Board of Supervisors to Consider Fiscal Year

2026-2027 Recommended Budget


Contra Costa County is preparing for a two-day public hearing on its proposed $7.248 billion budget for Fiscal Year 2026–2027. The Board of Supervisors will meet at 9 AM on April 27th and 28th at the County Administration Building in Martinez.


The proposed budget reflects growing financial pressure on counties as federal and state funding shifts, increasing demand for local services. It is balanced using a mix of ongoing revenues and one-time funds, as departments work to manage rising costs and policy changes.


About 53% of the County’s funding comes from State and Federal sources, and some departments, particularly Health Services and Employment and Human Services, are relying on reserves to maintain current service levels. The budget includes more than 11,000 positions, with continued efforts to manage vacancies and control costs.


Looking ahead, the County faces ongoing uncertainty, including potential federal policy changes, rising expenses, and slower revenue growth. To help stabilize services, a proposed sales tax measure on the June ballot could generate an estimated $150 million annually if approved.


Community members are encouraged to attend the hearings and share input on County priorities.


Budget adoption is scheduled for the Board’s meeting on Tuesday, May 19th.

Health Care Takes Center Stage at East Bay EDA

Board Meeting


Supervisor Andersen led the East Bay EDA Board's April meeting, where she had the opportunity to connect with fellow Board members and participate in a dynamic Health Care Panel discussion. The session offered valuable insights into current health care trends and sparked engaging conversations among attendees.


Speakers included: Michael Thomas, CEO John Muir Health, Tyler Hedden, SVP Kaiser Permanente, Misty Jones, President & CEO Standford Health Care Tri-Valley, and Trevor Brand, CEO, Sutter Health Alta Bates Medical Center. Insightful conversation surrounding healthcare affordability, shifting coverage & policy, the financial outlook considering the HR1 Federal Bill, the “workforce of tomorrow” and innovation in healthcare.

2026 Moraga Chamber of Commerce

Business & Nonprofit Honorees


On a beautiful Saturday morning in Moraga, Supervisor Candace Andersen joined the Moraga Chamber of Commerce to celebrate the community’s outstanding leaders and organizations at its annual awards event.


This year’s honorees reflected the heart and spirit of Moraga. Moraga Ace Hardware & Lumber was recognized as the 2026 Moraga Business of the Year for its long-standing commitment to service, reliability, and community connection. The Moraga Lions Club was named Nonprofit of the Year, honoring its dedicated volunteerism and meaningful impact across the community.


Supervisor Andersen shared her appreciation for the Chamber’s continued leadership in uplifting local businesses and nonprofits, noting that these honorees exemplify the values that make Moraga such a vibrant and connected place to live and work.

Community Gathers for Sha’mil’s Sighting of the Moon Celebration


On a recent afternoon in Danville, the community gathered for the 2nd Annual Sha’mil’s “Sighting of the Moon” Celebration, a joyful event marking reflection, unity, and renewal as residents came together to observe and honor our community.


Held at the Danville Community Center, the celebration brought families, friends, first responders and neighbors together to enjoy live music & dance performances, interactive art, henna and an abundance of international flavors.

May is Asian American, Native Hawaiian, and Pacific Islander (AANHPI) Heritage Month


The Contra Costa County Board of Supervisors will host the 4th Annual AANHPI Heritage Month Commemorative Event on May 12th, at 11 AM. The celebration, held in the Board Chambers at 1025 Escobar Street in Martinez, honors the culture, history, and contributions of AANHPI communities in the county.

New Online Tool Helps Residents Report Deceased Animals on County Roads and Public Property


Keeping our roads and public spaces safe and clean is a shared responsibility, and timely reporting plays an important role in that effort. Residents can help by reporting deceased animals through Contra Costa County’s convenient online tool.


This service allows community members to quickly notify the County of animal carcasses located on public property, supporting public health, safety, and roadway maintenance.


It is important to note that pickup services are limited to County-maintained property, such as public roads, right-of-ways, and other County facilities. The County does not provide removal services for private property.

In addition, Contra Costa Animal Services is now open seven days a week for adoptions, providing expanded opportunities for residents to meet and adopt animals in need of loving homes.

Low-Cost Internet for Eligible EHSD Customers 

EHSD customers who participate in CalFresh and Medi-Cal programs may be eligible for low-cost internet.

