Housing Target Announcement!
Every City in Washington State has housing growth targets per the Growth Management Act. The City of Carnation had a housing growth target set at 799 new homes between 2019 and 2044. This target was adopted in the King County Countywide Planning Policies in 2021 and ratified in 2022. This level of growth would have doubled the number of houses within Carnation.
In August 2024, the City of Carnation formally requested a reconciliation of its housing growth target, reducing it from 799 new units to 350 new units.
The King County Growth Management Planning Council (GMPC) created a set of guiding principles that established criteria for holding a reconciliation process and evaluating requests. Deputy Mayor Ribail and City Manager Ender embarked on a lengthy and challenging process with the City Council’s support. Between August 2024 and March 2025, countless meetings, planning sessions, and presentations were made to support the City’s request. After much thoughtful deliberation by the Sound Cities Association Caucus and the Growth Management Planning Council, a vote was called at the March 26th GMPC meeting.
The City is proud to report that GMPC members unanimously voted to approve our request. Carnation’s housing growth target has been approved by GMPC for a reduction from 799 to 350 housing units. The next step is for final approval from the King County City Council.
