Revised ESG, CoC, and HOME TBRA Program Compliance Toolkits
The HCA staff is pleased to inform our partners the revised Emergency Solutions Grant (ESG), Continuum of Care (CoC), and HOME Tenant Based Rental Assistance (TBRA) Compliance toolkits are now available on the HCA Help Desk with no password protection required. To access the toolkits, simply go to the HCA Help Desk and click under the respective program's related tools and documents. The purpose of the toolkits is to be user-friendly for partners and easier for HCA staff to manage.

The toolkits contain resources and forms used to implement the ESG, CoC, and HOME TBRA programs. These toolkits are subject to change without notice and are not inclusive of all resources needed to successfully administer these projects. It is the responsibility of the agency to ensure its ESG, CoC, and HOME TBRA projects meet the federal regulations and KHC program requirements. 
Coordinated Entry Notice of Funding Availability
Kentucky Housing Corporation (KHC) will open a competitive application opportunity on Friday, April 7, 2017, seeking applicants from the Kentucky Balance of State Continuum of Care (KY BoS CoC) to implement coordinated entry projects funded through KHC's 2015 and 2016 Continuum of Care (CoC) Supportive Services Only (SSO) grant from the U.S. Department of Housing and Urban Development (HUD) for coordinated entry. Application guidelines will be available on KHC's website, under Specialized Housing, Continuum of Care.

As part of HUD's CoC program competitive application process, KHC was awarded $125,488 each year for program years (PY) 2015 and 2016. Through this funding opportunity, KHC anticipates funding 3-5 projects ranging between $20,000 and $50,000 per PY. The number of approved projects and the award amounts will be dependent upon the number of applications received and the amount of funds requested.

The purpose of this funding opportunity is to provide seed money to build capacity within prioritization areas. Due to the limited amount of funds available through this grant, it is not possible for each prioritization area within the BoS to receive funding. Applicants volunteering to serve as the lead agency for a prioritization area and who propose projects that will serve its full prioritization area will receive higher points in the application scoring than those projects not serving as the lead and/or not serving a full prioritization area.

Applicants will be required to submit applications through KHC's Universal Funding Application (UFA) no later than 11:59 p.m. on Friday, April 28, 2017.

Additional information regarding this funding opportunity will be available in the application guidelines. Though not anticipated, the release of these guidelines and the application availability in the UFA is subject to change. 
HCA Programs Modification/Waiver Request Process
Housing Contract Administration (HCA) sub-recipients may seek a modification or waiver of program requirements that would otherwise adversely impact their ability to carry out program activities. HCA, at its sole discretion, may consider a modification/waiver request from a sub-recipient in regard to requirements identified in program policies and guidelines. The sub-recipient must submit the HCA Modification/Waiver Request along with the appropriate and necessary supporting documentation. The modification/waiver request must include:
  • Details of the specific requirement for which the modification/waiver is being requested;
  • Detailed explanation of why the requirement cannot be met (as justification for the request); 
  • Any additional information the sub-recipient would like HCA to consider with the request.
Approval of the request is at the sole discretion of KHC.  

HCA will provide the sub-recipient a response approving or denying the request.

KYHMIS Invoices for New Users
Kentucky Homeless Management Information System (KYHMIS) user fee invoices were sent out April 3, 2017, to agencies who have added new users since January 1, 2017. Invoices must be paid through the KHC Payment Center, using your KYHMIS provider ID and zip code. Paper checks will no longer be accepted and will be returned to the agency. Late fees will be added to unpaid invoices on Monday, May 1, 2017.

HOME TBRA Competitive Application Due April 10, 2017
KHC is accepting applications for the HOME Investment Partnerships Program (HOME) Tenant-Based Rental Assistance (TBRA) program on the Universal Funding Application (UFA). The submission deadline is Monday, April 10, 2017.

The 2017 HOME TBRA Competitive Application Guidelines, which includes specific information about how to apply for this funding round, pertinent dates, and required application fees, are available on KHC's website under Development, Single-Family, HOME TBRA.

Weatherization Public Hearing Notice
KHC will hold a public hearing on Tuesday, April 18, 2017, from 2-4 p.m. ET, at 1231 Louisville Road, Frankfort, Kentucky. This public hearing is about the proposed state plan for the Program Year 2017 Weatherization Assistance Program Formula Grant for Low-Income Persons, Title IV, Part A, Public Law 94-385.
 
The state plan outlines the proposed administration of the Weatherization Program funds for Program year Saturday, July 1, 2017, through Wednesday, June 30, 2018, for the Weatherization Formula Grant.
 
Public comments will be accepted at the hearing, limited to two minutes per person. Written comments will also be accepted until noon ET, on Tuesday, April 18, 2017. All comments will be taken into consideration in developing the final draft. State plans will be submitted to the U.S. Department of Energy on Thursday, April 27, 2017.
 
Copies of the 2017 Draft Budget and Annual File and 2017 Draft Master File are available for review on KHC's website under Development, Single-Family, Weatherization Assistance Program Resources, Budget and Allocation dropdown. Copies of these documents will also be available at the public hearing.

Weatherization Quarterly Reporting Deadline
The third quarter invoicing deadline for the U.S. Department of Energy (DOE) Weatherization and Low Income Heating Assistance Program (LIHEAP) is noon on Tuesday, April 18, 2017. Please ensure your January-March 2017 invoices are submitted in Kentucky Green and supporting documentation emailed to Wxinvoice@kyhousing.org by this date and time.  

Any third quarter Budget Modification forms must be submitted to Wxinvoice@kyhousing.org by Thursday, April 13, 2017, to allow time for processing prior to the deadline.

Historically, April has been proclaimed as Fair Housing Month. To commemorate this year, The   Lexington Fair Housing Council (LFHC), has planned a free fair housing training in Pikeville, Kentucky.

Public Comment Period
The 2017 Consolidated Annual Action Plan for Kentucky's Block Grant Housing Programs is available for public comment through Monday, May 8, 2017.

The Consolidated Action Plan is the Commonwealth's application and distribution plan for the U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Programs (HOME, ESG, CDBG, HTF, and HOPWA). Kentucky Housing Corporation and the Department for Local Government are the agencies responsible for submission of the plan to HUD.

Kentucky has drafted the annual Consolidated Action Plan and is receiving written comments to obtain public input. Written comments will be accepted and where applicable, will be incorporated into the document. The Consolidated Action Plan covers the time period of July 1, 2017 to June 30, 2018.