 

In partnership with the California Emerging Technology Fund (CETF), EHSD is reaching out to more than 180,000 Contra Costa County households that may be eligible for low-cost internet plans. The households that participate in our existing public assistance programs will receive bilingual postcards this week that direct them to CETF’s website and toll-free phone number.

Free Naloxone Now Available at Participating Libraries


Naloxone, an opioid antagonist, is available at some Contra Costa County Library locations. Naloxone is a medicine that quickly reverses an opioid overdose. The medication is free and available in self-service stands in the public areas at the Danville, Dougherty Station, Orinda, and San Ramon libraries. Doses are available during library open hours; no registration, identification, or proof of insurance is required.


Opioid-related deaths in Contra Costa and California have steadily climbed over the past decade, although rates dropped in 2024. Many of those overdoses, especially in recent years, have involved the use of fentanyl, a powerful synthetic opioid. Drug overdoses were the leading cause of death for adults aged 25-54 in Contra Costa between 2020-22. The County launched an OD Free Contra Costa campaign to combat this tragic trend, raise awareness, and connect people to harm-reduction resources like naloxone.


The naloxone doses are available thanks to a partnership between Bay Area Community Resources, National Coalition Against Prescription Drug Abuse, CCC MEDS Coalition, Leadership San Ramon Valley, Contra Costa County Health, and Contra Costa County Library.

2026 BIKE TO WORK DAY AND BIKE TO WHEREVER DAYS


Celebrate National Bike Month this May by getting out on your bike and leaving the car at home. Bike to Work Day takes place on Thursday, May 14th, with fun incentives like prize raffles and energizer stations offering refreshments and bike resources.


All month long, Bike to Wherever Days encourages residents to ride for commuting, errands, or recreation. County departments are invited to support and participate, joining communities across all nine Bay Area counties.

Training Opportunity: Supporting Older Adults in Our Community


County Adult Protective Services Division of our Employment and Human Services Department is joining with the Family Justice Center, Senior Legal Services, and Narika for an important training focused on strengthening support for older adults across our community. The training is called "Abuse Later In Life" and is being offered on May 19th and June 24th, from 9 AM to 12 PM.


This training opportunity will explore the diverse lived experiences and needs of older adults, examine key dynamics of abuse and its impacts later in life, and highlight ways to enhance collaboration across agencies to improve community response.



This is a valuable opportunity to build knowledge, strengthen partnerships, and better serve our aging population.

Central Contra Costa Sanitary District (Central San) is marking a major milestone, 80 years of service, with a free, fun-filled community Open House on Saturday, June 13th, and you’re invited to join the celebration!

CalFire Rolls Out Statewide Campaign to Promote Home Hardening


The California Department of Forestry and Fire Protection (CalFire) encourages residents to act now to protect their homes and property from the growing year-round wildfire threat. Simple actions, such as mowing grass, trimming trees, removing dead vegetation, and using noncombustible hardscape materials near structures, can make a significant difference in reducing wildfire risk.


Home hardening can include upgrading roofs, vents, windows, and siding, as well as enclosing eaves and removing potential ember entry points. Many effective home hardening measures can be completed at low cost, such as sealing gaps, installing ember-resistant vents, and maintaining gutters free of debris.


In addition to hardening structures, creating defensible space around a home will help slow or stop the spread of wildfire and reduces the chance of ignition from embers or flames.


Wildfire preparedness is a shared responsibility, by taking proactive steps, residents can significantly improve their home’s chance of surviving a wildfire while also helping protect their communities and first responders.

Calling all Bay Area high school students. Your story matters, and this summer is your chance to tell it!


KALW Public Media is now accepting applications for its Teen Podcasting Institute, a fun and hands-on program where students learn the art of audio storytelling.


Participants will have the opportunity to learn audio production and writing skills, work with professional radio journalists and podcast producers, create compelling, real-world stories from start to finish, and produce a polished podcast episode to share with the world.


No experience? No problem! Students of all backgrounds are encouraged to apply and yes, there is a paid stipend. Even better, alumni have gone on to write for Teen Vogue, strengthen college applications, and earn scholarships.

Meet Roxy the Fox: The Rolling Reader’s Adventurous New Mascot!


Keep an eye out for a bushy tail and a love for storytelling on the roads this spring! The Contra Costa County Library is thrilled to introduce Roxy the Fox, the adventurous new mascot for the Rolling Reader, the Library’s early literacy outreach van.


