CDO Workforce Customer Success Story

There are many services that the CDO Workforce partners can provide to ex-offenders ready for employment, as an example:

A customer with legal barriers and special needs was referred to CDO Workforce Career Center for employment counseling. This customer had two felony convictions and as a result, due to clearance restrictions at the customer’s place of employment, the customer was released from their maintenance position after being employed for 8 months.

This customer struggled to find other employment in their small town. Our office Disability Resource Coordinator (DRC) worked with this customer on accessing supportive services, our office Labor Services Representative (LSR) worked on updating their resume and job referrals - however all this customer really wanted was their position back. Their previous position fulfilled them with a good salary, benefits and sense of fulfillment.

As the employment counselor I started with the employer to assess whether a position would be available to them. The supervisor at the place of employment stated this customer was a model employee and they would be lucky to have 4 more employees like them. Hearing this, I knew we needed to start the process of applying for a Certificate of Good Conduct through New York State Department of Corrections and Community Supervision.

This process entails gathering evidence of rehabilitation, letters of reference and supporting documentation showing how this customer lived for the past 2 years. This was during COVID making it difficult to contact and access many of these records. Through perseverance we were able to submit the application and request a parole officer be assigned to their case. Eleven months after first seeking assistance this customer was granted a Certificate of Good Conduct which allowed this customer to appeal the employer’s decision for denial of employment.

Unfortunately, this customer was denied clearance to obtain their position. We did not stop there, we appealed the decision again, and again they were denied clearance for employment. Along with a 3rd appeal, I suggested a different approach and worked with this customer on advocating for themselves. I assisted them with constructing letters to their congressmen/women, Governor’s office, Legal Action Center for legal assistance, and the NYS Human Rights Division. In March of 2023, this customer was granted clearance was reinstated in her previous position after 2 years of fighting.

CDO Workforce Workshop Success!

On March 28th the Oneonta CDO workforce office Business Service Representative Margo Burkett and Senior Employment Counselor Stacey Smith held a civil service workshop and job fair at the Oneonta Southside Mall.

The workshop covered “all things” civil service, from 'what is civil service', testing, and the overall process.

Eight agencies from city, school, county and state joined us for this event, presenting on their civil service process, with 17 job seekers attending.

NYATEP Youth Practitioners' Forum

The New York Association of Training and Employment Professionals (NYATEP) Youth Practitioners' Forum took place on March 14-16 in Saratoga Springs, NY at the Holiday Inn. Our Executive Director Alice Savino and Youth Counselors from CDO Workforce attended workshops and networked with colleagues, making new connections.

Businesses: New York College Apprenticeship Network (NYCAN) Grant Can Help You Upskill Your Workforce

The Workforce Development Board of Herkimer, Madison & Oneida (WDB/HMO) has partnered with the NYCAN (NY College Apprenticeship Network) grant to reimburse on-the-job training costs for advanced manufacturing companies that have less than 50 employees and a registered apprentice program. 

Wages can be reimbursed at 50% up to $25 an hour for six months of on-the-job training (OJT) with minimum paperwork.

The undirected funding provides many benefits for small to medium-sized manufacturing companies and ensures the apprentice is trained in accordance with the company’s standards and procedures.

Opportunities for Job Seekers
Certified Nurse Aide (CNA) Training
is being planned by DCMO BOCES in Norwich

DCMO BOCES, 6678 County Road 32, Norwich, NY, is planning to offer Certified Nurse Aide Training starting within the next month or so.

DCMO is enrolling adult students for this training program, which will be beginning shortly.

The training schedule will be available soon, and adults who are interested can contact BOCES for more information about training requirements and costs.

Spotlight on Workers with a Disability
New federal data shows that a greater percentage of people with disabilities were in the workforce in 2022. (Thinkstock)

The employment rate for Americans with disabilities has reached an all-time high, federal officials say.

Among people with disabilities nationally, 21.3% had a job in 2022. That’s up from 19.1% the previous year and represents the highest rate on record since the government began tracking such data in 2008.

The snapshot of disability employment last year comes in a new report issued by the U.S. Department of Labor’s Bureau of Labor Statistics. The agency collects data on people with disabilities in the job market as part of its Current Population Survey, which polls 60,000 households each month about employment and unemployment.

Workers with disabilities were more frequently self-employed and about twice as likely to work part time as compared to others, according to the Labor Department data.
Nearly 80% of those with disabilities were considered to be “not in the labor force” meaning that they were not employed or seeking work. The report indicates that the “vast majority” of these people — all but 3% — did not want to have a job.

Even with the increase in disability employment, the Labor Department found that the unemployment rate for individuals with disabilities remained about twice as high as for typically-developing individuals. And, people with disabilities across all age groups were “much less likely to be employed.”
