Board Votes to Expand ETPA Protections in the Village

At a March 27th Regular Board Meeting, the Village Board voted to expand Emergency Tenant Protection Act (ETPA) coverage in the Village of Croton-on-Hudson. The ETPA is a state law which provides for rent stabilization and other tenant protections in the event of a housing emergency, which the state defines as a rental vacancy rate below 5%. The ETPA is only applicable to municipalities that pass a local law adopting the system. While the Village of Croton-on-Hudson had previously adopted the ETPA in 2003, its protections only applied to buildings built prior to 1974 with 50 or more housing units. The Village conducted a survey in October 2022 and determined that the current rental vacancy rate in Croton-on-Hudson is 2.3%. The Village then held a public hearing on March 27th, after which the Board voted to expand ETPA protections to buildings constructed prior to 1974 with six or more housing units. There are a total of five buildings in the Village that meet this criteria. To learn more about the ETPA, view this informational fact sheet from HCR.

Spring Hydrant Flushing Program

The Village of Croton-on-Hudson Water Department will begin the semi-annual hydrant-flushing program on April 17, 2023. This procedure is necessary to maintain the high quality of the water system and is mandated by the New York State Department of Health. Flushing will be performed Monday through Friday between the hours of 8:00 AM and 9:30 PM. The flushing program is expected to take four weeks to complete. The Water Department will begin the flushing program at the Village well field on Route 129. From there, they will continue flushing hydrants working towards the end of the Village water system in the vicinity of the Croton/Harmon Train Station.

As the hydrant-flushing program nears your neighborhood, you may notice a slight discoloration of your water. This is temporary and poses no health risk. Simply run your water for a short period of time until it clears up. Do not do any laundry until you are sure your water is clear. If the discoloration persists, contact the Croton-on-Hudson DPW at 914-271-3775.

The Water Department appreciates your cooperation and understanding during this important procedure.

Spring Cleaning: Tips to Keep Our Waterways Clean

Spring rains funnel runoff down paved surfaces and into storm drains that carry it to our waterways. These simple tips can help protect the Croton waterways this Spring!

  • Remove pet waste and trash from street, sidewalks and driveways and put it into the garbage.
  • Clean gutters regularly. Put leaves in your compost pile or bag them for collection.
  • Direct water from your downspouts away from your house and paved surfaces and onto your lawn.
  • Whenever possible, use environmentally friendly, biodegradable products when cleaning outside.
  • DO NOT dump household waste such as paint, cleaning products, motor oils, antifreeze and other hazardous materials into catch basins, drainage ditches and waterways.
