Get on Bid List for State Agencies

Parks, universities, TxDOT facilities, military bases — state entities across Texas need propane. The Centralized Master Bidders List (CMBL) puts your business directly in front of the purchasing officials who buy it. State purchasers are legally required to use the CMBL to notify vendors of solicitations.

How it works
Register on the CMBL

Create an account at comptroller.texas.gov and complete the online application. One-time setup, $70/year to stay listed.

Select your commodity codes

Choose the propane and related fuel codes. State purchasers are required to notify vendors on the CMBL whenever those codes are solicited.

Receive bid notifications and respond

Get emailed when a state agency near you issues a propane solicitation. Submit your bid and compete for the contract.

Your Texas Dollars Are on

the Chopping Block. Report now!

The Propane Council of Texas (ProCOT) administers and manages numerous programs that benefit the Texas propane industry, including the Duty to Warn Safety Mailing Program, recruiting CDL drivers and service technicians, firefighter training, and education for plumbers, contractors, and builders—along with many other initiatives.

To fund these critical programs, the national Propane Education & Research Council (PERC) relies on data submitted by Texas propane marketers through the annual gallon survey. ProCOT saw a decline in reporting last year, which directly contributed to reduced funding.

Every report counts. Less than 10% of Texas propane retailers have reported. Submit your data today to help ensure Texas receives its fair share of funding.

The survey window for PERC’s retail propane sales report closes May 15, 2026—Please report your 2025 gallons from last year to PERC.
