Housing Target Announcement!


Every City in Washington State has housing growth targets per the Growth Management Act. The City of Carnation had a housing growth target set at 799 new homes between 2019 and 2044. This target was adopted in the King County Countywide Planning Policies in 2021 and ratified in 2022. This level of growth would have doubled the number of houses within Carnation.


In August 2024, the City of Carnation formally requested a reconciliation of its housing growth target, reducing it from 799 new units to 350 new units.


The King County Growth Management Planning Council (GMPC) created a set of guiding principles that established criteria for holding a reconciliation process and evaluating requests. Deputy Mayor Ribail and City Manager Ender embarked on a lengthy and challenging process with the City Council’s support. Between August 2024 and March 2025, countless meetings, planning sessions, and presentations were made to support the City’s request. After much thoughtful deliberation by the Sound Cities Association Caucus and the Growth Management Planning Council, a vote was called at the March 26th GMPC meeting.


The City is proud to report that GMPC members unanimously voted to approve our request. Carnation’s housing growth target has been approved by GMPC for a reduction from 799 to 350 housing units. The next step is for final approval from the King County City Council.

King County Staff, the King County Affordable Housing Committee, Puget Sound Regional Council, and Washington State Department of Commerce for your guidance throughout the comprehensive planning and reconciliation processes.

City Manager Ender at National League of Cities Conference


City Manager Ender met with Congresswoman Kim Schrier and advocated for her support for a roundabout at the intersection of State Route 203 and Tolt Hill Road. City Manager Ender also asked for support from Representative Schrier’s office as Carnation continues to work with Seattle Public Utilities to achieve resolution with the Tolt Dam.


General topics discussed were the housing shortage, emergency response, and the need to keep tax free municipal bonds.

The Great Carnation Easter Egg Hunt this Saturday!

Calling Snoqualmie Valley Artists!


The City of Carnation is wrapping the utility boxes in the Central Business District with local art! The wraps are graffiti and weatherproof and will add an artistic element to the Tolt Triangle pocket park.


The City is looking for local artists with existing art pieces to submit. The wrap company formats the art to fit the box (you must submit it in one of the required electronic formats).


Submit in electronic format no later than April 15, 2025, to rhonda.ender@carnationwa.gov.

Seeking City Council Salary Commission Members


The City of Carnation is seeking 5 members of the community to establish a fair, transparent, and effective salary commission.


The Commission is a voluntary advisory body that will review and recommend salaries for the City Council to the City Council for their consideration.


Applications will be accepted April 1, 2025 – May 16, 2025. The final selection will be announced on June 2, 2025.
