A little about Silke:

"I just started working as an Employment and Training Counselor with the Chenango County Office of Employment & Training on March 28th. I worked for a short time as an Outreach Worker for Chenango County Public Health before joining the OET team. Prior to that, I was a Child Protective Services Caseworker for the Chenango County Department of Social Services for seven and a half years. Although this work could be difficult at times, overall, I enjoyed working with families, helping them connect with services to address their needs, including financial, employment, medical, and mental health. I look forward to continue working with county residents, in my new role with OET, to help identify and meet their employment, training, and career goals, once I am fully trained."

CDO Workforce Out-Of-School Youth Participant Provides a Tour of the Chenango County Historical Society and Museum

On March 3rd, Barb Hollings, CDO Workforce Chenango Youth Counselor, and Tylena Daniels CDO Workforce Chenango Employment & Training Director toured the Chenango County Museum.

Chenango County Historical Society celebrates the culture of Chenango County – its unique traditions, noteworthy residents, and unusual stories. Museum visitors are immersed in the center of Chenango County’s past through exhibits exploring the rich history of our local region.

We were fortunate to have an Out-of-School Youth, who is participating in a CDO Workforce Youth Program Work Experience as an Operations Assistant/Ambassador at the Chenango County Historical Society and Museum to provide this tour. 

Our tour guide was very knowledgeable of the exhibits at the museum and was able to provide interesting facts which made for an enjoyable and educational tour. 

The Chenango County Historical Society and Museum have offered our youth participant a well-rounded work experience. In addition to tours of the Museum, he has been able to participate in research and technical writing related to local history, and archiving historical documents.

CDO Workforce Success Story

When people ask me why I love my job, my reply is always the same. I love to help people make their dreams come true. Finding a job you enjoy and are successful at is always the first step in this process, since realizing dreams costs money! I want to share the story of BH who was struggling to get the right job after graduating with his AAS last June.

At the request of a human service agency, a 22-yr old young man, his mom, and job coach met with Alan Sessions and myself, (CDO Disability Resource Coordinators) to assist with his job search. 

BH had graduated with a 2-year degree in Plumbing & Electrical Construction in June, 2021, but the two jobs he was hired for with local Heating and Plumbing companies did not work out. BH believed that the major reason was his learning disability and the need for training to be at a slower pace.  

BH was dejected and said that he should probably just go apply for a stocking or cleaning position. We talked to him about why he went to college and what his dream job looked like. His mom interjected that he really wanted to be in real estate, but BH quickly stepped in and explained that his dream was to buy and “flip houses”. He finally smiled and engaged with us, explaining that he has done a lot of construction work with family and friends and felt that his education had given him the extra training he needed. He just wants to find a good job and save money for this dream.

We talked about setting up a Paid Work Experience, where he could start a job on our payroll, while learning the position at a slower pace before the company hired him. He was interested in this and we set up a subsequent meeting with our Out-of-School Youth Counselor, who enrolled him. 

We helped him apply to Opportunities for Otsego as a Weatherization/Energy Services Crew Laborer and he was accepted into the Work Experience. 

BH worked full-time for 8 weeks as a trainee in this position, under the watchful eye of Dannielle Joslin, Energy Services Director, who provided encouragement and counseling as needed. CDO bought him work boots and paid for his EPA-RRP Respirator Certification. He responded positively to the consistent, patient training from his on-site supervisor who restored his confidence in his skills. 

On February 3, 2022, BH was hired by Opportunities for Otsego, as they were pleased by his progress and great attendance. He told me last week that “the job is great” and how much he liked the crew he is working with. 

Finding a good job, making a positive contribution to the team, and learning new skills are all wonderful achievements. But I will be watching BH fulfill his dream of owning older homes, restoring them in our community and making a profit as a “House Flipper!”

OJT Funding Available
CDO Workforce has On-the-Job Training (OJT) funding available

The OJT funding provides companies with an incentive to hire and train individuals who lack specific skills or knowledge for a job they are being hired for. OJT is appropriate for occupations where classroom training is not suitable and for which specific job skills can be learned by a worker while engaged in useful work. 

