provided. 

Future Directions Plans Approved



The new Future Directions plans for CultureRecreationParks, Forestry & EnvironmentLibrary, and Fire & Emergency Services were approved at Council on April 3’24.

The plans are the guiding document for the provision of facilities, services and programs in the City’s Recreation & Culture, Library, Fire & Emergency Services and Parks, Forestry & Environment divisions. Some of the key recommendations are as follows:

·        Adding new amenities across Mississauga, including but not limited to cricket facilities, spray pads, pickleball courts, and leash-free zones.

·        Exploring fee subsidies for attending and hosting cultural programming to increase access to Recreation and Culture venues, programs and events.

·        The 2024 Culture Plan identifies advancing opportunities to provide further animation and supports for community organized events at Streetsville Village Square, which was a key priority that was identified by Councillor Butt to the Future Directions Team.

MiWay Update



In 2024, the City invested nearly $4 million towards MiWay service improvements to support growth in Mississauga. This means allocating an additional 57,000 more service hours to improve reliability and capacity for MiWay customers, and enhance the quality of shift work for Transit Operators. With an additional 57,000 service hours, MiWay’s 2024 annual service hours will be 1,527,000, which represents a 4% increase (from 1.47 million service hours in 2023).

 

The City is planning for nearly $2 billion in capital work over the next 10 years to build more bus stops and shelters, as well as maintain and expand transit infrastructure throughout the city and investing $85.2 million for hybrid bus acquisitions to replace older diesel buses with low or zero-emission vehicles to support the City’s Climate Change Action Plan goals.

 

The City is also improving the transit customer experience by constructing 30 more standard bus shelters in Mississauga and constructing 36 enhanced bus shelters along major roadways that are larger, heated and provide more seating.

Miway's Fare Discount Pilot Program

MiWay will be extending the fare discount pilot program to the end of 2024. Initially set to conclude in April 2024, the pilot program will continue offering free fares for children aged 6 to 12 and all-day $1 fares for seniors 65 and over, until Tuesday, December 31, 2024.

2024 Auto Theft Summit



On March 20, 2024, Peel Regional Police in collaboration with a joint management team, hosted the second annual Auto Theft Summit. This year’s Summit hosted more than 150 stakeholders and built on the progress made since the 2023 Auto Theft Summit. The objective of this year’s Summit was to explore innovative solutions and expand on the measures to tackle organized auto theft.

 

To address the rising number of violent incidents in auto theft, police services in Ontario established a Provincial Car Jacking Task Force (PCJTF). To date, the PCJTF has laid over 730 criminal charges and recovered more than 150 vehicles, including the seizure of numerous firearms. Provincially-led operations by CISO and OPP have also resulted in over 1400 criminal charges and the recovery of more than 900 vehicles.

 

Auto Theft Summit 2024 concluded with recommendations calling on strengthened enforcement at impacted ports of entry and targeted legislation and sanctions to curb organized crime. Additionally, continued collaboration between police services, auto manufacturers, insurance bureaus and government partners were also highlighted to build greater awareness on auto theft. Year-Round Covered Tennis and Pickleball Courts



The City of Mississauga has broken ground on a new, year-round covered tennis and pickleball court facility located at Churchill Meadows Community Centre and Mattamy Sports Park, set to open in late 2024.

 

The new facility will be located at Mattamy Sports Park, adjacent to Churchill Meadows Community Centre, and features a six-court, air-supported dome facility that will:

·        create an additional 400 hours of court time per week during the winter months

·        serve the needs of recreational and competitive players in the community

·        provide opportunities to host provincial, national and international events

·        include drop-in and structured play, lessons and camp programming for children and youth

Project Vector - Joint Force Operations Auto Theft Investigation


Project Vector is a joint force operations auto theft investigation led by the Ontario Provincial Police (OPP) with Peel Regional Police (PRP) as one of the key investigative partners.

 

Through Project Vector, the Provincial Auto Theft and Towing (PATT) Team and the Canada Border Services Agency (CBSA) intercepted and recovered 598 vehicles before they were illegally exported out of the Port of Montreal. Since December 2023, Project Vector has resulted in:

·        390 shipping containers inspected

·        598 vehicles recovered, including 483 from Ontario and 115 from Québec

o  125 of these vehicles were reported stolen in Peel Region

·        A potential value of $34.5 million in stolen vehicles recovered, with 75% of vehicles recovered from sea containers in Montréal are identified as stolen in Ontario, and the recovered vehicles have been connected to various types of vehicle crimes, including carjackings and home invasions.


PRP will continue working with policing partners to address auto theft, make more arrests and lay charges.

Updated Green Development Standards (GDS)



On April 17, Mississauga Council approved the City’s updated  Green Development Standards (GDS). The GDS updates include mandatory and voluntary metrics for developers to consider when designing new residential and non-residential developments, to lower greenhouse gas emissions (GHGs) and ensure new developments are more resilient, energy-efficient and sustainable. Over time, the initial voluntary tiers (tiers two and three) will become mandatory to achieve the goal of new near net-zero developments by 2030. The updated GDS will take effect on March 1, 2025.
