CARE Grant Supports California’s First Pelletizing Infrastructure

A CARE capital improvement grant awarded in 2025 has supported an important initiative by Kian Green Up, LLC, at their processing and manufacturing facility in Anaheim. The company has installed new grant-funded pelletizing equipment, the first post-consumer carpet (PCC) pelletizing infrastructure in California. Pelletizing is an important value-adding step in advanced mechanical recycling, as carpet fibers are densified and made into pellets that are then incorporated into products for the automotive, transportation and construction industries.

Kian Green Up CEO Ali Mansour notes, “Kian Green Up was created with a vision to transform post-consumer carpet waste into valuable engineering materials and help build a true circular economy for plastics. With the support of CARE’s capital improvement grant, we were able to install California’s first pelletizing infrastructure dedicated to post-consumer carpet recycling. This investment allows us to convert recovered carpet fibers into high-quality pellets that can be used in durable applications such as automotive, appliances and construction products. Beyond improving material performance, this technology helps divert significant volumes of carpet waste from landfills, while creating new opportunities for sustainable manufacturing in California. We are proud to contribute to advancing recycling infrastructure and demonstrating the value that post-consumer materials can bring back into the supply chain.”

CARE to Hold Five-Year Plan Public Workshop

CARE staff is working on the next California Carpet Stewardship Program Five-Year Plan to cover 2028-2032. To gather stakeholder and public input, CARE will be holding a Public Workshop on June 10, 2026, 10:00-11:30 a.m. Pacific Time. The meeting will be virtual and all interested parties are encouraged to attend. A registration link will be available in early May and included in the May e-news. For more information, please email CA@CarpetRecovery.org.

Retailer Assessment Compliance Required

The enforcement staff at CalRecycle has notified CARE that many California retailers the agency has inspected are not fully complying with the carpet assessment law.

  • The California Carpet Stewardship Assessment must be charged in the correct amount for all carpet sold in the state.
  • The correct assessment amount must be clearly and correctly labeled on the customer invoice.

See full assessment information and requirements here.

The assessment funds the subsidies for collection, processing and recycling of carpet and carpet tile, along with technical assistance, drop-off site support and education/outreach.

If you are aware of a retailer that is not in compliance, please let CARE know by completing the Assessment Compliance form here.

Updated Drop-Off Site Booklet Available

CARE currently supports 177 public drop-off sites for carpet recycling along with four semi-private sites. The interactive map on the CARE website provides information on location, hours and recycling fee. An updated map can be downloaded here.

To request mailed hard copies at no charge, complete this form.

In addition to public drop-off sites, CARE works with the recyclers who operate some 230 private collection sites around the state.

CARE supports drop-off sites by providing at no cost:

  • A container for collection
  • Third-party hauling to transport carpet material to recyclers
  • Promotional materials for local government and the hosting facility
  • Technical assistance from CARE staff
  • Ready access to micro grants that support site set-up and collection equipment/infrastructure.

To find the CARE-sponsored drop-off site closest to you, visit the drop-off site map. If there is a location, such as a supply house, landfill, transfer station or recycling facility that you feel would work well as a drop-off site for you and other flooring professionals near you, please email CARE with the facility's name, location and business phone number. A CARE staff person will call you to discuss your volume, learn more about flooring professionals’ needs in your area and work toward finding a solution.

CalRecycle Finds 2024 Annual Report Non-Compliant

In a recent decision, CalRecycle has found the 2024 California Carpet Stewardship Program Annual Report non-compliant. CARE missed two of 13 stated Plan goals and narrowly missed a third goal, decreased disposal, by just 0.6 percent.

Work on Backstamping Continues

CARE continues to work with partners to advance a standardized backstamping framework under California Assembly Bill 863 to support improved material identification and recovery. Recent discussions have focused on ensuring the system remains distinct from existing requirements under the FTC Textile Fiber Products Identification Act, while still delivering clear, actionable information for recyclers and sorters.

CARE is actively engaging manufacturers and stakeholders to refine the approach, with an emphasis on consistency, scalability and alignment across the value chain. Additional input from the working group will help shape a practical path forward.