Businesses that use OJT will apply their own methods to teach workers the new skills necessary for successful employment. OJT contracts can be written for $2,000 or more per trainee depending on the amount of training needed.

As a Business Using OJTs:
•     You make the hiring decision
•     You determine the job performance standards
•     You set the wages
•     You can terminate the employee
•     Your paperwork is limited with assistance provided by our local OJT Staff
•     You receive 50% reimbursement of the employee’s wages for the training period
•     We reimburse you with prompt payments

Eligible OJT Candidates can be unemployed or underemployed workers. Reimbursement is 50% of newly hired employee’s regular wage rate. The length of training time (which determines reimbursement amount) will vary and is determined by candidates’ training needs. This program is for full-time employment (at least 32 hours per week) and cannot be used for seasonal, commission, or 1099 employment opportunities.

There is Project Excite: Informational Technology and Cybersecurity Grant available to businesses. It provides OJTs with a maximum of $5,000 per worker. This reimburses regular wages at 50%. Funding for existing employees’ training is also available and can include on-line and classroom training. So if an employee needs additional IT training we can help with funding. Recently a business in Chenango County hired two under-skilled employees. They have completed one OJT worth $5,000 and just started a second OJT for another $5,000. In the end, this business will have 2 skilled workers, plus $10,000 to offset training costs.

Worker eligibility for these grants are very open: Candidates can be unemployed; or employed and seeking to improve their IT skills/credentials; or be transitioning into a new IT related career. 

For any of our OJT programs a CDO Workforce representative will start the process and assist the business in identifying candidates, and writing the OJT Training Outline and Contract. Please Note: A signed OJT Contract must be in place before the candidate physically starts work.

Opportunities for Job Seekers
The Women in Apprenticeships and Nontraditional Occupations (WANTO) Grant Program is holding their monthly virtual career fair on Wednesday, April 13th, from 11:00am to 1:00pm!
You're invited!




The WDB/HMO’s WANTO grant helps recruit, train, and retain women in quality pre-apprenticeship and apprenticeship programs, and encourages them to pursue apprenticeships and nontraditional occupations. The program offers a unique opportunity to females who are interested in any nontraditional occupation. A nontraditional occupation is any career in which females make up 25% or less of the workforce, including but not limited to: advanced manufacturing, information technology (IT), public safety, transportation, agriculture, and the trades. By participating in WANTO, women can pave the way for themselves and future generations to be valuable employees in these fields.

This program is available in Broome, Chenango, Delaware, Fulton, Hamilton, Herkimer, Jefferson, Lewis, Madison, Montgomery, Oneida, Onondaga, Otsego, Schoharie, St. Lawrence, Tioga and Tompkins counties.

This program is 100% funded by a United States Department of Labor grant administered by the Women’s Bureau and Employment and Training Administration of $716,676.00.
Information Technology and Cybersecurity Grant,
also called Project Excite, is still available!

Project Excite aims to serve unemployed and employed residents across 9 counties of Upstate New York. Students planning to attend training for technical jobs in IT, Cybersecurity, or advanced manufacturing may be eligible for up to a $5,000 scholarship towards tuition.  

Project Excite provides funding for:
• Short and long term training in Information Technology, Cybersecurity and Advanced Manufacturing.
• Job Placement after completion of the training.
• Also available is On-the-Job Training to reimburse businesses for in-house IT training for new employees.

The Project Excite eligibility requirements are: be a resident of one of the following counties: Herkimer, Madison, Oneida, Fulton, Montgomery, Schoharie, Chenango, Delaware, or Otsego. Trainees must already have their high school diploma or equivalency, and be completing their training by May of 2024. Targeted occupations include: Help Desk Support staff, Computer Programmers, Network Administrators, Cybersecurity staff, and many other Information Technology positions. Want to be a Recovery Coach?