With her big personality and even bigger love for books, Roxy will be traveling alongside the Rolling Reader, making friends with children all over the county. Her official mission is simple but vital: to inspire kids to sign up for their very own library cards and to discover the joy of reading every single day.


Whether she is greeting families at community stops or helping librarians share their favorite stories, Roxy is eager to show kids that reading is the ultimate adventure.


Families and young readers will have the opportunity to give Roxy a warm welcome at her very first public appearance. She will be debuting at the Concord Library on Thursday, April 30th at 10:30 AM. Attendees can expect a fun-filled morning of stories, songs, smiles, and the chance to take a photo with the county's most well-read fox.

Mosquito Awareness Week is 

April 19th - 25th



It's A Week Dedicated to Learning More About Mosquitoes and How to Prevent Them!


Contra Costa County has 23 established species of mosquitoes, and have one thing in common, they want blood to reproduce! So, do your part to stop them before they get the chance.


Some mosquitoes will lay eggs that are stuck together in water, while others will lay individual eggs just above the water line. There are mosquitoes that prefer saltwater and others that prefer freshwater. Some are attracted to backyard sources, and some prefer agricultural sources or shorelines


Regardless of their preferences, one thing is true for mosquitoes in general, they are the world's deadliest animal. Mosquitoes kill more people and make more people sick than any other animal. Mosquitoes cause 700,000 deaths annually, according to the World Health Organization.


Contra Costa County is home to mosquitoes that can transmit West Nile virus, animal heartworm, Zika virus, Dengue fever, Yellow fever, and Chikungunya. Take the steps to protect yourself and your family by dumping out any amount of standing water today.

District 2 Volunteer Opportunity

 

Behavioral Health Board

One District 2 Family Member Seat Available

Proposition 1, passed in April 2024, included legislation mandating transformation of the public behavioral health system. Provisions of SB 326 included implementation of an integrated Behavioral Health Board. This integrated advisory body is to include designated members of the community prepared to address community mental health and substance use treatment services.


The mandated functions of the Behavioral Health Board include to:

  • Review and evaluate the local public mental health system, the local public substance use disorder treatment system, the community’s public behavioral health needs, services, facilities, and special problems where services are being provided
  • Advise the Board of Supervisors and the Behavioral Health Director on community mental health and substance use disorder services.
  • Review county agreements, adopted Behavioral Health Services Act plan and make recommendations to the local behavioral health agency.
  • Ensure citizen and professional involvement at all stages
  • Submit an annual report.
  • Review and recommend appointment of the local director of behavioral health services.
  • Review and comment on county’s performance outcome date
  • Assess the impact of the realignment of services.
  • Conduct a public hearing on the draft three-year program and expenditure plan and annual updates at the close of the 30-day comment period required by subdivision.
  • Provide an annual report of written explanations to the local governing body and Department of Health Care Service.

County Wide Volunteer Opportunities


Contra Costa County Employees' Retirement Association

Individuals with a sound business background, experience in pension fund investment or administration, or in equity investments or banking, are being invited to serve on the Contra Costa County Employees' Retirement Association (CCCERA) Board of Trustees. Candidates must be Contra Costa County residents and cannot be members or retirees of CCCERA. Applicants also may not market investment or consulting services to any 1937 Act Retirement Board.


The Board meets on the first and third Wednesdays of each month at 9 AM, with meetings sometimes continuing into the afternoon. Application deadline is Friday, May 8th at 5 PM. Public Interview, in person or via zoom, will be Tuesday, May 26th.


Juvenile Justice Coordinating Council

The Juvenile Justice Coordinating Council (JJCC) is a multi-agency advisory body that contributes to the development and implementation of a countywide juvenile justice plan. It is composed of several critical parts: an assessment of existing law enforcement, probation, education, mental health, health, social services, drugs, alcohol, and youth resources, which specifically target both at-promise, as well as system involved youth, and their families.


The JJCC will also coordinate the work of governmental and non-governmental organizations engaged in activities designed to reduce the incidence of juvenile crime and delinquency in the greater community. Further, the JJCC will develop information and intelligence sharing systems to ensure county actions are fully coordinated and equipped to provide data and appropriate outcome measures.


The seat available currently is an At Large Seat. Applicants must either live or work in Contra Costa County. Interviews will be either in person, or via zoom, at the May 19th Public Protection Committee.
