FEMA Public Assistance for Non-Profit
Service Providers
Kentucky Housing Corporation's (KHC) partnering agencies may be eligible for reimbursement for COVID-19 related expenses from the Federal Emergency Management Agency (FEMA) via Kentucky Emergency Management (KyEM). As a result of Federal Emergency Declarations, the Commonwealth of Kentucky, local government entities, and certain private non-profit (PNP) organizations are now eligible to apply for the FEMA Public Assistance Grant Program (PA). Specifically, funding for PA Category B (emergency protective measures) can be provided on a reimbursement basis for all areas in Kentucky impacted by COVID-19. This funding can reimburse expenses related to COVID-19 response incurred since January 20, 2020, and continuing until the end of the emergency.

KHC has created guidance for non-profit partners that can be found on the HCA Help Desk under the Federal Emergency Management Agency (FEMA) header found under Coronavirus (COVID-19) Information section at the top of the page. The HCA Help Desk also contains the FEMA Request for Public Assistance form that non-profits must submit by Sunday, April 12, 2020, to their County Emergency Manager and KyEM at pa.help@kyem.orgFEMA's Public Assistance Program and Policy Guide is also available for reference on the HCA Help Desk.

KHC strongly encourages any non-profit partners to submit the FEMA Request for Public Assistance form even before any COVID-19 related costs are incurred. We thank all non-profit service providers for their continued commitment to serve Kentuckians in need in these challenging times.
Federal Reserve Survey of Community-Based Organizations on COVID-19 Impacts
The Federal Reserve System is  conducting a survey  to better understand the range of challenges facing under-resourced and low-income communities amid the COVID-19 pandemic. The survey also seeks to gauge how the pandemic is affecting community-based organizations, including affordable housing providers and organizations serving rural and tribal communities.

The Federal Reserve is committed to supporting people and businesses through this crisis. To do so effectively requires a deep understanding of conditions on the ground. They encourage community-based organizations to complete this short survey by  midnight ET, Friday, April 10, 2020.
Weatherization Public Hearing  
A virtual public hearing will be held by KHC at 2 p.m. ET, Tuesday, April 14, 2020, for the U.S Department of Energy's (DOE) Weatherization Assistance Program (WAP) state plan.  A draft of the state plan is posted on the Weatherization Assistance Program page of KHC's website, along with directions for registration to the virtual meeting.
Weatherization Draw Due Date Coming
All Weatherization draws through March 31, 2020, are due to KHC by close of business on Wednesday, April 22, 2020. If your agency is experiencing a hardship in submitting these due to the COVID-19 pandemic, please contact Keli Reynolds or Johnny Bush.
New Training Available for WAP
Administrative Professionals

WAP announced the launch of its  Training for WAP Administrative Professionals . Developed in response to WAP network feedback, these self-paced online trainings are designed for WAP subgrantee staff yet are applicable to grantees, subcontractors, and WAP stakeholders. Training topics include:
  • Budget and planning
  • Procurement
  • Fiscal tasks
  • Client relations
  • Economics of weatherization
  • Management
  • Quality improvement
  • Multifamily

Virtual Public Hearing for Consolidated Plan for Kentucky's Block Grant Housing Program
 
A virtual public hearing will be held  at 11 a.m. ET, Thursday, April 23, 2020, via Zoom to obtain information for the 2020 Consolidated Plan for Kentucky's Block Grant Housing Programs.

The Consolidated Plan is the Commonwealth's application and distribution plan for U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Block Grant Programs (HOME, ESG, CDBG, HTF, and HOPWA). KHC and the Department for Local Government (DLG) are the agencies responsible for submission of the plan to HUD.
 
KHC drafted the 2020 Consolidated Plan, and a public hearing is being held for the purpose of obtaining public input. Both written and oral comments will be accepted, and where applicable, will be incorporated into the document.