FOR-DO is offering a Recovery Peer Advocate certification training scheduled for April 11 - April 16 in Delhi - 46 hours of training.  

Recovery Peer Advocate certification:
To pursue certification as a Recovery Peer Advocate, an individual must meet the following minimum requirements:
  • Hold a high school diploma or have their GED and pass the International Certification and Reciprocity Consortium (IC-RC) exam;
  • Complete 46 hours of required training (advocacy, mentoring and education, recovery and wellness, and ethical responsibility);
  • Complete at least 500 hours of related volunteer or work experience; and
  • Complete at least 25 hours of supervision by qualified supervisory staff
  • After completing the 46 hours training in the required domains, you are eligible for a provisional certification (CPRA-P), valid for 2 years while you complete the remaining requirements for full certification.
  • Upon completion of all required training and related work hours (paid or unpaid), candidates can apply for nonclinical peer positions and upgrade the full Recovery Peer Advocate Certification. To receive full certification, you must submit an application, and register for and pass the Peer Recovery exam. Your certification is valid for 3 years.
  • The New York Certification Board is the only entity authorized by OASAS to oversee the training and certification of Certified Recovery Peer Advocates in New York State.

What is an Integrated
Resource Team?

An Integrated Resource Team (IRT) is a group of people who help a job seeker with disabilities make progress along their career journey. The goal of an IRT is to help this person earn a stable, sustainable wage and develop a long-term career.

An IRT can also help a person with disabilities overcome challenges that impact career goals and progress . They do this by helping the job seeker coordinate services and opportunities from different government and community-based organizations. This greatly improves career outcomes for people with disabilities.

The NY Youth program provides tax incentives for businesses to hire certain youth ages 16 to 24. Businesses can receive tax credits up to $7,500 per eligible youth hired.

Funding for IT staff to increase IT and Cybersecurity knowledge

The U.S. Cybersecurity and Infrastructure Agency recently issued a security agency warning called “Shields Up” – to inform the Nation of potential malicious cyber activity against the U.S. homeland. Every organization—large and small—must be prepared to respond to disruptive cyber incidents. Now more than ever, Americans and American businesses must remain vigilant against damaging cyber attacks. 

CDO Workforce has a grant to fund Cybersecurity training for both employed and unemployed individuals. This training funding is available to both individuals and to businesses' IT staff who wish to increase their IT and Cybersecurity knowledge. 

We have partnered with SUNY Delhi to offer a number of on-line Cybersecurity Certifications that are fully funded by Project Excite.

These Cybersecurity certifications include:

  • Certified Ethical Hacker
  • Certified Information Security Manager (CISM)
  • Certified Information Systems Security Professional (CISSP)
  • CompTIA Advanced Security Practitioner (CASP)
  • CompTIA Certification Training Network+, Security+
  • CompTIA Certification Training: A+ Network +, Security+
  • Information Security Training

City of Oneonta Microenterprise Business Grant Program

The City of Oneonta has been awarded funds from the New York State Office of Community Renewal for a Microenterprise Business Assistance Program. Grant awards will assist new and existing businesses throughout the City.

Eligible uses of funds include procurement of machinery, furniture, fixtures and equipment, inventory, and operating capital. Eligible businesses must have 5 or fewer employees and owners, and create jobs for persons meeting low-to-moderate income limits. Construction and building renovation costs are not eligible. Small business training is required. Other rules apply.

Applications are due by 4:00 pm on Thursday, April 28, 2022.

Community Opportunities
The DCMO BOCES Entrepreneur Academy returns on April 18th

The four week program prepares graduates and adults to develop a business plan and guides individuals to set up a business with a stronger foundation for success. 

Two sessions will be offered at the same time at the Alan Pole Campus in Norwich and also at the Delaware County Chamber of Commerce office in Delhi. 

The fee is $240 and many scholarships are available to offset the cost for BOCES graduates, females interested in starting a small business, and also for Delaware County residents.
